SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
SECTION M - EVALUATION FACTORS
A. Basis for Contract Award
This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal
Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal
Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement
(AFFARS), DoD Source Selection Procedures, Appendix A, and Air Force Mandatory Procedures 5315.3.
These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil. A contract may be awarded to the offeror who is deemed responsible in accordance with the FAR Subpart 9.1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors to represent the lowest price technically acceptable proposal.
While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
B. Number of Contracts to be Awarded
The Government intends to award one (1) contract in response to this solicitation.
C. Discussions
The Government intends to award without discussions; therefore, offerors should submit proposals that represent their best efforts. If, during the evaluation period, it is determined to be in the best interest of the
Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision
(FPR) will be considered in making the source selection decision. In the event discussions are to be conducted, a competitive range will be established IAW FAR 15.306(c)(2). The Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals (10 U.S.C. 2305(b)(4) and 41 U.S.C. 3703).

D. Solicitation Requirements, Terms and Conditions
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors shall clearly identify any exception to the solicitation terms and conditions and shall provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.
E. Evaluation Process
The evaluation process to be used is as follows:
Step 1: Review proposals and rank them by total price from lowest to highest.
Step 2: The Government intends to evaluate three (3) proposals. The Government will select the three (3) lowest priced proposals for technical evaluation. The Government reserves the right to evaluate additional proposals for technical acceptability if in the Government’s best interest. If additional proposals are evaluated for technical acceptability they will be selected in the order of ranked price.
The Government reserves the right to award without discussions. Only those offerors determined to be technically acceptable, either initially or as a result of discussions, will be considered for award.
M-2 EVALUATION FACTORS
A. Evaluation Factors
The following evaluation factors and sub-factors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors.

B. Factor # 1: Price
The Government will rank all proposals from lowest to highest based on price. The price shall be the total price proposed by the offeror in Section B. Price analysis will be done using one or more of the techniques defined in
FAR 15.404-1.
If more than three (3) proposals received, the Government will select the three (3) lowest priced proposals for technical evaluation. The Government reserves the right to evaluate additional proposals for technical acceptability if in the Government’s best interest. If additional proposals are evaluated for technical acceptability they will be selected in the order of ranked price.
C. Factor # 2: Technical Factor
For the purposes of technical evaluation, the term “offeror” will include any proposed teaming arrangements.
The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each factor. Any factor evaluated as
“Unacceptable” will render the entire proposal unacceptable and, therefore, may not be eligible for award. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
The proposals shall be evaluated against the following technical sub-factors:
Sub-factor # 1 - Detail Breakdown:
Standard: the offeror shall prepare a line item estimate detailing their individual cost elements, including but not limited to: materials, equipment, labor, overhead, profit, and bonds. The line item estimate shall be prepared and submitted in a format similar to RS Means (Construction Cost Estimate Breakdown) (see attachment 11).

Standard has been met: This requirement is met when the offeror submits a proposal as listed above (Sub-factor
# 1) (see attachment 11).
Sub-factor # 2 - Proposed Schedule:
Standard: The Offeror shall provide a proposed detailed schedule which measures monthly progress and project completion.
Standard has been met: This requirement is met when the offeror submits a schedule that captures all SOW requirements and execution timelines. The offeror shall demonstrate project completion showing all major elements of work to include percentage of each work element (i.e. a schedule using an AF Form 3064 which can be located on http://www.e-publishing.af.mil).
