1.0 GENERAL:

1.1. SCOPE.

This Statement of Work (SOW) defines the effort required for the fabrication, and construction of

RPR-Replace Air-Condition system of Building 5010. It includes the associated engineering, drafting, labor, materials, supplies, tools, equipment, supervision, transportation, and all other items needed and necessary for RPR-Replace Air-Condition system of Building 5010.

1.2. CONSTRUCTION STANDARDS:

1.2.1. Construction of this project shall be accomplished in accordance with the requirements of this solicitation and applicable federal, state, local design criteria, regulations, technical letters, manuals, standards and instructions. The Contractor shall identify and comply with all applicable federal, local, Department of Defense (DoD), Air Force, and JBSA-Ft Sam Houston statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and Presidential Executive Orders, in effect on the date of issuance of this contract. Required facilities and component parts thereof shall be carefully designed and executed so that the resulting construction is of the highest quality that could be provided within the cost and time authorized, without sacrificing aesthetics, user requirements, life-cycle economy, energy conservation, environmental protection or life safety.

1.3. APPLICABLE DOCUMENTS:

1.3.1. All manufacturing data, shop drawings, cut-sheets and construction accomplished pursuant to this Contract shall comply with the latest edition of the following documents unless the

Contractor is directed otherwise by the Contracting Officer. Any exceptions must be approved in writing by the Contracting Officer prior to construction start-up:

1.3.2. The following specifications specify minimum requirements that shall be required in the construction of this project (See Appendix G).

1.3.3. The following specifications specify minimum requirements that shall be required in the construction of this project (see Appendix G).

2.0 REQUIRMENTS:

2.1. GENERAL DESCRIPTION:

The work required by this contract shall be performed in accordance with all applicable documents, Specifications and this SOW.

2.1.1. The contractor shall provide all engineering, drafting, labor, materials, supplies, tools, equipment, supervision, transportation, and all other items needed and necessary to provide and install a safe, fully functional, completely finished and operating Air-Conditioning system at

JBSA-Camp Bullis, Building 5010.

2.1.2. The Contractor shall provide all drawings, complete details, material samples, product data from manufacturers/suppliers and the proposed work schedule for Government review and approval prior to commencement of any work.

2.1.3. The contractor shall coordinate all work with the Government to mitigate any potential impacts to current JBSA missions. This project is located on JBSA-Camp Bullis, TX. Building

5010 is a secure communication equipment building and construction work is subject to security and other restrictions. The contractor shall coordinate all work with the Building Manager, the

Project Manager/Inspector, the Contracting Officer Representative and/or Contracting Officer.

2.1.4. All work shall be coordinated with the 502 CONS Contracting Officer/Administrator and the 502 CES Project Manager. All materials and components removed under this contract shall become the property of the contractor for proper disposal, unless otherwise stated within this SOW.

2.1.5. The Contractor’s services shall include any surveying required for completion of the construction. The Contractor shall also furnish all labor, tools, materials and equipment to accomplish this investigative work.

2.2. DESCRIPTION OF WORK:

2.2.1. DEMOLITION:

2.2.1.1. Contract shall not begin demolition or deconstruction until authorization is received from the Contracting Officer.

2.2.1.2. Contract shall prepare a demolition Plan and submit proposed demolition and removal procedures for approval before work is started.

2.2.1.3. Contractor shall remove the existing four (4) fan coil units and associated outdoor four (4) condensing units, including all associated piping, electrical branch circuits, disconnect switches, control circuit wiring and conduit raceways.

2.2.1.4. All material shall become the property of the Contractor and shall be disposed of off

Government property in accordance with specification 01 74 19.00.

2.2.1.5. The existing panelboard circuit breaker can be re-used for the new HVAC units. The contractor shall provide a new circuit breakers, if required, that meet the new HVAC manufacturer’s recommended ratings for evaporator and condensing units. If new circuit breakers are provided, they shall be from the same panelboard manufacturer, and with minimum 10kAIC. The voltage in the panelboard is 120/208V, 3-phase 4-wire.

2.2.1.6. Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government in accordance with specification 02 41 00.

2.2.1.7. Before beginning any demolition or deconstruction work, survey the site and examine the drawings and specifications to determine the extent of the work.

2.2.1.8. Contractor shall recover all refrigerants (Ozone Depleting Substance) prior to removing air conditioning and other equipment containing refrigerants (ODS) and remove from

Government property and dispose of in accordance with 40 CFR 82 latest version.

2.2.2. MECHANICAL:

2.2.2.1. Contractor shall provide temporary Air-Conditioning system during the construction period. Building 5010 room temperature shall be maintained at minimum 70 to 75 oF.

2.2.2.2. Contractor shall provide and install four new Split Air-Conditioning systems including all new associated electrical power and control cabling/wiring circuits, conduits and miscellaneous devices.

2.2.2.3. The system shall be designed to control temperature and humidity conditions in rooms containing communication equipment specifically for data center equipment.

(Temperature between 60 - 80 and relative humidity 50%).

2.2.2.4. Basis of Manufacturers: Liebert PDX factory-assembled unit

(PDX018UA1CSHH2801) or approved equivalent.

2.2.2.5. Unit shall have two stage electrical reheat. The reheat shall be a low-watt density stainless steel finned-tubular electric reheat.

2.2.2.6. Unit’s shall have a humidifier. Humidifier shall be of the infrared type, consisting of high intensity quartz lamps mounted above and out of the water supply. The evaporator pan shall be stainless steel and arranged to be serviceable without disconnecting water supply lines, drain lines, or electrical connections.

2.2.2.7. Unit’s shall have a dual float condensation pump. The dual-float condensate pump shall be complete with integral primary and secondary float switches, pump, motor assembly and reservoir. The condensate pump shall be factory-installed

2.2.2.8. Unit control shall be microprocessor-based with a 9" color touchscreen display. The controls shall be menu-driven. A password shall be required to make system changes.

All set-point shall be adjustable from the individual unit front panel. control shall be provided with self-diagnostics to aid in troubleshooting. Operator/user shall be able to configure the display information based on the specific user's preference.

2.2.2.9. The control system shall calculate the moisture content in the room and prevent unnecessary humidification and dehumidification cycles by responding to changes in dew point temperature.

2.2.2.10. Unit shall be in compliance with U.S. Department of Energy minimum efficiency standards for data center equipment.

2.2.2.11. Contractor shall install and connect units per manufacture’s instruction.

2.2.2.12. Contractor shall provide and install four (4) new NEMA 3R or equivalent non-fused heavy duty disconnect switches, 200-240V, 2-pole with ground lug, for the condensation units. Interior conduit shall be Electrical Metallic Tubing (EMT).

Exterior conduit shall be Rigid Metal Conduit (RMC) and flexible liquid tight metal conduit. Provide equipment ground conductor in all raceways.

2.2.2.13. Contractor shall provide and install two (2) new Auto-changeover digital programmable controller. Provide the optimum model controller recommended by the manufacturer, with factory set differential value and front LCD screen. Each pair of split air conditioning systems shall be factory programmed to operate as redundant systems, with only one unit operating at a time.

2.2.2.14. Contractor shall insulate all piping with a proper vapor barrier type of insulation to prevent condensation.

2.2.2.15. Existing wall penetration shall be used. The contractor shall comply with Division 23 section 23 23 00 refrigerant piping specification.

2.2.3. INDOOR UNIT:

2.2.3.1. Units shall be up-flow with plenum to direct airflow into the room. Unit’s shall have top discharge and front return. The supply air shall exit from the top of the cabinet. The return air shall be through the front factory installed grilles.

2.2.3.2. Unit’s cabinet and chassis shall be constructed of 18 gauge, painted steel.

2.2.3.3. The unit shall be supplied with a three-way air discharge plenum with grille.

2.2.3.4. Unit’s cabinet shall be designed for easy installation and service access from the front only.

2.2.3.5. Unit filter shall be an integral part of the system and located within the cabinet. The filter shall be deep pleated, rating efficiency based on ASHRAE 52.2-2007 (latest). A filter clog switch shall be included. One extra set of filter shall be provided per system.

2.2.3.6. Air Filter shall be easily removable from the front of the system.

2.2.3.7. Unit’s fan shall be the centrifugal type, double width, double inlet and shaft shall be heavy duty steel with self-aligning ball bearings with minimum life span of 100,000 hours.

2.2.3.8. The system shall have a total cooling capacity of 60,000 Btu/hr (17.5 kW) (Match existing).

2.2.3.9. Indoor unit’s power supply shall be 208V/3ph/60Hz.

2.2.3.10. Unit’s control shall have advanced microprocessor control.

2.2.3.11. Unit’s control shall be menu driven with on-screen prompts for easy user operation.

2.2.3.12. Unit’s control shall allow user review and programming of temperature and humidity set-points, alarm parameters, and setup selections. A password shall be required to make system set-point changes.

2.2.3.13. The microprocessor shall activate an audible and visual alarm in event of high temperature, low temperature, high humidity, low humidity, short cycle, compressor overload, humidifier problem, change filter, and loss of air flow.

2.2.3.14. Unit’s control system shall be provided with self-diagnostics to aid in troubleshooting.

2.2.4. OUTDOOR UNIT:

2.2.4.1. The air-cooled condenser shall be a factory-assembled unit, complete with integral electrical panel, designed for outdoor installation.

2.2.4.2. The system shall have a total cooling capacity of 60,000 Btu/hr (17.5 kW rated at an outdoor ambient of 110 °F (43 °C) kW) (much existing) and power supply shall be 2-pole, 208V/1ph/60Hz.

2.2.4.3. Unit shall consist of condenser coil, propeller fan direct-driven by individual fan motor, electrical controls, housing, and mounting legs

2.2.4.4. Coils shall be constructed of aluminum tubes, fins, and manifolds.

2.2.4.5. The fan motor/blade assembly shall have an external rotor motor, fan blades and finger guard. Fan terminal blocks shall be in an enclosure on the top of the fan motor. Fan blades shall be constructed of cast aluminum. Fan assemblies shall be factory-balanced and tested.

2.2.4.6. Fan guards shall be heavy gauge, close-meshed steel wire, coated with a corrosion resistant finish.

2.2.4.7. Piping shall be properly sized, sloped and trapped for proper fluid return.

2.2.5. ELECTRICAL:

2.2.5.1. All workmanship and electrical components shall be in accordance with the latest edition of the National Electric Code, NFPA-70.

2.2.5.2. Contractor shall perform site survey of existing available electrical service and power.

2.2.5.3. Contractor shall become familiar with the existing electric utility service voltage level and building normal and emergency power distribution systems.

2.2.5.4. The contractor shall upgrade the service entrance grounding electrode conductor at the main disconnect switch by adding a second #6 bare copper conductor to the existing single #6 conductor and bonding at the existing grounding electrode. In the interior main panelboard, the contractor shall replace the existing service cable ground lug with one that is equal to the equipment ground cable rating, and shall bond it to the panel enclosure.

2.2.5.5. Contractor shall provide and install all required electrical equipment, components, include conduit systems, branch circuit cabling, control wiring, safety maintenance switches, and branch circuit breakers.

2.2.5.6. Provide a spare set of fuses for all equipment.

2.2.5.7. All electrical connections shall be provided in a weatherproof enclosure.

3.0 GENERAL PLANNING AND SUBMITTAL REQUIREMENTS:

3.1. SUBMITTALS:

Government approval is required for submittals with a "G" designation; submittals not having a

"G" designation are for information only. All submittal shall be submitted in accordance with

Section 01 33 00 SUBMITTAL PROCEDURES.

3.1.1. GOVERNMENT REVIEW: The Contracting Officer and/or their authorized representative may furnish the contractor review comments on the data submitted. The government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government on technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW.

Review comments for compliance with Federal Acquisition Regulation (FAR) will also be provided by the Contracting Officer. The Contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his/her authorized representative in writing.

3.1.2. SCHEDULE OF DELIVERABLES: All of the contract deliverables and supporting documentation becomes the property of the government upon delivery and shall remain property of the government at the end of the contract period.

3.1.2.1. Deliverables shall be submitted and distributed per submittal procedures. The

Government shall be allowed 14 calendar days to review each submittals.

4.0 GENERAL SAFETY REQUIREMENTS:

4.1. ENVIRONMENTAL MANAGEMENT. The contractor shall comply with Division 01 section 01 35 35 Environmental Protection specification as applicable to this contract. No separate payment will be made to the contractor to ensure compliance with the provisions of the environmental specifications; all cost shall be part of the contractor’s base bid.

4.1.1. DIGGING PERMIT: Contractor shall obtain an approved digging permit from 502d Civil

Engineering Squadron prior to any excavation. The Contractor must submit the construction drawings to obtain digging permits. Utility locations have been compiled from various sources and require verification by the Contractor to establish the exact location and depth.

4.2. QUALITY CONTROL PLAN (QCP): The contractor shall comply with Division 01 section 01 45 00.10 20 Contractor Quality Control. No separate payment will be made to the contractor to ensure compliance with the provisions of the quality control specifications; all cost shall be part of the contractor’s base bid.

4.3. ACCIDENT PREVENTION PLAN (APP): The contractor shall comply with Division 01 section 01 35 29 Occupational Safety and Health. No separate payment will be made to the contractor to ensure compliance with the provisions of the quality control specifications; all cost shall be part of the contractor’s base bid.

4.3.1. HOT WORK PERMITS: The Contractor shall be responsible for obtaining hot work permits to the building systems, if required, from the 502nd Civil Engineering Squadron Fire

Department for any hot work required for this project.

4.3.2. UTILITY OUTAGES: The Contractor shall be responsible for obtaining utility outages to the building systems, if required, from the 502nd Civil Engineering Squadron for any utility outages required for this project.

5.0 ENERGY REQUIRMENTS:

5.1. Design of new construction and renovations shall be in full compliance with ANSI/IESNA/

ASHRA Standards with specific attention to ASHRA Standard 90.1-2004 or latest edition. In addition, new construction and renovations for existing facilities must comply with Energy Policy

Act of 2005 (EPACT 05), Executive Order 13423 and energy conservation standards under Unified

Facilities Criteria, UFC 3-400-01 05 July 2002, UFC 3- 410-01FA 15 May 03, UFC 3-410-02A

15 May 03, UFC 3-440-01 14 Jun 02 or latest edition for all. Air Force Design Sustainability shall be applied in the development concepts of planning, design, construction, environmental management, operation, maintenance and disposal of facilities and infrastructure project, consistent with budget and mission requirements. Design Energy Compliance Analysis (ECA) must be provided with the design package.

6.0 LEGAL HOLIDAYS;

6.1.1. The normal work week is Monday through Friday 7:30 a.m. to 4:30 p.m. with the following legal holidays being observed by the Federal government:

Construction activates shall not be phased unless the Contractor is directed otherwise by the

Contracting Officer.
