QUESTIONS
REPAIR ROOF BLDG. 2735 JBSA FT. SAM HOUSTON
Solicitation FA3016-17-R-0054
1) Specification 07 54 23 “Thermoplastic Polyolefin Roofing”, paragraph 1.9.4.c states “The roofing system
Applicator shall arrange with, and make arrangements to the satisfaction and discretion of the TPO Roofing System Supplier, to have the services of a Technical Field Representative on site full time to observe the total roof application, including removal of pre-existing roofing (if applicable). The Technical Field Representative shall provide written daily reports to the Roofing System Supplier and Applicator. The roofing system Applicator shall include the cost of the full-time Technical Field Representative in his/her bid price.” Roofing System Suppliers do not have Technical Field Representative staffing available to be on site full time during demolition and application. It is possible to hire an independent 3rd party Technical Field Representative that is not an employee of the Roofing System Supplier. Is the intent of the Government for the Contractor to hire a full time 3rd party Technical Field Representative or can this requirement be removed?
ANS:
Yes provide in pricing to have an individual third party Field Representative (Roofing Manufacturer’s approved Quality Control Person) This is the QC required for the Roof as per Manufacturer’s Requirements. Preferred by the Government.
2) Specification 07 21 16 Roof and Deck Insulation”, paragraph 2.1.4 states “As necessary to provide a thermal resistance of 16 or more for average thickness of tapered system.” The City of San Antonio requires a minimum of 25. What minimum roofing insulation R-Value must the Contractor provide?
ANS:
Because of existing low parapets and existing low roof slope provide a minimum of 1-1/2” thick insulation board.
There will be batt insulation in the areas above the ceilings inside the structure. Insure there is ventilation between the bottom of the roof deck and the batt insulation to prevent moisture build-up. Provide cant strips and other means to provide proper roof slopes for roof drainage. Notify the government prior to installation of the proposed insulation, cover board / TPO Roof system of any possible issues.
3) Statement of Work, paragraph 7.2.5.1 states “Remove nonfunctioning/abandoned roof penetrations (20) and repair roof to install new roofing, contractor to verify exact count of roof penetrations to remove.” In order to ensure equal pricing from bidding contractors will the Government confirm quantity of roof penetrations and sizes to be repaired?
ANS:
There are 17 laundry equipment ventilation roof vents seen in the photos. These were used in the previous occupancy by a laundry which is no longer there. These are to be removed and holes patched prior to roofing.
As-built drawings identify as 8” vent. Assume all are 8” vents.
4) Statement of Work, paragraph 7.1.1 states “The building is occupied and will remain occupied during the duration of this project. Contractor to insure protection of the interior of the building during all roof work. Work will be coordinated so that there is minimal impact to the building occupants and their business.” Paragraph 9 states that “normal working hours shall be Monday thru Friday 7:30 am to 5:00 pm.” Will the Government confirm that the Contractor will be allowed to perform work during normal working hours, Monday thru Friday, 7:30 am to 5:00 pm or will we be required to work after-hours?
ANS:
Contractor to perform work during normal working hours, Monday thru Friday, 7:30am to 5:00pm. Repairs to roof must be conducted while the building is occupied. Tenants must be notified and approvals given by the tenants prior to any repairs that may affect the business.
All roof access should be from the rear and sides that will not impact the businesses. Front canopy work must be coordinated with the tenants and the Government.
5) Per the Limited Asbestos and Lead Exterior Inspections, Section B 3.0 Results, no Lead Based Paint was found. Paragraph 7.2.6.1 of the statement of work states that there were positive results for lead base paint. These two documents/statements appear to contradict one another. Please confirm whether any lead based paint abatement is required as part of this contract and if it is required please provide documentation that describes the area and quantity of this lead based paint for this project.
ANS:

7) Per Statement of Work Section 01 35 29 Paragraph 1.4.1.1 it states that the Site Safety and Health Officer can also serve as the Quality Control Manager. It states in 1.12.1 that the Superintendent can be the Safety Officer. Can the Superintendent for the project provide all three roles only requiring one full time onsite contractor personnel for this small project?
ANS:
Yes Superintendent can serve as all three. However that person must meet the requirements of each individual position. One Caveat; In Specification 07 54 23 Thermoplastic Polyolefin (TPO) Roofing Section 1.9.4 part c. The roofing system applicator shall make arrangements ……………..to have a Technical Field Representative on site full time to observe the total roof application.

Contractor to provide Typical shop drawings as developed by the roofing manufacturer and roofing to be installed as per the roofing manufacturer’s details provided in the shop drawings. A roofing manufacturer Technical Representative will be on site to insure compliance with all details. Shop Drawings to be provided as a submittal to be approved by the Government.
10) During the site walk the Government inferred that design details were available regarding the desired front entry canopy repairs including the metal roofing, fascia, gutter and downspouts. Specific mention was made in regards to the desired new location of downspouts. No such details were found in the RFP documents. Can the Government provide details or additional narratives to illustrate/describe the desired intent of these repairs?
ANS:
No details were provided in the plans for this small roofing project. Contractor to provide shop drawings indicating location of fascia, metal roofing, leader heads, thru wall scuppers, downspouts and gutter work at existing conditions for government approval. Front Canopy gutter and downspout work, to be located as to not interfere with pedestrians or pose safety or drainage issues. Water to not be released on walking surfaces that may cause a slippery walking surface.
11) Statement of Work, paragraph 11 “Noted Contractor Requirements” states “Attend a pre-bid visit to verify measurements, quantities, and investigate existing site conditions.” Our WOSB firm was unable to attend the pre-bid visit but investigated the building later the same morning. Was attendance at the pre-bid visit mandatory for bidding on this opportunity?
ANS:
No. But very helpful to be familiar with the project and help ask proper questions that only the bidder may have regarding specific items as it relates to their specialty.
12) What R value is insulation needing to be?
Because of existing low parapets and existing low roof slope provide a minimum of 1-1/2” thick insulation board.
There will be batt insulation in the areas above the ceilings inside the structure.

ANS:
As per Asbestos and Lead Report there is no Lead or Asbestos. Disregard lead paint reference in scope of work the report is accurate.
16) What is the slope of the tapered system?
Roof currently has an issue with drainage. There is currently very little slope. Low parapets and thru wall scuppers are restricting the slope that can be incorporated with the new roof installation. Contractor to work with roofing manufacturer to provide as much slope as possible to remove water off the roof given the existing conditions. Most manufacturers on new construction require 1/8” per foot to prevent holding water and roof deflection.
17) Are we to include 25% of deck replacement in the base bid?
Yes include 25% gypsum deck replacement in the base bid?
File details come from the government source that posted it. Updated .
