This brings a total of 6 Directorates: 3 Directorates are headed by Colonels and 3 others are headed by civil service GS-14/15.

Expeditionary Engineering:
Combat Skills Training: Reinforcement of home station CST through development of comprehensive & realistic CST team approach to training that exercises CE units under structured, deployment-relevant conditions at Silver Flag.

Publications: Provide relevant updated guidance to support expeditionary engineer operations worldwide. This is an ongoing process that reviews and updates 36 publications every five years

| AFCESA’s Airfield Pavements Team provided critical airfield contingency support for Global War on Terrorism operations around the world, performing dozens structural airfield evaluations in Kuwait, Iraq, Romania, Germany, and Colombia. Teams were among first units in theater for Operation ENDURING FREEDOM; provided CENTCOM with timely, in-depth, critical evaluations of 60+ airfields to support air operations since 2000. |
| AFCESA Energy Team spearheaded Air Force effort as lead service for $6M DoD renewable energy program--met Congressional desire for DoD to prototype use of wind, solar and geothermal energy sources. Led US in purchase of renewable energy for 2004. |
| AFCESA Utility Rates Management Team saved the AF more than $50M annually through professional utility rate negotiations. |
‘One-Deep’ AF and DoD engineering technical experts:
AFCESA will further improve its role as the “go to” source for technical consultation on issues before they develop into expensive problems. Agency wide efforts are underway to improve delivery and accessibility of timely technical consultations with MAJCOM/installation customers. AFCESA provides high level trouble shooting to solve the difficult problems that elude solutions by others:
Pavements:
| Increase annual pavements inspections through improved efficiencies reducing turnaround time from inspection to published reports by 60 days |
| Teams deployed over 40% of year doing over 40 evaluations annually/1500 core samples. Executed over $3M in pavement condition surveys in 04 and $1.6M in ‘05 (contractor teams) |
UFCs:
Within the next five years review all Air Force and unified facility criteria (approx 500) to verify currency, revise those requiring updates and develop additional criteria where required.
Energy:
| Exceed the energy goals established by EO 13123 and the new energy bill (Signed Aug 05). |
| Keep the Air Force the nation’s leader in the purchase of renewable power while encouraging development of renewable sources |
Utility Rates Management Team:
| Expand Utility Management Team with 2 Engineers and 1 Lawyer to increase cost avoidance by an additional $10M/year and marry BTU savings with leveraging of long-term contracts at flat rates to save $$. |

AFCESA implemented COVER Train, AF-wide track civil engineering upgrade training and replaced the enlisted training record for all civil engineers. Adopted by AETC.
Automation. Fielding ACES moving legacy IWIMS (flat files) to modern Oracle relational database environment and completing major spiral development upgrades annually. Completed Real Property, Housing, Furnishings Mgmt, Fire Protection, Project Mgmt, Personnel and Readiness, and EOD. Also completed initial HAZMAT module in EESOH (Enterprise Environmental, Safety and Occupational Health) Mgmt Info System.

Installation Support What We Do: Manage and execute Operations and Maintenance Sustainment, Restoration and Modernization (S/R&M) projects on AF installations.

Recently installed two 1-megawatt generators for new PACAF Air Operations Center and helped convert Lajes to local utility power. |
| CEMIRT accomplished troubleshooting, technical assistance and complete system air balancing on buildings at a number of bases focusing on hospitals and PMEL facilities. |
Leveraging master technician evaluation and assessment with contractor repairs. Provide highly specialized deployable teams capable of responding worldwide to any situation at a moments notice.

Power/Electrical: Increase viability by selling our services and ourselves at every opportunity. Broaden awareness in the civil engineering community of CEMIRT’s capabilities and services. Grow vital services (Annual Generator Inspections, Relay Calibration, Infrared Inspection, Circuit Breaker Maintenance) we offered in past years on an annual basis and that our customer base has requested time and time again

It is not a new idea this is the same program that the Air Force Center of Environmental Excellence had started and has successfully executed for the past few years.
The program provides Architect/engineering and construction services to all AF bases.
The construction can be done as design/bid/build or design/build.
The emphasis of this program is to award projects in a shortened time period, so the AF can obligate funds quickly.

We cost less than anyone else other than your own staff. All POL and Fuels projects are centrally funded from the Defense Energy Support Center (DESC) while all other services cost 2.5% to cover AFCESA’s staffing costs. The vision for ASK is to create a performance based support environment with the tools and business processes necessary for AFCESA personnel, teams, customers, and communities of practice (CoP) to optimize the effective application of knowledge to assist USAF Civil Engineers with their missions, goals and operational objectives worldwide.
The first year development and deployment of the AFCESA Searchable Knowledge System is focused at putting more validated and actionable information at the disposal of the AF CE career field. This will be accomplished through the creation of the following:
- AFCESA CE Expertise Yellow Pages: A detailed expertise finder for AFCESA SME and a methodology for contacting them
- Centralized AFCESA bulletin board, news letter, calendars, resource scheduling capabilities and virtual online project environments.
- Deployment of a centralized Call Center AFCESA Service desk to provide a single contact point for data requests. Service center will be accessible through various technologies (Internet, Forums, Telephone)
- Deployment of a matured CESS and associated CoPs to put a greater quantity of validated contingency related data and information. Become the repository for AF Contingency Engineering Lessons Learned, deployment data and related information.
What does the “Compliment Existing Geo-Initiatives” mean? ASK program will compliment those on-going efforts (if not already created) on Geo-initiatives such as GEO-Reach, GEO-Base, and GEO-Best, and etc. Basically ASK would not duplicate the same efforts that are already created by these where it can be easily linked to those sites.
