RATING DEFINITION

N NEUTRAL Contractor’s performance cannot be rated.

1 UNSATISFACTORY Contractor’s performance did not meet most contractual requirements and recovery is unlikely in a timely manner. The contractual performance contained serious problem(s) for which the contractor’s corrective actions appeared or, if implemented, were ineffective.

2 MARGINAL Contractor’s performance did not meet some contractual requirements. The contractual performance reflected a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appeared to be only marginally effective and/or were not fully implemented

3 SATISFACTORY Contractor’s performance met contractual requirements. The contractual performance contained some minor problems, but the corrective actions taken by the contractor appeared, or were, satisfactory.

4 VERY GOOD Contractor’s performance met contractual requirements and exceeded some requirements to the Government’s benefit. The contractual performance was accomplished with some minor problems, but the corrective actions taken by the contractor were effective.

5 EXCELLENT Contractor’s performance met contractual requirements and exceeded many requirements to the Government’s benefit. The contractual performance was accomplished with little, or had few, minor problems, and the corrective actions taken by the contractor were highly effective.
