Building 1914 RFI Answers:

1.) Spec Section 013526 paragraph1.6.1.1.1 allows the site safety officer to act as the CQC for the project. However Spec Section 014500 par 3.4.2 states that the CQC can have no other duties.

Please clarify whether the SSHO can also act as the safety officer or not.

Answer: 11CES reply: Yes, the site safety officer may also act as the CQC.

2.) Could you please clarify the requirement for replacement of the base Giant Voice System because language in the documentation as highlighted in yellow below makes it appear a new Wide Area Mass Notification System (WAMNS)/Giant Voice System is required? Would you please confirm if the entire base Giant Voice System is required to be replaced?

Answer: 11CES reply: The mass notification/giant voice system is for Bldg 1914 only.

3.) Section 01 10 10 - Part 1 under 1.1.1 states the main goal of the project includes the “repair and replacement of the existing fire suppression system, identification and correction of deficiencies in life safety and fire protection systems” Please confirm if it is the contractor’s responsibility to assess during the pre-bidding stage and determine the necessary measures needed to assure the fire suppression systems (HEF and sprinkler) will meet or exceed the minimum requirements of UFC 4-211-01? Answer: Yes.

4.) The documents somewhat contract in that they list specific items to repair/replace, yet further state that it is the contractor’s responsibility for a fully functional system in accordance with UFC. If additional work, such as a reconfiguration of the HEF systems to meet PAT/FAT requirements, overhead piping changes, additional HEF zones, removal of bird netting, construction of additional HEF equipment rooms within the hangar, structural upgrades should generators be required to be relocated and or added, etc… be viewed as a compensatory contract change or expected to be provided at no additional cost to the gov’t. Answer: Contract change/modification

5.) Does the D/B Request for Proposal dated March 13, 2020 supersede and/or replace the Design Analysis Final Conceptual Design Submittal dated December 11, 2019? Answer: Yes

6.) What year version of UFC 4-211-01 is applicable to this project – please note there is a contradiction between “most recent version” and UFC 4-211-01 April 13 2017)? Answer: the most recent version.

7.) Are As-built or construction drawings available of the fire alarm, fire sprinkler and suppression systems? Answer: Yes, and they will be provided.

8.) UFC 4-211-01; April 13 2017; 3-6.18 - In the event drawings of the existing fire suppression systems are not available, should the contractors include removal of bird netting in order to accurately survey pipe sizes with a high reach lift, in order to create as-built drawings for completion of the hydraulic analysis? Answer: N/A

9.) Appendix J outlines the Testing requirements of the project for the life safety systems. Based on 1 week for the PAT (from start of preparing the hangar to final foam cleanup at week’s end), allowing 14 days for the gov’t to review the PAT video and agree to perform the FAT, and then another week for the FAT, the hangar may be in a testing ready state for a minimum of 30 days.

Is it acceptable to leave the plastic draped around the hangar perimeter and other preparatory items in place during the 30 day cycle, or will it be required to remove the plastic after the PAT and then re-prepare the hangar for the FAT? Answer: It is acceptable to leave the plastic draped around the hangar perimeter and other preparatory items in place during the 30 day cycle.

10.) Preliminary design calculations show the system would not meet the fluid delivery requirements to meet the 60 second timed test of the PAT/FAT based on the 2 system configuration and 8 generators on a zone. Should the contractor’s price up additional zones, foam tanks, inductors as required for a working design/build solution or price the itemized list as provided in the documents only. Answer: price up additional zones, foam tanks, inductors as required for a working design/build solution.

11.) Can the contractor’s be provided a base fire line plan showing the underground pipe sizes and routing of the underground fire mains from the pump house to the hangar? Please provide appropriate C Factors to be used for existing underground piping and type of underground piping materials? Answer: West Side Deluge system design information will be provided.

12.) The flow data provided is for the base municipal water supply and not reflective of the fire pump system which will serve the fire protection systems in the hangar bay. Can the base provide an expected base of riser supply that can be used for system calculations? Answer:

West Side Deluge system design information will be provided.

13.) Will the gov’t require the DOR to obtain a base of riser flow test from the sprinkler contractor from inside the building to validate the assumptions made in the underground piping arrangement, in the event items 7 and 8 cannot be provided above? Answer: Don’t you mean 9 and 10? If so, N/A.

14.) Other than of domestic origin, will any type of schedule 40 piping be required? Answer: Yes, as long as it meets applicable UFC’s.

15.) Section 01 10 10 / 13.4 Constraints - Is it the gov’ts intent to compensate the contractors for any proposed changes from the concept criteria required to meet section 01 10 10 / 13.2.1?

Answer: Contracting to reply.

16.) Will it be a requirement of this contract to replace any sprinklers within the facility? Answer: As needed.

17.) Will it be the contractor’s responsibility to inspect, clean and flush strainers within the generators? Answer: Yes, please plan on flushing existing strainers at the generators prior to preliminary system testing.

18.) The documents state flushing of the HEF system is required. Will the rinsate need to be treated as hazardous material and disposed of as such? Answer: Treating flushing water as a hazardous material is not required.

19.) Will items deemed not of domestic origin and or not listed for fire protection use be the contractor’s responsibility to identify and include in the project pricing? Answer: No. That can be a change order.

20.) It was stated during the walkthrough that the current fire protection upgrade on the fire pumps has been on hold for the past 6 months. Will that project be completed prior to needing fire water for hydrostatic testing or flushing? If not, will alternate means of water supply be the responsibility of the contractor? For PAT/FAT testing? Answer: That project will be completed prior to needing fire water for hydrostatic testing or flushing. An alternate means of water supply would not be the responsibility of the contractor.

21.) Will pads be required for the foam tanks? Answer: That is for the contractor’s engineer to decide (compliance with UFC is minimum requirements).

22.) If a full design build solution is required for the project pricing for bid day, will it be possible to have the hangars made available for an extended period of at least 4 hours such that contractors can make assessments of the equipment and arrangement of components for proper evaluation. Answer: Yes.

23.) Please provide the appropriate wage determination? Answer: Wage Determination has been addded

24.) Section 01 10 10 / 13.2.28 - In keeping with the design build aspect of the project, will the contractors be responsible for coordinating the existing generator locations with the silhouettes of the aircraft during the design build plan submittal process? Answer: No.

25.) When will the contractor’s obtain a plan view of the silhouettes? Answer: No.

26.) Can the gov’t provide a plan view of both the aircraft silhouettes and the locations of the existing foam generators? Answer: Approximate locations for the existing foam generators are shown on the concept plans (for reference).

27.) UFC 4-211-01; April 13 2017; 3-6.4.1.3 - In order to assure the coverage of the silhouettes in 60 seconds for the PAT/FAT – are the contractors responsible for fire pump start with a remote start signal from the Fire Alarm Control Unit? If so, how is this to be achieved and can the statement of work be modified to include the means/methods. Answer: Automatic remote fire pump starting with a remote start signal is not currently anticipated under this projects scope.

If during preliminary system testing lag in fire pump starting causes significant delay in system operation, the concern will be revisited. The contractor shall include reasonable lag time in the system calculations for receipt of signal and the local releasing\control unit and start of system flow (per UFC).

28.) UFC 4-211-01; April 13 2017; 3-6.5.1 - Due to the distance of the fire pumps to the hangar, will it be required for the contractor’s to provide the manufacturer’s calculations for verification of sizing of the surge arrestors? Answer: Yes.

29.) Should the contractor’s price surge arrestors as noted in statement of work, or include allowances for larger surge arrestors based on the outcome of a manufacturer’s calculations as noted in #24. Answer: Don’t you mean #26? If so, include allowances for larger surge arrestors based on the outcome of a manufacturer’s calculations.

30.) UFC 4-211-01; April 13 2017; 3-6.5.3 - Will the contractor’s be required to install an indicating isolation valve on each riser surge arrestor, currently not installed?
