1. UGENERAL REQUIREMENT:

1.1 Introduction:

The Contractor shall furnish all services, materials, supplies, equipment, investigations, studies, designs, supervision, and travel required to install one Trane Variable Frequency Drive (VFD) in the Chilled Water Plant B496 at Joint Base San Antonio - Randolph. This one Trane Variable Frequency Drive (VFD) will operate one chiller.

1.2 Background:

The Chilled Water Plant B496, with a capacity of 2,100 tons of cooling, is the installations largest chilled water plant. It supplies chilled water needs to the installations largest facility/customer, Air Force Personnel Center (AFPC), as well as several other facilities along 5th Street West. This plant will eventually become part of the base wide chilled water loop system that supplies cooling needs to 53 facilities. Currently, the Chilled Water Plant B496 is under-utilized, yet is vital in supplying cooling to the computer server floor located in AFPC E-Wing. Both chillers in B496 have Wye-Delta starters (meaning the starters are hard-start on/off only; the motor speed can only run at 100%, and not at lower RPM speeds).

With the existing Wye-Delta starters, chiller loading becomes an issue during colder/non-summer months; even with 10 facilities connected. In addition, a future Energy Conservation Investment Program (ECIP) project will bring a one-million gallon Thermal Energy Storage (TES) tank to the chilled water plant as part of the master plan for the installation’s chilled water loop. Variable Frequency Drives installed on water cooled centrifugal chillers provide efficient compressor motor speed control combinations to ensure the most efficient part load operation possible. By installing a Trane Variable Frequency Drive (VFD) to one of the two chillers in the Chilled Water Plant at B496 plant, and proper Energy Management Control Systems (EMCS) management, the plant will be more effective as well as efficient. During colder/non-summer months, the chiller can be operated as the lead chiller and adjust to load conditions. During summer months it can be operated as lag chiller to “chase” the load and for TES charging operations.

1.3 Asbestos Containing Material (ACM) & Lead-based Paint (LBP):

The Chilled Water Plant B496 was built in 2011. Since this is a new facility, the facility is assumed negative for both asbestos containing materials (ACM) and lead-based paint (LBP) containing materials. PLEASE NOTE: The JBSA-Randolph Toxics Manager has not sampled the facility for asbestos containing materials or lead based paint containing materials, so there are no test reports for the Chilled Water Plant B496 currently on file. If during Energy Management Services (EMS) the Contractor suspects any work area to contain Asbestos or Lead Based Paint, the Contractor shall contact the Government to test the material prior to the Contractor disturbing it.

1.4 Description of Services

1.4.1 Work schedules shall be coordinated with the building manager and approved by

502CES.

1.4.2 The manufacturer’s technical literature and brochures for the variable frequency drive shall be submitted to the Government for review and approval.

1.4.3 The Contractor shall remove any support equipment in preparation to install a new

Trane Variable Frequency Drive (VFD), in the Chilled Water Plant B496. All removed equipment during the project shall remain the property of the Government. The Contractor shall deliver the old equipment to the base recycling center or another area on base as directed by the Government. The Contractor shall note that the Chilled Water Plant at B496 shall remain in operation at all times during Energy Management Services (EMS). The Contractor shall present a course of action for the work on the chillers and receive approval of the plan by the Government before Energy Management Services (EMS) begins.

1.4.4 The Contractor shall replace the existing Wye-Delta starter on one (1) Trane 1,050 ton centrifugal chiller in the Chilled Water Plant B496 at JBSA-Randolph, with one (1) Trane Variable Frequency Drive (VFD), as shown in Appendix B, and installed per manufacturer’s recommendations. This will configure plant with one chiller equipped with Wye-Delta starter (which will serve as lead during peak summer months), and a VFD equipped lag chiller to match load requirements. During non-summer months, the VFD equipped chiller will serve as lead and ramp up and down to match load requirements. [NOTE: "Trane Commercial Systems" is the manufacturer of the existing Trane brand chiller at B496 and due to the proprietary nature of the hardware and software, Trane is the only manufacturer that can provide the variable frequency drive (VFD) that will properly control the Trane brand chiller.]

1.4.5 The Contractor shall Install Trane Variable Frequency Drive (VFD) as per manufacturer’s instructions including all required conduit, wiring, mounting pad, etc.

Enable and integrate EMCS controls to efficiently manage both chillers operation based on their load demand. The VFD equipped chiller will serve as the lead or the lag machine in plant operation in order to match load requirements per manufacturer's recommendations to enhance its energy efficiency.

1.4.6 The Contractor shall install the new Trane Variable Frequency Drive (VFD) and associated accessories so as to meet Federal, State and Local standards. The Contractor shall supply the necessary software to effectively use and manage the VFD. Contractor shall also provide the necessary software licenses to operate the software for the VFD.

1.4.7 The Contractor is responsible to apply for the City Public Service (CPS) custom rebate program on behalf of the Government, for the VFD and any other support equipment, to meet the CPS program efficiency specifications, at the following link:

1.4.8 The Contractor shall make sure the installed Variable Frequency Drive (VFD) and the associated software that operates the Variable Frequency Drive (VFD) are compatible with the existing chillers and chiller controls equipment.

1.4.9 The Contractor shall coordinate with the manufacturer of the existing chillers and chiller controls equipment, for possible software upgrades, before completing the project.

1.4.10 The Contractor shall install a chilled water filter pot and sight glass, for increased efficiency in the Chilled Water Plant B496 at JBSA-Randolph.

1.4.11 The Contractor shall make sure that the existing infrastructure (for example: all accessories, utilities, electrical, fire alarms, Energy Management Control Systems (EMCS), and any other items necessary for proper operation of the Variable Frequency Drive (VFD) and chillers) are connected to the system and functioning properly, before Energy Management Services (EMS) begins. If the existing infrastructure is not functioning properly before EMS begins, then the Contractor will report the discrepancy to the Contracting Officer’s Representative (COR).

1.4.12 The Contractor shall provide training for personnel responsible for the energy savings, operation, maintenance, and repair of the installed Variable Frequency Drive (VFD). The Contractor shall provide three (3) copies of all training materials (including operation manuals) to the Government upon completion of the training. The Contractor shall provide three (3) CD’s with all training materials.

1.4.13 The Contractor shall furnish sufficient technical, supervisory, and administrative personnel at all times to ensure performance of work in accordance with the scheduled Period of Performance (PoP). Professional level skills and management practices are required in the performance of this contract. Accordingly, the Contractor shall establish an effective quality control program to assure that the end product meets professional standards and complies with the contract requirements. The Government review is not intended as a quality control check. The Contractor is responsible for maintaining quality control standards.

1.4.14 The Contractor shall appoint a project superintendent to serve as the single point-of-contact and liaison between the Contractor and the Contracting Officer (CO) or the Contracting Officer’s Representative (COR) for all work under the contract. Upon receipt of the Notice-To-Proceed (NTP), the Contractor shall immediately furnish for approval, the name of the superintendent designated individual to the Contracting Officer, in writing. The project superintendent shall be responsible for the complete coordination of all work developed under the contract. All work shall be accomplished with adequate internal controls and review procedures which shall eliminate conflicts, errors, and omissions, and ensure the technical accuracy if all designs, drawings, and specifications.

1.4.15 The Contractor shall submit license and certification data showing having had successful warranted installation experience of the variable frequency drive (VFD) specified, and of being authorized by the VFD manufacturer to install the specified manufacturer’s materials.

1.4.16 The Contractor shall have a superintendent having experience installing the variable frequency drive (VFD) specified, who is familiar with the requirements of this project, and on the job at all times when the work is in progress.

1.4.17 The Government reserves the right to retain, at the Government’s expense, an independent inspection service to provide full-time inspection of the variable frequency drive installation. The inspector shall have free access to the work area.

1.4.18 The Contractor shall arrange for the manufacturer to provide inspection of the variable frequency drive (VFD) installation. Upon completion of the installation, an inspection shall be made by a Quality Assurance Specialist of the variable frequency drive (VFD) manufacturer. The inspection is to ascertain that the visible elements of the variable frequency drive (VFD) have been installed in accordance with the manufacturer’s published specifications and details. Should the installation of the VFD not be approved by the manufacturer’s technician, correcting the defective work shall be done by the contractor until the VFD satisfactorily meets all the specifications and manufacturer’s requirements. Corrective work will be done with no additional expense.

1.4.19 Energy Management Services (EMS) Damage: If the Contractor damages any

Government property during the execution of this SOW, the Contractor shall repair the damage to its original condition at no cost to the Government. Match existing building materials. Government and/or Government’s representative will be involved in the selection of matching materials.

1.4.20 Contractor shall make sure that all accessories, utilities, fire alarms, EMCS and any other items disturbed during Energy Management Services (EMS), are repaired and operating properly when project is complete. If the existing infrastructure is not functioning properly before EMS begins, then the Contractor will report the discrepancy to the Contracting Officer’s Representative (COR).

1.4.21 Defective Work: Should the installation of the variable frequency drive (VFD) not be approved by the manufacturer’s technician, correcting the defective work shall be done by the contractor until the variable frequency drive (VFD) satisfactorily meets all the specifications and manufacturer’s requirements. Corrective work will be done with no additional expense to the Government.

1.4.22 Repairs: Provide repair procedures to the Government and/or Government’s representative.

1.4.23 The contractor shall consider the potential of ceiling water line leaks when selecting the VFD location. The VFD shall be protected from potential ceiling water line leaks.

1.4.24 The contractor shall install a chilled water air handling unit, to handle the additional heat load generated by the new VFD itself. Fan coil shall utilize single zone VAV sequence of operation for efficiency and shall be provided with an ECM fan motor and a 2-inch MERV 8 filter. Installation shall include controls and tie into the existing mechanical room chilled water and condensate system. The Contractor shall provide a programmed AHU Bacnet controller with the AHU and will install wiring to control the AHU to JCI control panel. The software points for the AHU shall be the Temperature set point and the Enable control. The AHU shall only be enabled when the chiller and the VFD is enabled.

1.4.25 The contractor shall program the Cooling Tower Operation as follows:

• Whenever the chiller with the VFD is started, a CT cell shall be enabled.

• CT fans shall be sequenced to minimize the sum of the chiller and CT fan power consumption at all load conditions.

• Optimal CT airflow rate shall be determined by an algorithm which updates every

15 minutes using the following information:

a. Chiller part-load ratio (CPLR) - defined as current chiller capacity [tons] / design chiller capacity [tons].

b. Chiller and CT fan power consumption at design conditions [kW].

c. Average relative change in chiller power consumption for each degree change in CW supply temperature [kW/°F (kW/°C)]. Normal range is 0.01 to 0.03 kW/°F (0.02 to 0.05 kW/°C), depending on chiller design.

d. CT range [°F (°C)] and approach [°F (°C)] at design conditions.

1.4.26 The Condensing Water supply temperature must be adjusted to maintain the chiller differential refrigerant pressure (provided through the Bacnet interface) above 4 psi to prevent surge and other chiller problems at all load conditions. Logic will be provided so that all CT fans shall be commanded off whenever it becomes necessary to open the CT bypass valve.

1.4.27 The Contractor shall remove, relocate and reinstall the existing Variable Frequency

Drive, that controls the make-up water pump, that is currently mounted on the north wall of the B496 Chiller Plant. (The purpose of relocating this make-up water pump VFD, is to make room to install the chiller VFD.)

2. USUMMARY OF REQUIREMENT:

A. Site Survey. Contractor shall perform a site survey, and prepare and submit the required deliverables, and perform the procurement and installation of the materials for this facility. The Site Survey is to determine the current conditions which will impact the work described in the SOW. Stakeholder representatives to be involved in the site survey are Civil Engineering Squadron (CES), User, and/or equivalent Installation representatives. Contractor shall coordinate with all stakeholders, gather the necessary site data, analyze the facility, perform any required testing of existing equipment, and identify any unique building features, characteristics, or operational limitations that differ from the data and assumptions and will affect the recommendations. Prior to visiting the site, and to the greatest extent possible, Contractor shall identify any existing site data (such as as-built drawings) that will be needed. At least ten (10) calendar days prior to performing the survey, Contractor shall provide (via e-mail) to the 502CONS and the

Installation representative the names of all Contractor personnel who will be part of the site survey team and a list of data needed.

B. Meetings. Kick-off Meetings. Contractor shall attend onsite kick-off meetings with the

502CONS, 502CES and User representative to insure all requirements are met, all aspects of the work to be done are understood, and work can proceed without issue. A pre- Energy Management Services (EMS) meeting is required for the site survey and installation mobilization. The Contractor shall take meeting minutes and provide to the 502CONS via email within three (3) working days.

C. Security Clearances. The Contractor personnel performing work on this Installation, and preparing or requesting access to as-built drawings, shall have as a minimum a National Agency Check w/Local Checks and Credit (NACLC) investigation or have been properly vetted through the JBSA Security Forces Squadron (SFS) for execution of all applicable security background checks. The Contractor shall provide the 502CONS and Installation Representative with security clearance and/or other information necessary for entry to facilities for employees performing work at least ten (10) workdays prior to their reporting to the work site.

D. Progress Reports. Contractor shall provide monthly progress reports to the 502CONS, beginning with the installation mobilization. These progress reports shall be submitted via e-mail. Progress reports shall include Contract number, project description, work accomplished previous month, problems or unresolved issues that affect ability of the Contractor to perform documented in the remarks section of the form when the Contractor is behind schedule. Only the percentage of the project work completed shall be documented on the monthly progress report.

E. Safety. Contractors and their employees shall provide a safe and healthful workplace for employees while performing Contract work. Contractor accidents involving injury to Government personnel or damage to Government property shall be reported to the Contracting Officer, and the 502 ABW Ground Safety Office at (210) 652-1842.

Contractor and their employees are subject to no-notice inspections by the Occupational Safety and Health Act (OSHA) Programs and Department of Labor inspectors.

Contractor and their employees shall comply with applicable guidance set forth by law.

F. Information Assurance (IA) Requirements. Applicable IA requirements shall be identified by the facility manager during the site survey and vetted in the submittal review process. The Contractor shall comply with IA requirements as it applies to access of the building space and the proposed building lighting system.

G. Site/User Requirements.

1) Coordination of Work. The Contractor shall coordinate all work times with the Installation Representatives. All work shall be performed during normal work days and hours, Monday thru Friday 0700 – 1600, excluding Federal holidays and Headquarters (HQ) Air Education and Training Command (AETC) Family Days.

Projected HQ AETC Family Days are day after Thanksgiving, Christmas Eve day, and New Year’s Eve day. All family days are subject to change based on mission requirements. With exception to unscheduled maintenance or repairs, Contractors will not work on an HQ AETC Family Day without approval of the Contracting Officer.

2) Installation Exercises. JBSA conducts regular exercises to ensure readiness in the event there is a terrorist attack or natural disaster. Exercises may last up to four (4) hours at a time. Contractor shall be prepared to participate in exercises if required.

Participation may include stopping work, denied access to the base, moving vehicles away from buildings or participating in stringent identification and/or vehicle inspection. Contractor shall participate as required at no additional cost to the Government.

3) Protection of Government Property. The Contractor shall perform an inspection of the buildings and grounds with the Installation Representative prior to starting work.

The Contractor shall protect all items from damage during both demolition and Energy Management Services (EMS). The Contractor shall take precaution against damage to the building, grounds, and other furnishings. The Contractor and the Installation Representative shall perform a final inspection of the buildings and grounds after completing work. A corrective action plan shall be provided by the Contractor that details type, source and schedule of repairs, if required. A copy of the action plan shall be provided to the Installation Representative and the Contracting Officer within 24 hours of damage assessment.

The Contractor shall, at their expense, repair or replace any items, building components, or grounds damaged due to negligence and/or direct action by the Contractor or subcontractors using materials of the same quality, size, texture, and color to match adjacent existing work. All repairs beyond simple surface cleaning require approval by the Installation Representative before the Contractor performs any significant repair work. The Contractor shall insure that all repairs are performed by licensed or certified workers, as required, to maintain building codes and workmanship warranties.

The Contractor shall be responsible for security of the area in which work is being performed, during and up to completion and transfer to the Government. The Contractor shall maintain accountability and control of any keys provided, and shall return them to the installation representative upon completion of work.

4) Work Area Requirements. Contractor shall clean up all debris and discarded materials resulting from their operations at the end of each workday. The Contractor will be responsible for the removal and disposal of all trash and residual materials connected with packaging of items installed under this Contract. Government inspection and acceptance at the end of the project with the Installation Representative will not occur until all trash connected with this requirement is removed. The Contractor shall insure that recyclable cardboard products shall be properly recycled of in accordance with federal and Installation regulations. All

Packing materials shall be removed from the building(s)/site within 24 hours or upon completion of the installation, whichever is sooner.

H. Warranty.

1) The contractor shall warranty the variable frequency drive (VFD) with respect to workmanship and proper application for two (2) years from the date of acceptance by the manufacturer. Should any problems covered under the warranty occur during this period, corrective action will be taken by the contractor to repair the variable frequency drive (VFD) to the satisfaction of the Government and the Manufacturer. Corrective work will be done with no additional expense to the Government.

2) Inspection: The contractor’s Quality Assurance Technician, government project manager, Contracting Officer’s Representative (CORs) and the Contractor shall conduct all required inspections. Submit all required drawings, details, and completed questionnaires to the manufacturer before obtaining the specified warranty. After an authorized Quality Assurance Technician has inspected the variable frequency drive (VFD) for determining acceptability for warranty issuance, any deficiencies on the final inspection report shall be corrected by the contractor/applicator and made ready for inspection within five (5) working days.

3) Upon receipt of required materials, certifying inspection, and acceptance of the variable frequency drive (VFD) by the Government, the warranty shall be duly executed and issued to the Government. The Contractor shall respond to all warranty requests in accordance with the Contract. If a Maintenance and Service (M&S) agreement is awarded in conjunction with this work, the response times in the M&S Scope of Work shall take precedent.

4) Warranty Documentation. Upon final acceptance, Contractor shall provide a list of all equipment installed under this Contract. This list shall include vendor, model number, serial number, warranty start date, Contractor’s warranty expiration date, and equipment manufacturer’s warranty expiration date.

5) Warranty shall be issued by the original manufacturer of the variable frequency drive

(VFD).

6) No work shall be done on said variable frequency drive (VFD), unless the Contractor is notified first. The Contractor shall be given the opportunity to make the necessary recommendations with respect thereto, and require such recommendations are complied with. Failure to observe this condition shall render the warranty null and void. The Contractor shall be paid for time and material expended in making recommendations or repairs occasioned by the work of others on said variable frequency drive (VFD).

7) Corrective measures on the variable frequency drive (VFD) shall be undertaken within seventy-two (72) hours after notification has been received by the Contractor, manufacturer, or from the Government.

3. UNOTED CONTRACTOR REQUIREMENTS:

A. Prior to Contract Award:

1) Contractor shall attend a pre-bid site visit to verify measurements, quantities, and investigation of existing site conditions.

B. After Contract Award:

1) Job Specific Safety Plan: The Contractor shall submit a safety plan and job hazard analysis for the project to comply with OSHA standards prior to start of work.

2) Fire Safety Plan: Due before start of work.

3) Weekly Progress Reports: Due at end of each week.

4) Hard Copy Submittal Register: The Contractor shall provide submittals for the items listed in Sections 8 & 12.

5) Energy Management Services (EMS) Schedule: Due before start of work.

C. After Contract Award, Prior to Final Payment:

1) Operation and Maintenance Manuals and product specifications for the variable frequency drive (VFD).

2) Contractor shall provide Warranty Certificate for the variable frequency drive (VFD) that meet requirements of the CPS energy rebate program.

3) Contractor shall complete all required documentation and schedule all necessary site visits with CPS Energy to receive the maximum energy rebate. Contractor shall provide documentation from CPS indicating approved rebate to 502 CES representative.

D. Debris and Cleanup:

1) Upon completion of the workday the contractor shall leave the work area in a clean manner. All project generated debris and waste shall be removed from site to an appropriate location off base, on a daily basis.

4. UDESIGN-BUILD (D-B) REQUIREMENTS:

The contractor shall manage and perform D-B construction work as defined in this SOW.

The following are typical D-B construction SOW requirements: completion of working drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.

The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical accuracy and adequacy of the project design at every submission, and provide quality control of all phases of the contract. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. The Contractor is required to independently prepare and submit for Government Acceptance a complete Design.

As part of Design Review, the Contractor is responsible to respond with planned action to all design comments clearly confirming concurrence, conditional concurrence, or non-concurrence. Contractor shall incorporate all appropriate comments. Should comments require design changes that impact construction cost, the Contractor shall clearly demonstrate impact to overall construction at each design review stage.

The Contractor shall conduct a post-award design review workshop which shall include a multi-discipline review with users and Base representatives providing comments to refine/improve the proposed concept design consistent with the parameters of the RFP. The Contractor should exercise design build flexibility to achieve workshop objectives with no increased costs. The outcome of the workshop shall be captured in a Workshop Report consisting of minutes, marked-up drawings, and updated narrative.

The results/decisions of this workshop shall be incorporated into the next fully coordinated design deliverable which will be the 65% design submission. The Contractor is responsible for notifying the CO if due diligence to assess existing conditions, complete full clarification of requirements was limited by the Government or remains incomplete at this stage.

The 65% interim design submission shall include design for architecture, structural, interior design, civil, mechanical and electrical systems, Design Analyses, and list of required permits for the project; including requirements and process for obtaining each permit, and status of permit acquisition.

The 100% corrected final design submission shall incorporate changes and recommendations from the 65% design review. Once all comments are satisfactorily resolved, the Certified Final “For Construction” Design may be distributed. All final design submissions shall be signed and sealed by a Registered Professional Engineer.

The Contractor will ensure the schedule includes the 10 business days for Government review after the 65% design, and five (5) business days for the 100% design submission. The Contractor will be required to take design review meeting minutes and distribute the minutes in accordance with this contract.

The Contractor is required to prepare a Submittal Register identifying all construction submittals. A completed Submittal Register, accepted by the Contracting Officer, will be required prior to commencement of construction.

The Contractor may receive a Full Notice To Proceed (NTP) only when authorized in writing by the Contracting Officer. As part of the 65% and 100% design submission, the Contractor shall identify any requirements which can be accomplished. The Contractor will not be authorized to begin construction until the 100% final design submission has been approved.

The Contractor shall function as an integral team member on this Design Build project in support of the USAF mission, to include the sharing of information with other contractors involved or impacted by this project and cooperation with communities, and other government entities.

Requirements include efficient management of TOs including accurate, on-time submittals of contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically sound solution. JBSA will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with Federal, State, and local statutes and regulations.

5. UDELIVERABLESU (As described in the Scope above).

Deliverables shall be submitted and distributed as shown in the table below. Table shows major milestones and is not exclusive of all other submittals as necessary per Contract.

The schedule for delivery of documents to the Contracting Officer is in calendar days.

Calendar days for each requirement extends from the date of the Notice to Proceed (NTP) or approval of the previous milestone, except as otherwise noted.

6. USUBMITTALS

A. All submittals must be made to the Government for approval on the Submittal Register.

7. UPHASING REQUIREMENTS

The contractor shall coordinate area work phasing requirements with the 502d CES to provide the least impact to the daily use of the Chilled Water Utility Plant B496. The contractor shall install the variable frequency drive (VFD) and supporting equipment, after duty hours, in those areas designated by the 502d CES.

8. UCONTRACT MANAGEMENT:

The Contractor shall implement and maintain cost and schedule monitoring procedures adequate to provide performance reporting and timely identification and resolution of all problems that effect proper completion of this effort.

9. USCHEDULE and PERFORMANCE PERIOD:

Period of Performance. The Period of Performance will be stipulated in the Contract Line Item Number CLIN. Period of performance may be adjusted by Contracting Officer if it is justified by the Contractor prior to award. Performance period for this Contract is in calendar days from the Notice to Proceed (NTP).

Project Schedule. Contractor to provide a detailed Project Schedule within fourteen (14) calendar days of Contract award. As a minimum, the schedule shall include the submittal of all deliverables, the proposed mobilization, and Contract completion date. Contractor’s schedule shall reflect the following requirements:
