Repair Mechanical Components HVAC B5010-Questions
FA3016-17-R-0033
1. Per the RFP, the Period of Performance for this project is only 60 calendar days. The new
Air Conditioning units to be procured for this project carry a lead time of 4 weeks (28 calendar days) from time of order to be delivered. Additionally, per paragraph 3.1.2.1 of the
Statement of Work, the government will require 14 calendar days for submittal review prior to us initiating procurement. In order to account for submittal review and procurement of the
Air Conditioning Units and have adequate time to complete the scope of work, we request that the Period of Performance for this project be increased to 102 calendar days.
Government Response: The Government concurs with adding the additional four weeks of time for the Air Conditioning lead time. However, the 14 calendar days will not be within the period of performance as this is an internal amount of time and not the amount of time given to the contractor. The new Period of Performance will be 90 calendar days.
2. During the site visit, we observed a new panel located on the exterior wall of the facility adjacent to the outdoor air-cooled condensers. This panel was feeding four (4) new Eaton disconnects with a common box shared by two (2) disconnects. This service did not appear to go anywhere. Please confirm what the intent of this electrical service is and does it have any association with this project?
Government Response: The Government has installed this panel and can be used for the new air-cooled condenser units. The Statement of Work (SOW) section 2.2.2.12 has been removed.
3. If the service referenced in Question #2 above is to be integrated into the new work please describe how that is to be accomplished.
Government Response: Section 2.2.1.6 has been added to the Statement of Work;
“For the 4 exterior condensing units, the contractor shall use the four new existing 3-phase fused disconnect switches that are connected to the exterior service entrance panelboard.
From each disconnect switch, the contractor shall provide 3x10 AWG THWN in a ¾ inch
RMC and extend to the corresponding new evaporator unit and terminate with 3/4 inch insulated flexible steel conduit at the unit. If required, replace existing HVAC unit circuit breakers, with new that meet the new HVAC manufacturer’s recommended ratings for evaporator and condensing units.”
4. Is Award going to be the Notice to Proceed, or will there be a gap between Award and Notice to Proceed?
Government Response: A separate Notice to Proceed is provided after award during the preconstruction conference.
5. Attachment 3 of the RFP documents is labeled as Hazardous Material Report. This document is 1 page and states, “Hazardous Material Report to be provided by government upon request.” The document appears to reference a separate project from this one as it notes a B152 at JBSA Sam Houston. Please provide the hazardous material report for this project or provide confirmation that there is no work related to hazardous material included as part of this project.
Government Response: The Hazardous Material Report has been added to the solicitation as Attachment 14.
6. Specification Section 01 78 00 states that As-Built Drawings shall be provided in CADD. As this is not a Design Build project to our understanding that will require creation of design documents, will the government be providing CADD drawings of the facility that we are required to alter to account for the new construction? Or will this be a Design Build project requiring the creation of design drawings?
Government Response: This will not be a Design Build project. There is no available
CADD drawings for the facility. The Contractor is responsible for providing As-Builts drawing to reflect the new construction conducted under this requirement.
7. The specifications for this project include a “Design After Award” specification section. Is this project Design Build? If so, what are the submission requirements for design?
Government Response: This project is not a Design Build.
8. The specifications include Specification Section 01 35 29. This specification section includes several submittal requirements to include an Accident Prevention Plan that requires government approval. This is also shown on the Schedule of Material Submittals and required 14 days prior to beginning work. Are we required to submit an Accident Prevention
Plan for this project? If so, that would require additional days on the contract for providing time for preparation and review of this plan as it is noted as a “GA” submittal which carries a
14-day government review period. If required, we would request 10 calendar days be added to the Period of Performance requested in Question #1.
Government Response: Yes, the awarded contractor is required to submit an Accident
Prevention Plan. As stated in question #1, the Government review days are not reflected in the Period of Performance as these days are only for the contractor.
9. The specifications include Specification Section 01 45 00.10 20. This specification section includes a requirement to submit a Government Approved Quality Control Plan. This is also shown on the Schedule of Material Submittals and required 14 days prior to beginning work.
Are we required to submit a Quality Control plan for this small project? IF so, that would require additional days on the contract for providing time for preparation and review of this plan. If required, we would request 10 calendar days be added to the Period of Performance requested in Question #1.
Government Response: Yes, the awarded contractor is required to submit a Quality control plan. As stated in question #1, the Government review days are not reflected in the Period of
Performance as these days are only for the contractor.
10. Please confirm that the contractor is required to be provide a dedicated Quality Control
Manager/Site Safety and Health Officer for this project. If so, can this person perform duties of the actual construction?
Government Response: Yes, this person may also perform duties of the actual construction.
11. Please confirm that we will be required to submit a Waste Management Plan as noted in
Section 01 74 19.00.
Government Response: This specification has been removed.
12. The Statement of Work (SOW) section 2.2.2.12 and 2.2.4.2 both state that the new electrical service for the outdoor units (Condensers) are to be 208 volt single phase. At the site visit it was observed that the existing outdoor units are 208 volt single phase as well. The manufacturer has confirmed that the recommended replacement Liebert units as called out in the SOW are only available as 208 volt Three Phase. Please confirm and/or edit the requirements for the electrical power for the replacement indoors and outdoor AC units.
Government Response: The contractor is to provide 208 Volt three phases units per answers to questions #2 and #3. The Statement of Work section 2.2.4.2 has been revised to reflect the following;
“The system shall have a total cooling capacity of 60,000 Btu/hr (17.5 kW rated at an outdoor ambient of 110 °F (43 °C) kW) (much existing) and power supply shall be 3-pole
208V/3ph/60Hz.”
13. Please identify the specific shop drawings required for submission for this project as identified on Attachment 11 Schedule of Material Submittals.
Government Response: This is referring to a work plan drawing. Please refer to specification section 01 33 00, 1.2.1, SD-02 Shop Drawings;
“Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.”
14. Please confirm that we are required to complete Attachment 12 Cost Estimate Breakdown and include as part of our proposal. Generally, on Firm Fixed price projects, a lump sum or
CLIN breakdown is provided versus a full labor, material, equipment estimate breakdown.
Please advise.
Government Response: Per section M-2, Evaluation Factors paragraph 2.2, "the evaluated price shall be the total price proposed by the offeror in Section B as supplemented by the Cost Estimate Break Down."
15. Are all four (4) of the existing split system air conditioning units functioning? Or are some currently inoperable? If some are inoperable please provide the quantity that are functioning.
Government Response: At this time, only two units are functioning.
16. Volume 1 Chapter 3 of the Solicitation document requires that we complete Sections C through J and only submit those pages that require fill-in. After review, it does not appear that C or D are included in the RFP package. Within the other sections, there does not appear to be any documents with blanks to fill-in. Please advise for this contract what is required to be submitted for Volume 1 Chapter 3.
Government Response: The contractor shall submit only the sections that are applicable in
Sections C through J per Volume 1 Chapter 3.
17. I was reviewing this bid and I wanted to make sure that this does not require any kind of bid bond for the project. I could not find it stating that it is needed on this job.
Government Response: In accordance with block 10 of the Request for Proposal, “An offer guarantee is not required, however, your firm's proposal on this requirement must be acceptable through 30 Sep 17 and price adjustments will not be allowed.
