Appendix A

1. SECURITY REQUIREMENTS FOR CONSTRUCTION CONTRACTS

1.1. CONTRACTOR IDENTIFICATION

1.1.1. All contactor and sub-contractor personnel shall display or wear a clearly visible form of identification which includes at minimum the Contractor’s company name and individual worker’s name.

Identification may be displayed as company names on hat, hardhats, and apparel or company generated ID badges. Contractor shall assure sub-contractors and their personnel comply with this requirement.

(Refer to Section H, Contract Access to Air Force Installations.)

1.1.2. All contractor personnel must acquire and wear security badges when working on runways and aprons at Randolph AFB.

1.2. OBTAINING AND RETRIEVING IDENTIFICATION MEDIA

As prescribed by the AFFARS 5352.242-9000, Contractor access to Air Force installations, the contractor shall comply with the following requirements:

1.2.1. The contractor shall obtain base identification and vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.

1.2.2. No later than three days prior to work commencing, the contractor shall submit a written request on company letterhead (or e-mail correspondence) to the 902 CES Project Manager (with copy to Contract Administrator), with the following required information: project title, project number, location of work site, , work schedule, and names of contractor employees needing access to the base, including full legal name, date of birth, state issued I.D. Card/Drivers License #, name of sub-contractor if not employed directly by contractor, and length of time required for pass (Government will provide template to be used in submitting visitor pass request). The contractor’s request for visitor passes must be submitted to the Project Manager at least three working days prior to date pass is to be issued. Contractors arrive at Bldg #1032, Visitor Reception Center and will present government (state or federal) issued ID before being issued a pass to enter the installation. At the time of issuance, a Wants and Warrants check is conducted for every contractor. Any personnel with active warrants will be detained and the San Antonio Police Department will be contacted. Personnel employed by the contractor must get a pass for their privately owned vehicles with proof of following:

a. Liability Insurance

b. Current License Plates

c. Current State Inspection Sticker (If Required)

d. Valid State Driver License

1.2.3. Upon completion or termination of the contract or expiration of the identification passes, contractors shall ensure that all base identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces so that employee does not have base access. If the pass is not retrieved then SF will need to be notified so base access is not allowed. Upon completion of the contract return all issued installation access passes to the issuing authority.

1.2.4. Failure to comply with these requirements may result in withholding of final payment.

1.3. PASS AND IDENTIFICATION ITEMS

1.3.1. The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles:

a. Installation Access Pass (IAP) (DBIDS), Visitor/Vehicle Pass (AFI 31-204).

b. Joint Base San Antonio (JBSA) Access Pass- US Government Contractor (Non-CAC) Card (DBIDS), Civilian Identification Card (AETCI 36-3001).

c. DoD Common Access Card (CAC), (AFI 36-3026), used for contracts for more than one year and requirement exists for access to the government computer systems and software. CAC applications are accomplished by Trusted Agents via the Contractor Verification System (CVS).

1.4. SUITABILITY INVESTIGATING

Contractor personnel shall successfully complete, as a minimum, a National Agency Check with Inquiries (NACI), before operating government furnished workstations that have access to Air Force e-mail systems. The contractor shall comply with the DoD 5200.2-R, Personnel Security Program, AFI AFI33-100, User Responsibilities and Guidance for Information Systems, and AFI 33-200, Information Assurance (IA) Management, requirements. NACI investigations requests are initiated using the Standard Form (SF) 85P and are submitted to the installation Information Protection Office through the Unit Security Manager. NACI investigations are different from the wants and warrants checks, and are provided by the government at no additional cost to the contractor.

1.5. ESCORTS

All contractor personnel must be escorted at all times in a controlled/restricted area by an escort furnished by the Government. Work requiring escorts shall be scheduled U15 calendar daysU UpriorU to starting work unless the Contracting Officer waives this requirement.

1.6. UNESCORTED ENTRY TO RESTRICTED AREAS

When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, Personnel Security Program Management, as applicable. Contractor personnel shall be the subject of a favorably completed NACI investigation to qualify for unescorted entry to a restricted area. In addition, the Air Force shall submit NACI investigations for contractor employees at no additional cost to the contractor.

1.7. LISTING OF EMPLOYEES

The contractor shall maintain a current listing of employees. The list shall include employee's name, and date of investigation if service work involves unescorted entry to Air Force restricted or other sensitive areas designated by the installation commander. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer prior to the contract start date. Updated listings shall be provided when an employee's status or information changes.

1.8. FREEDOM OF INFORMATION ACT PROGRAM (FOIA)

The contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 33-363, Management of Records, or other directives authorized in AFI 33- 322, Records Management Program.

1.9. REPORTING REQUIREMENTS

The contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.

1.10. PERSONNEL SECURITY

Contractor personnel requiring unescorted entry to controlled or restricted areas designated by the installation commander shall comply with base access requirements. These requirements are contained in AFI 31-101, for installation access and AFI 31-501, for suitability determinations.

1.11. ADDITIONAL SECURITY REQUIRMENTS

In accordance with DoD 5200.1-R and AFI 31-401, the contractor shall comply with AFI33-100, User Responsibilities and Guidance for Information Systems ; AFI 33-200, Information Assurance (IA) Management; applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC). The contractor will comply with DoD Standard 22/Force Protection Condition Measures, DoD Standard 25/Level I-AT Awareness Training, and associated tasking contained in AFI 10-245, Antiterrorism (AT) standards. Level I AT Awareness training is available for contractor personnel and can be requested by calling 652-1357/1905 or by visiting Bldg 863, Rm 129.

1.12. PHYSICAL SECURITY

Areas controlled by contractor employees shall comply with base Operations Plans/instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

During increased FPCONs, contractors may have limited access to the installation and should expect entrance delays.

1.13. ENTRY PROCEDURES TO CONTROLLED/RESTRICTED AREAS

The contractor shall comply and implement local base procedures for entry to Air Force controlled and restricted areas.

1.14. KEY CONTROL

The contractor shall establish and implement key control procedures in the Quality Control Plan to ensure keys issued to the contractor by the government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the government.

1.15. LOST KEYS

Lost keys shall be reported immediately to the contracting officer. The government replaces lost keys or performs re-keying. The total cost of lost keys, re-keying or lock replacement shall be deducted from the monthly payment due the contractor.

1.16. GOVERNMENT AUTHORIZATION

The contractor shall ensure its employees do not allow government issued keys to be used by personnel other than current authorized contractor employees. Contractor employees shall not use keys to open work areas for personnel other than contractor employees engaged in performance of their duties, unless authorized by the government functional area chief.

1.17. LOCK COMBINATIONS

The contractor shall establish procedures in local OIs ensuring lock combinations are not revealed to unauthorized persons and ensure the procedures are implemented.

1.18. TRAFFIC LAWS

The contractor and their employees shall comply with base traffic regulations.

DIVISION 01 – GENERAL REQUIREMENTS

SECTION 01 00 00

GENERAL REQUIREMENTS

1. GENERAL:

1.1. PERFORMANCE OF WORK

Furnish all materials, labor, plant, tools, equipment and supervision necessary to perform work in accordance with statement of work, project drawings, project specifications, and all other applicable contract documents.

1.2. APPLICABLE DOCUMENTS

The Contractor shall identify and comply with all applicable federal, state, and local statutes; DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including but not limited to the most recent version of; International Building Code (IBC); Unified Facility Criteria (UFC); Uniform Plumbing Code (UPC); Uniform Mechanical Code (UMC) National Fire Protection Association (NFPA); National Electrical Code (NEC); American Concrete Institute building code (ACI 318); AISC Steel Construction Manual; Adoption of Architectural Barriers Act (ABA) Guidelines for Accessibility; Specifications included with this solicitation; and including all changes and amendments in effect on the date of issuance of this DO. It is the Contractor’s responsibility to identify and comply with all applicable requirements. In addition, the Contractor shall refer to the latest version of The USAF Project Manager’s Guide to Design and Construction (located on the AFCEE website).

1.3. GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND PROPERTY

(GFI, GFE, GFM, GFP)

The Government will provide information in the form of available plans, reports, maps, drawings, and designs as necessary to facilitate accomplishment of the work required in the contract Statement of Work. However, these GFIs show conditions as they existed at the completion of the most recent As-builts. The Contractor shall verify (by field investigation) information shown on the GFI’s (which is relevant to the project) for accuracy to ensure a quality project. Government Furnished Materials (GFM) will not be furnished to the contractor as a general rule except for equipment specified elsewhere in this solicitation. However, the government reserves the right to provide GFM and/or Government Furnished Equipment (GFE) to be used on this project. In such cases these materials shall be receipted by the contractor and excluded from the price of the contract. The Government shall transport all Government furnished equipment/materials described on the contract. The contractor shall follow the instructions of the Contracting Officer's representative regarding the disposition of all government furnished property not consumed in performance of a contract.

1.4. DUTY HOURS

1.4.1. Normal Working Hours

Normal Working Hours are from 0700 to 1600, Monday through Friday, excluding holidays. The lunch period for contractors requiring escorts is from 1130 to 1230. Access to work sites will be restricted to these hours and days unless approved otherwise by the Contracting Officer.

1.4.2. Outside Normal Working Hours

Contractors may request to work outside of Normal Working Hours. Requests shall be submitted to the Contracting Officer, in writing, at least seven (7) working days prior to each period of work scheduled outside Normal Working Hours. Approval to work outside Normal Working Hours is at the Contracting Officer's discretion. Disapproval of a request to work outside of Normal Working Hours cannot be used by contractor as grounds for an alleged government delay.

1.4.3. Government Holidays

New Year's Day, January 1 Martin Luther King, Jr's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, July 4 Labor Day, 1st Monday in September Columbus Day, 2nd Monday in October Veteran's Day, November 11 Thanksgiving Day, 4th Thursday in November Christmas Day, December 25

Holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday. Contractor will not work on a government holiday without approval of the Contracting Officer.

1.5. EMPLOYEES

1.5.1. Registration and Licensure

All work performed for or on the DOD Installations that requires a state or local license or registration for that trade in nearby cities or areas, shall be required on all Randolph Air Force Base (AFB), Lackland AFB, Fort Sam Houston, Seguin Auxiliary Field and any other Department of Defense (DoD) facilities in the greater San Antonio Area projects. The work shall be accomplished by or under the direct supervision or direction of said licensed or registered individual. Contractor shall be responsible for obtaining all required licensure and permits at no additional cost to the government.

1.5.2. Superintendent

During all demolition or construction activities, contractor shall ensure all work is performed under the direct supervision of a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the contractor. If an assigned superintendent is deemed unsatisfactory due to experience or competency by the Contracting Officer, the contractor shall replace said individual within three (3) business days at no additional cost to the government.

1.5.3. Illegal Drugs and Personal Weapons

Illegal drugs and personal weapons are prohibited at any time on any DOD Installation. If illegal drugs and/or personal weapons are found in employees possession on DOD Installation, that individual will be reported to Security Forces, their access pass will be revoked, and they will be escorted off of the installation.

State issued concealed weapons permits do not apply on Federal installations.

1.6. BASE ENTRANCE AND DRIVING POLICIES

1.6.1. Commercial Vehicles

a. All vehicles with more than two (2) axles or vehicles with company logo must enter and depart the base through South Gate. South Gate can be accessed via Lower Seguin Road. South Gate is open Monday through Friday from 0600 to 0830 for inbound traffic only. After 0830 South Gate is open to both inbound and outbound traffic until 1800. The South Gate can be accessed on Saturdays from 0800 to 1200. Special arrangements for access through the south gate shall be coordinated with the project manager or project inspector.

b. Contractor shall anticipate one (1) to two (2) hour delays for trucks at South Gate due to vehicle inspection requirements.

1.6.2. Contractor Privately Owned Vehicles (POVs)

a. Contractor POVs with no more than two (2) axels may access the installation from any gate that is open and/or convenient.

b. Main Gate is open to inbound and outbound traffic 24-hours a day, seven days a week, except for temporary security event closures.

c. East Gate is open Monday through Friday from 0600 to 0830 inbound only and from 1530 to 1800 outbound only.

d. West Gate is open to inbound and outbound traffic Monday through Friday from 0600 to 1800. West Gate is open to inbound and outbound traffic on weekends and holidays from 0900 to 1800.

e. Any POVs deemed unsafe by Security Forces or with expired stickers and/or paperwork will not be granted access to the installation.

1.6.3. Random Base Entry/Exit Check Points

The Installation Commander authorizes random base entry and exit point checks. Refusal to submit to these checks can result in loss of base driving privileges and debarment from the installation.

1.6.4. Driving on Randolph AFB and any other Department of Defense (DoD) facilities in the greater San

Antonio Area

a. Contractor and sub-contractor employees will comply with the base traffic code (RAFBI Sup 1, 31- 204). Speed limit on Randolph AFB is 25 mph unless otherwise posted. Speed limit in all housing areas is 15 mph. Speed limit in all service drives and parking lots is 5 mph.

b. Electronic detection devices are used for measuring speed on DOD Installations. Contractors and their employees are cautioned to obey all speed laws, parking regulations and traffic control devices.

Failure to do so can result in loss of driving privileges and debarment.

c. POVs are prohibited from driving on the Airfield, taxiways and aircraft parking areas, except when specific permission has been granted by Airfield Management.

d. All personnel operating or riding in a privately owned, government or contractor vehicles are required to wear seat belts on DOD Installations. Employees will not ride upon any part of a vehicle not intended for carrying a passenger nor will they ride in or upon truck or trailer beds.

e. Use of cell phones while driving on base is prohibited, unless the device is hands free.

f. If you are involved in a traffic accident on Randolph AFB (or other DOD installations), contact

Security Forces at (210) 652-5700 (or the respective installation Security Forces). Inform Security Forces if an ambulance is needed and they will dispatch one. In minor accidents, if the vehicles create a traffic hazard, they may be moved off the roadway away from the flow of oncoming traffic.

1.7. SALVAGE MATERIAL AND EQUIPMENT

Items indicated in the contract to be salvaged shall remain the property of the Government. The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located on base. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

1.8. UNAUTHORIZED RECONNAISSANCE

The Contractor shall inform all personnel working under his/her jurisdiction (including subcontractor and visiting supplier personnel) that access to areas outside of the immediate work area (excluding on base eating establishments, direct haul and access routes, Contracting and Civil Engineering offices, and points of supply and storage) is prohibited. Circulation of said personnel shall be limited to official business only. Persons engaged in unauthorized reconnaissance of other Contractor's or Government activity shall be referred to the Contracting Officer for disposition. Infractions involving possible compromise of national security will be turned over to the Office of Special Investigation (OSI) for disposition.

1.9. PRECONSTRUCTION REQUIREMENTS

1.9.1. Submit requests to Work Non-Duty Hours

1.9.2. Welding/Burn Permits

Obtain a welding permit issued by Randolph AFB (or other DOD installations) Fire Department, 902 CES/CEF (or the respective installations Fire Dept), Bldg. 700, (210) 652-6915, before welding or using a torch/flame during demolition or construction on base. Follow all fire and safety regulations.

1.9.3. Welders Certification

Before assigning any welder, welding operator, or tacker to work under this contract, submit the names of the welders, welding operators, and tackers to be employed, and certification that each individual is qualified. The certification must state the type of welding and positions for which the welder, welding operator, or tacker is qualified, the code and procedure under which the individual is qualified, the date qualified, and the name of the firm and person certifying the qualification tests.

1.9.4. Utility Outage Request

Coordinate all utility outages through the Contracting Officer or his representative. Included are electric power, water, chilled water, heating water, natural gas, telephone, fiber, and sewer services.

The contractor shall submit a 40TUtility Outage Request40T 10 working days in advance of the anticipated work. The Contracting Office will grant written approval for the outage. Coordinate all work to ensure that the outage will be of minimum duration. If the Government cancels an approved scheduled utility outage, the Contractor will reschedule another outage at least 24 hours in advance and will not claim for equitable adjustment or increased costs of performance as a result of any unforeseen cancellation. Once a utility outage is arranged and work starts, continue working until the utility is restored.

1.9.5. Crane and Lift Clearance Permit

Permits and coordination for use of construction cranes and construction lifts with booms capable of extending greater than 25 feet above grade shall be obtained by the Contractor from the project manager or project inspector. Crane/lift permits shall be requested 15 working days prior to planned use. For cranes or other equipment that will extend above 65 feet anywhere on Base, or 25 feet or more in height employed within the area extending from 5th Street East or West onto the Airfield, waivers are required and must be applied for a minimum of 55 days in advance.

1.9.6. Road Closure Permit

Blocking or restricting normal traffic flow on any roadway is not authorized without an approved road closure. Street closures must be coordinated through Project Manager a minimum of 15 working days in advance so information can be published in the Wingspread (base weekly newspaper) prior to the event. During construction, the Contractor shall provide access and temporary relocated roads as necessary to maintain traffic. The contractor shall provide traffic control (i.e. flaggers) as necessary to maintain a safe traffic flow. The Contractor shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. .

The traveling public shall be protected from damage to person and property. The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads. The Contractor shall be responsible for the repair of any damage to roads caused by construction operations. All barricades must be supplied by the contractor and will be removed as soon as possible.

1.9.7. Inventory of Installed Property

Submit a list of new equipment or units of equipment that require gas, water, or electrical utilities connections. (Examples: AHUs, fans, A/C, compressors, condensers, chillers, boilers, furnaces, heat exchangers, pumps, cooling towers, tanks, fire hydrants, sinks, water closets, urinals, lavatories, shower stalls, & other large plumbing fixtures, lighting fixtures, electric heating equipment, motors, and other electrical equipment.) Use Table 1, attached to the end of this section, and make entries as equipment installed or removed. This list, as a minimum, shall contain information in Table 1. Submit completed list to the Contracting Officer's Representative (COR) at least 2 weeks before pre-final inspection. Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.

1.10. PROTECTION OF CONTRACTOR PROPERTY

Security Forces patrols will periodically check Contractor equipment. This service is a courtesy, but the government is not responsible for lost or stolen property. Contractor shall secure all property during lunch and at close of work daily. No private security guards will be permitted. Report thefts or vandalism to the Desk Sergeant at (210) 652-5700.

1.11. EXERCISES

1.11.1. DOD Installations conduct regular exercises to ensure readiness in the event there is a terrorist attack or natural disaster. Exercises may last up to four (4) hours at a time. Contractor shall be prepared to participate in exercises if required. Participation may include stopping work, denied access to the base, moving vehicles away from buildings or participating in stringent identification and/or vehicle inspection. Contractor shall participate as required at no additional cost to the government.

1.11.2. Contract work that is time-sensitive (e.g. pouring concrete) shall not be affected by exercises. In the event there is a conflict, contractor shall contact the Contracting Officer or Project Manager immediately to resolve the issue.

1.12. INSPECTION AND ACCEPTANCE

1.12.1. Inspection and final acceptance will be made as the contractor completes all work covered by the contract, each delivery order, and all work associated with a complete entity within a contract. The contractor shall request pre-final and final inspections 48 hours in advance in writing through the

Contracting Officer. Inspections shall be staggered such that two inspections will not occur at the same time.

1.12.2. Incomplete work will not be accepted for final inspection. The Contracting Officer or the Contracting Officer's representative reserves the right to cancel an inspection for an unreasonable number of deficiencies or if a major entity of work remains incomplete. Request rescheduled inspections 48 hours in advance.

1.12.3. After completion of all pre-final/final inspections, a list of the noted deficiencies will be provided to the contractor.

1.13. WATER CONSERVATION

Conserve water to the greatest extent possible. If Randolph AFB or other DOD Installations within the San Antonio area implement water usage restrictions, the contractor is required to comply with these restrictions, at no additional cost to the Government. In the event the contractor cannot comply with water usage restrictions and still meet other contract requirements (particularly when installing sod or hydromulch), then he can request permission from the Contracting Officer for relief from the restrictions by submitting a 40TRequest for Waiver of Water Restrictions40T. The Contracting Officer will consider such cases on an individual basis and grant waivers only in extreme cases. Submit detailed requests with appropriate manufacturer's/supplier's data to show unavoidable noncompliance with the water usage restrictions. In the event a restriction is conditionally waived, use only the minimum amount of water necessary to comply with contract requirements.

1.14. QUALITY CONTROL

1.14.1. The contractor shall be required to institute a comprehensive Quality Control Program in order to insure that all materials and workmanship are in strict accordance with the provisions of the specifications, codes, and drawings.

1.14.2. The Contractor shall maintain adequate Quality Control capabilities regardless of the volume of workload. The Contractor shall provide a Quality Control Plan (QCP) that describes the Contractor’s quality control program(s)/process (es). This plan should be broad enough to address all aspects of quality control, including responsibility for surveillance of work by subcontractors and in-house quality control inspectors.

1.14.3. The plan shall detail the process for acceptance, rejection, documentation and resolution of deficiencies for work performed (by in-house work force or subcontractors), trend analysis, corrective action to identify poor performance (by any work staff), and the plan to interface with Government inspectors.

This plan shall become a compliance document upon contract award. This plan shall include the amount of work to be inspected by the contractor and the frequency of inspections, with a minimum of Uonce per day perU job. This plan shall remain in effect for the life of the contract. The government reserves the right to request any necessary changes to the QCP during the life of the contract.

1.14.4. The contractor bears full responsibility for quality control in all aspects of projects, from design through project completion.

1.14.5. UWithin 15 days after of contract awardU, and prior to commencement of work on the first delivery order issued, the contractor shall submit a Contract Quality Control Plan (QCP) acceptable to the government. This QCP shall address all phases of the Contractor’s design and construction process to ensure all components of work meet required standards. A special QCP may be required for certain delivery orders at the discretion of the government.

1.14.6. The QCP specifically and exclusively relates to the acceptable completion of work and subsequent government inspections and approvals. It is the Contractor’s responsibility to provide, inspect, and document the level of quality that has been established by the minimum standards of the SOW.

1.14.7. Quality Control Manager (QCM): The QCM shall direct the execution of the Contractor’s QCP with responsibility for administration of the plan and inspection of work. The QCM, or an alternate QCM, as pre-identified by the contractor’s Project Manager, shall be available during normal duty hours within U30 minutesU after notification to meet with the Contracting Officer (CO) at a location selected by the CO.

1.14.8. Progress meetings shall be conducted at least once every two (2) weeks and shall be attended by representatives from the Contracting Office, the Base Civil Engineering Office, and the Contractor.

The Contracting Officer will electronically distribute the weekly meeting minutes to the Contractor and the Contractor shall be acknowledged with one (1) work day of receipt on items the contractor may disagree on. The disagreed on items from the weekly meeting minutes shall be responded in writing to the Contracting Officer listing the basis for disagreement.

2. SAFETY

2.1. General Requirements

2.1.1. Contractor and their employees shall provide a safe and healthful workplace for employees while performing contract work. Contractor accidents involving injury to Air Force personnel or damage to government property shall be reported to the Project Manager, Contracting Officer, the 502 ABW Ground Safety Office at (210) 652-1842, and any provision outlined in the Federal Acquisition Regulation (FAR) Clause 52.236-13, Accident Reporting.

2.1.2. Contractor shall at all times during the life term of this contract, maintain, keep current, and make available upon request by the Contracting Officer, a Material Safety Data Sheet (MSDS) that list all items currently being stored by the Contractor or his/her sub-contractor on this installation, that includes but not necessary limited to any Ozone Depleting Chemicals, any items that are listed as being a Hazard under SECTIONS 013535, 014100, and 028000, any paint, and/or chemicals of any nature.

2.1.3. Contractor and their employees are subject to no-notice inspections by the Occupational Safety and

Health Act (OSHA) Programs and Department of Labor inspectors. Contractor and their employees shall comply with applicable guidance set forth by law. These include but are not limited to:

STANDARD SUBJECT

2.2. Site Control

Contractor shall provide positive control of all construction sites. Contractor shall ensure all individuals entering construction site are wearing appropriate Personal Protective Equipment (PPE).

Contractor shall direct any individuals accessing construction site without PPE to leave site immediately. Contractor shall report names of any individuals refusing to leave site to Contracting Officer and the Project Manager.

2.3. Explosive Hand Tools

If explosive operated hand tools are used, notify 502 ABW Ground Safety Office at (210) 652-1842.

Explosive cartridges shall be stored in metal containers and shall be limited to a one (1) day supply.

Contractor shall provide adequate controls to prevent loss and/or theft of cartridges used and stored on the installation.

2.4. Fire Prevention

Comply with fire prevention practices as set forth by the National Fire Protection Association (NFPA) and other recognized fire prevention agencies. Welding/Burn Permits and Welders Certifications are required whenever the use of a torch or flame for welding or cutting is required.

2.5. Severe Weather

In the event of severe weather, the Contracting Officer will direct contractor to secure all materials and equipment. Contractor shall secure his materials and equipment to protect government property from damage as directed by Contracting Officer. If contractor fails or refuses to secure materials and equipment as directed, Air Force personnel will accomplish the work at contractor’s expense and contractor shall be responsible for all time and material costs. Contractor shall check all job sites and storage areas within two (2) hours of a severe weather event to ensure debris is removed, fences and barricades are stood up and repaired, and sites are safe and secure.

2.6. RADIOACTIVE MATERIALS

2.6.1. Use of radioisotopes or radiation producing equipment (density gauges, NDE weld testing, etc.) must be approved by the installation commander's representative, the Base Radiation Safety Officer (RSO), 359 MDG/SGPD, Bioenvironmental Engineering Office, at Randolph AFB, Phone: (210) 652-3256, at least 30 days before scheduled use of any radioactive material. The contractor is responsible to coordinate proper procedures of the other DOD Installations through the designated POC at time of award when executing delivery orders at other Installations. Send a written request to 359 MDG/SGPD at least 40 days before bringing the radioactive material on base. The Statement of Work must require use of radioactive materials. The written request must include at a minimum:

a. A brief description of the proposed activity.

b. A copy of the NRC or agreement state use of radioactive materials. The license must be current as shown by the expiration date or include a deemed timely filed notice from the issuing agency and either specifically list the base or grant approval for work at temporary job sites in the United States where the NRC or agreement state has jurisdiction. Agreement state licensees using NRC regulated materials must supply a copy of the NRC Form 241 approved by the base's NRC Region according to 10 CRF 150.20. (Note: State licensees may not work on Air Force installations where exclusive federal jurisdiction exists for more than 180 calendar days per calendar year without first getting a NRC license. If a NRC or agreement state license is not available, Air Force licensing through AFMOA must be applied for and approved before using radioactive materials.

c. The name, local address and telephone number for the responsible local representative and the name, address and telephone number of the RSO named on their license.

d. A copy of that part of the Air Force contract describing work to be done at the base and the inclusive dates of work.

e. An acknowledgment that the base's RSO can make periodic checks to ensure that contractor personnel follow radiation safety practices to prevent exposures to Air Force personnel and avoid contamination of Government property. In addition, the base's RSO must have authority to suspend contractor operations believed to be unsafe. In the event work the RSO suspends the work, the contractor shall notify the Contracting Officer immediately.

3. SITE SPECIFIC REQUIREMENT

3.1. PROJECT SCOPE

All work shall be in conformance with the Government Statement of Work (SOW), specifications and sketches/drawings including the furnishing of all materials, labor, plant, tools, transportation, equipment, services (including engineering/technical design support) and incidentals necessary thereto.

3.2. JOB SITE VERIFICATION

3.2.1. The contractor shall visit the job site to verify location, conditions and dimensions UpriorU to starting work. The government agrees to provide access to all available and relevant drawings the Contractor may need to develop a delivery order cost proposal. This solicitation provides one (1) copy of record drawing that is relevant to the work required. The integrity of these drawings is not guaranteed and the contractor must field verify all items on the drawings UpriorU to preparing their cost proposal.

3.2.2. The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions, conditions, and locations shall be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the contract, at the price awarded by the Government. The Government does not guarantee the accuracy or adequacy of existing government drawings (as-builts drawings, facility, utility, etc.). It is the Contractor's responsibility to verify all as-built conditions UpriorU to submission of a cost proposal and/or issuance of each delivery order. Failure to do so shall not relieve the Contractor of responsibility for his design, and shall not constitute a basis for reimbursement for cost increases resulting from inaccuracies of government provided drawings. Note: Any differing site conditions (FAR 36.502), based on reasonable inspection as prescribed in FAR 36.503 and as determined by the contracting officer will be addressed individually and any warranted modifications issued accordingly.

3.3. RECORDING AND PRESERVING HISTORICAL AND ARCHEOLOGICAL FINDS

All items having any apparent historical or archeological interest that are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall leave the archeological find undisturbed and shall immediately report the find to the Contracting Officer so that the proper authorities may be notified.

3.4. UNAVAILABLE TOILET FACILITIES

Government toilet facilities shall not be used at the work site. Portable toilet facilities shall be acquired and maintained as directed by the Contracting Officer. This item shall be included as a separate line item for each appropriate delivery order.

3.5. COORDINATION WITH GOVERNMENT ACTIVITIES

3.5.1. The Contractor shall adhere to the requirements of each individual Using Activity or organization.

Any infringement on the normal working conditions (i.e. working on Airfield) shall be coordinated with the user at least U24 hoursU in advance.

3.5.2. If it becomes necessary to interrupt the using agency's work activities in buildings and/or areas for construction purposes, permission to do so must be requested in writing to the Contracting Officer Ufive

(5) working daysU in advance. Written requests for street closings shall be submitted to the Contracting

Officer for approvalU fourteen (14) working daysU UpriorU to closing of the street. The Contracting Officer shall coordinate requests through the Project Manager.

3.6. GOVERNMENT LIABILITY

The government will not be liable for any loss or damage to the contractor’s property, including stock or for expense incidental to such loss or damage.

3.7. REMOVAL AND REPLACEMENT RESPONSIBILITY

The contractor shall be responsible for the replacement or repair of all existing finished surfaces, utilities, equipment, landscapes, grounds, and structures or parts thereof that the contractor has damaged, removed, or cut into in order to perform work specified. (Reference Section I, FAR 52.236- 9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements)

3.8. INSPECTIONS

Interim Inspections/Tests: The contractor shall notify the Contracting Officer and the Project Manager a minimum of least 1 working day (not less than 24 Hours) in advance via electronic message thru the Contracting Officer. Interim inspections shall include be not limited to the following:

framing; concrete, paving, plumbing, above ceiling, electrical, re-enforced steel, HVAC, air balance, etc. Per FAR 52.246-2, the Contracting Officer may charge the Contractor for any additional cost of inspection or test when prior rejection makes re-inspection or retest necessary. This cost shall include the man-hours of Government personnel present to re-inspect.

3.9. PRE-FINAL INSPECTION

The Contractor shall conduct a pre-final walk through inspection and publish the pre-final inspection findings in a pre-final inspection report. Commissioning needs to be completed prior to the pre-final inspection taking place.

3.10. FINAL INSPECTION

The Contractor shall conduct a final inspection and publish the findings in a final inspection report in accordance with the format specified at the pre-construction conference and the RFP. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. The final inspection report shall: (1) certify that all items of the design have been implemented and that the construction is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance.

3.11. DELIVERY AND WARRANTY

The Contractor shall complete all inspection and commissioning requirements prior to pre- final inspection. The warranty shall be issued in accordance with FAR 52.246-21 (Warranty of Construction). Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted at the Government’s discretion. The Contractor is responsible for ensuring subcontractors fulfill warranty requirements on their work. All manufacturer warranties for equipment, roofing, etc installed under an individual delivery order shall be submitted to the Contracting Officer with an AF Form 3000 UpriorU to release of final payment. The contractor shall provide a list of all equipment furnished and installed under each task order. This list shall include, but not be limited to, each piece of equipment, which has a serial number. Each listing shall positively identify the piece of property by including all the following information: date installed/replaced, warranty/guarantee expiration date, item installed, type, model, serial number, style, voltage, cycles, horsepower, size, quantity, frame, item cost, item replacement cost, and location of item/equipment. The aforementioned list shall be furnished to the Contracting Officer as one (1) reproducible and three (3) copies at the contracting officer’s request any time during the contract.

3.12. ADPE AND SOFTWARE SUPPORT REQUIREMENTS

3.12.1. The Contractor shall review, develop and/or submit product data in accordance with applicable delivery Orders. Product data may define one or more configuration items, associated manufacturing processes and associated test procedures. Various types of product data, including engineering drawings, specifications, software configuration documentation, interface control documentation, quality assurance provisions, and/or commercial item descriptions, may be required. Product data may provide complete design disclosure such as form, fit and function requirements, performance specifications and a combination thereof.

3.12.2. When required, the Contractor shall apply computer-aided design (CAD), manufacturing (CAM) and engineering (CAE) methods/systems to support concurrent design integration with manufacturing and logistics considerations. All CAD, CAM and CAE systems shall be compatible with resident Government architectures, as specified by applicable Task Orders.\

3.12.3. The rights in any technical data and computer software to be delivered under any specific Task Order shall/will be negotiated prior to award of Task Order. Failure to negotiate such rights prior to award of Delivery Order shall constitute an agreement by the contractor that the ordered data shall be delivered with unlimited rights.

3.12.4. The Contractor shall manage the baseline configuration of the platforms, systems, subsystems and items acquired under this contract as required by applicable Delivery Orders. Such support includes;

collection, review, tracking and archiving of Configuration Control Documents, development of automated databases to track hierarchical components, maintenance of Product Data and support to Configuration Control Boards and changes to as-built drawings.

3.12.5. The Contractor shall include as-builts drawings as a Work Element on the Contract Progress Schedule, amounting to U5 percentU, or a higher negotiated percentage, commensurate with the magnitude of the project of the total delivery order value. The Contractor shall not be paid 100% of the delivery order amount until as-built drawings are submitted and approved by the Government

3.12.6. The contractor must demonstrate design capabilities of providing quality, cost effective design for multiple delivery orders simultaneously and within the time constraints stated in Section H, Provision titled, “Deliver Order Procedures”, which shall comply with government requirements and all applicable building codes and governing authorities. Unless otherwise determined by the Contracting Officer, the contractor will be given a detailed Statement of Work (SOW) UorU an initial concept design and Statement of Objectives (SOO). The contractor shall then be responsible for further development of the government’s concept design to a point where his designs/drawings clearly indicate the proposed method of accomplishing the work, as well as the description, size, and location of all proposed elements of the work. The contractor’s design must fully comply with the government’s design requirements as well as all applicable governing criteria, and Technical Specifications. The CO shall require a stamp from a professional engineer (P.E.), Registered Architect (R.A.), or Registered Licensed Surveyor (R.L.S.) on drawings. Depending on the scope/complexity of the Delivery Order requirements, this requirement maybe waived on a case-by-case basis. In general, stamps shall be required on all new construction and major renovation projects, as well as any smaller projects of a high technical degree, as determined by the Government. The contractor is expected to use recognized industry standard practice in determining his proposed design materials and methods, unless the government specifies otherwise. In each Delivery Order final construction package, the Contractor is expected to furnish, as applicable and required in the detailed Statement of Work, the following information as a MINIMUM:

a. All drawings and support data necessary to support estimate/proposal.

b. Site Plan

c. GPS Utility Maps

d. Demolition Plan

e. Floor Plan

f. Elevations. Sections, and Details

g. Foundation Plan

h. Electrical Plan (Including one line diagram(s))

i. Specifications

j. Schedules (Finishes, Windows, Doors, Hardware, Cabinets, etc)

k. Design Analysis

3.12.7. Drawing Standards: All final design drawings must be in accordance with 502 Civil Engineering Division Drafting Standards (latest version). In cases not addressed in these standards, recognized AEC standards and practices shall be used. All drawing sheet title blocks listed in the JBSA - Randolph Drafting Standards are available in *.DWG format upon request. Drawings shall be a standard “E” size, 42”x30”, heavy weight white bond paper. One electronic copy using latest version of AutoCAD (2004 or higher) must be submitted in addition to the hard copy drawings. If multiple sheets are in a file, the contractor must provide information on which layers are to be visible (e.g. On, Thawed) to create each sheet. If drawings are X-Referenced, files shall be bound prior to submittal (e.g. X-REF, BIND). Drawings shall be saved using AutoCAD (2004 or higher) defaults (e.g. ACAD.

MNU). Fonts to be used are standard AutoCAD fonts. All drawings shall be 100 percent (100%) purged and audited. Layering shall conform to AEC/AIA standards. Any other drawing information such as specifications, tables, charts, schedules, and graphs shall be supplied compatible Microsoft Office™ product software.
