1. Description of Services The service provider shall provide all personnel, equipment, tools, materials, and supplies (except as specified in Appendix C as government-furnished property and services) in support of the Education and Training function as defined in this Performance Work Statement (PWS) for Hanscom Air Force Base (HAFB), tenant units, and geographically separated units (GSU) as defined in Appendix A1. Because much of the work in this PWS is typical in the commercial industry; all work, services, and operations shall be performed to commercial industry standards to the maximum extent practicable. The historical quantities of work are listed in Appendix A - Workload Data and Required Meetings.
1.1. Support Services
1.1.1. Regulatory Guidelines
The service provider shall comply with current local, state, and federal laws; and Department of Defense (DoD), Air Force (AF), Major Command (MAJCOM), and HAFB regulatory requirements for all education and training program administration.
1.1.2. Files and Correspondence Maintenance
The service provider shall support the maintenance of the Education and Training Center records and perform as Alternate Records Custodian (RC) to ensure file maintenance, disposition, and correspondence administration in accordance with AFI 33-322 - Records Management Program, AFMAN 33-363 - Management of Records, AFI 33-364 - Records Disposition - Procedures and Responsibilities; and MAJCOM, and HAFB requirements as directed by the government primary RC and Chief of Office Records. Official correspondence shall be prepared to meet the requirements of AFMAN 33-326 - Preparing Official Communications, and AFH 33-337 - Tongue and Quill; and MAJCOM, and HAFB requirements. The service provider is responsible for ensuring all forms required to perform the work needed by customers are available. The service provider is responsible for maintaining records subject to the Privacy Act; refer to AFI 33-332 - Privacy Act Program, for the handling of Privacy Act information.
1.1.3. Continuity Folders
The service provider shall support the government in the preparation of continuity folders for all major education and training processes; see Appendix G. The service provider shall support the government in preparing a description of the program, a process flow chart, step-by-step procedures, list of references, and Points of Contacts (POCs) for each area.

1.1.4. Record Updates
The service provider shall support the updating of education and training records following successful completion of training and certification level coursework for HAFB military and civilian employees in the Military Personnel Data System (MilPDS) and Defense Civilian Personnel Data System (DCPDS). The service provider shall perform updates within two
(2) workdays of receipt of certificates and applicable supporting documentation. If an employee’s record cannot be updated within the two (2) workdays, the service provider
Contract # July 2015 Page 8 of 61 shall ensure that the government and employee are notified of the delay. Reference Exhibit A - CDRL A002.
1.1.5. Workload Data
The service provider shall be responsible for creating and submitting at a minimum a quarterly report documenting workload data, or upon request by the Education and Training Center Director. The report shall include the number of occurrences of actions accomplished, the frequency, and reference the corresponding PWS paragraph. The report will be based on a fiscal year (Oct-Sep) with quarters defined as Oct-Dec, Jan-Mar, Apr-Jun, and Jul-Sep. Reference Exhibit A - CDRL A003.
1.1.6. Classroom Maintenance
The service provider shall support the government in maintaining classroom schedules for all classroom facilities supported by the Education and Training Center. The service provider shall support in the inspection of classrooms after use to ensure classrooms are neat, clean, free of debris, and properly arranged for follow-on use; and conducting an end-of-class day security check (e.g., Standard Form 701 - Activity Security Checklist) of all classrooms maintained by the Education and Training Center, and document accordingly. The service provider shall support the government in ensuring all instruction material received by the Education and Training Center is available and set-up for the course instructor as required.
1.1.7. Marketing/Publicity
The service provider will provide input material/information to the government for a consolidated catalog and/or brochure that covers education and training programs at Hanscom AFB. The service provider will support HAFB customers by providing marketing/publicity material, provided by the government, on education and training opportunities.
1.1.8. Installation Training Guide
The service provider will provide input/data for the HAFB Installation Training Guide (ITG) to meet the requirements of applicable agency and local policies and instructions, including AFI 36-401 - Employee Training and Development.
1.2. BLANK
1.3. Customer Service Services
1.3.1 Customer Service
The service provider shall respond to all customer inquiries in a prompt and courteous manner for both the Education and Training Center and the Hanscom Conference Center.
Inquiries may be by various means, such as Electronic Mail (E-Mail), telephone, walk-in customer or by postal service/base mail. Telephone and e-mail inquiries shall be responded to within eight (8) work hours of receipt (same working day). Response shall not be delayed due to non-availability of direct recipient of inquiry. Walk-in or appointment
Contract # July 2015 Page 9 of 61 customers shall be supported within 10 minutes of arrival. Initial response to mail inquiries shall be made within two (2) workdays of receipt. The service provider shall support HAFB customers by the pick-up/deliver of Education and Training Center mail to/from the Hanscom Official Mail Center (OMC) on the days of the week that the OMC does not pick-up/deliver to base facilities. The service provider will develop a customer service log in coordination with the Director of the Education and Training center to monitor customer statistics.
1.3.2 Customer Satisfaction Surveys
The service provider shall assess the requirements of Education and Training and Conference Center customers including, but not limited to: Active duty military personnel, DoD civilian employees, Air Force Reserve (AFRES) and Air National Guard personnel on active duty status, and refer customers to the appropriate staff member. The areas of assessment include programs listed in this PWS. The service provider shall develop customer surveys based on a six (6) point Likert Scale. The surveys shall identify demographics and survey satisfaction in program areas, facilities, and customer support.
The survey shall be submitted to the Education and Training Center Director for approval prior to use, electronic surveys are recommended. The surveys shall be available to all customers. The service provider shall review the surveys monthly to determine customer expectations of facilities and programs and use the information to refine Education and Training Center programs to fit the needs of the customers. The service provider and the Director of the Education and Training Center will meet on the last working day of each month to review customer survey feedback.
1.3.3 Customer Resource Center
The service provider shall provide a convenient, effective, and user-friendly customer self-help capability. At a minimum, the resource center shall include catalogs from local area colleges, universities, specialized schools and other organizations offering mission oriented training courses. In addition, the service provider shall include a description of the various government-sponsored programs available to civilian and military personnel to enhance both professional and personal development. The service provider shall have information available on various financial assistance and examination programs.
1.3.4 Customer Service Scheduling
The service provider will coordinate all scheduling for both the Education and Training Center (1728) and the Conference Center (1106) for requests for classroom and conference activities. Scheduling will be accomplished with an automated calendar scheduling system (Microsoft Outlook) and readily accessible for Education and Training Center personnel and supervisors. A weekly calendar of scheduled classroom and conference center facilities will be posted outside the Customer Service office in the Education and Training Center. Priorities will be established by the Director, Education and Training center and all conflicts will be resolved by the Director. Classroom I will be reserved for DAU classes only. Classroom D will be reserved for formal testing and can be scheduled for other use only after coordination with the Test Control Officer. The Customer Service Representative will maintain an electronic request form to be used by all
Contract # July 2015 Page 10 of 61 requesting offices and individuals. All requests must be received at least 10 working days prior to the requested date.
1.4. Data System Administration
1.4.1. Education and Training Management System (ETMS)
The service provider shall implement and maintain a training program for all system users;
designate a site administrator as a central point for system enhancement requests from higher headquarters; provide training on utilizing and updating of the ETMS, activate programs to download data from the ETMS and upload to personnel data systems, and transfer data to other government systems; develop and use quality control procedures to ensure all training monitors, supervisors, and customers are proficient in the system; report on usage of Individual Development Plans (IDPs); maintain the local course catalog;
coordinate and disseminate updates from MAJCOM to training monitors, supervisors, and customers. The service provider shall ensure all training requirements are loaded and tracked through the ETMS.
1.4.2. Advanced Distributed Learning Service (ADLS) System
The service provider shall implement and maintain a training program for all course owners and training monitors that are required to utilize the ADLS system; designate a site administrator as a central point for system administration; provide training on utilizing and updating of the ADLS system, activate programs to download data from the ADLS to the ETMS; develop and use quality control procedures to ensure all course owners and training monitors are proficient in the system; coordinate and disseminate information from AF and MAJCOM to course owners and training monitors. The service provider shall ensure all designated ADLS training is loaded, tracked, and provide updated reports as identified by the Education and Training Center Director.
1.4.3. Air Force Automated Education Management System (AFAEMS) The service provider shall support the administration of the AFAEMS database to meet the requirements identified in the AFAEMS Manual and AFI 36-2306 - Voluntary Education Program. The service provider shall support the utilization and maintenance of AFAEMS for the administration of military and civilian tuition assistance programs, Community College of the Air Force (CCAF) transactions, test scheduling and inventorying, and out-processing of military personnel.
1.5. Education Services Program
The objective of the Education Services Program is to provide voluntary off-duty education service opportunities for military and DoD civilian personnel to enhance professional and personal development. The service provider shall support the marketing and administration of the Education Services Program to ensure military and DoD civilian personnel serviced by HAFB are aware of and afforded maximum opportunity to take advantage of available educational opportunities and government financial assistance.

1.5.1. Tuition Assistance (TA)
The service provider shall support the centralized administration of the Air Force Tuition Assistance Program for military in accordance with AFI 36-2306 - Voluntary Education Program, Air Force Automated Education Management System (AFAEMS) Manual, and current Air Force Policy. The service provider shall inform DoD civilians of the requirements for Civilian Tuition Assistance in accordance with the Air Force Civilian Career Program Training and Development Guide, and Hanscom AFB local policy. The service provider shall support students with enrollments in Tuition Assistance supported educational opportunities.
1.5.2. Military Educational Updates
The service provider shall review transcripts and update active duty enlisted personnel education levels in the MilPDS within two (2) workdays of receipt of official transcript. The service provider shall support military officers in updating education levels by providing contact information to the officer.
1.6. Formal Training Services Program
1.6.1. Formal Unit Training Monitors
Formal Unit Training Monitors (UTMs) are appointed by units serviced by Hanscom AFB to monitor training requirements within their respective organizations. The service provider shall coordinate with Formal Training Monitors to transmit information to employees and to facilitate collection of training data and requirements. The service provider shall maintain a government provided listing of Formal Training Monitors for each organization with contact information. Reference Exhibit A - CDRL A004.
1.6.2. Formal Training Allocation Notices (TANs)
The service provider shall process all formal training allocation notices (military and DoD civilian) to ensure individuals attend scheduled formal training or the allocation is returned to the issuing authority prior to the MilPDS Oracle Training Administrator (OTA) quota confirmation suspense date and in sufficient time to permit an alternate individual to attend. Notification to the service provider of formal training allocations may be by OTA or by direct contact with the MAJCOM POC and/or Course Owner. The service provider is responsible for checking the OTA on a daily basis for any formal training allocations. The training allocation notice may indicate an individual by name and will include a quota confirmation date by which individuals shall be permanently assigned to each allocation.
The service provider shall process cancellations or substitutions when requested by commanders/Directors. In coordination with the individual, the service provider shall prepare Formal Training Temporary Duty Travel (TDY) orders for individuals assigned to formal training allocations to meet the requirements of AFI 65-103 - Temporary Duty Orders and Joint Federal Travel Regulation (JFTR), Volume I (military) and Joint Travel Regulation (JTR), Volume II (civilians), and Headquarters Air Education and Training Command (AETC) Funded TDY-To-School (TTS) Program. Formal Training TDY orders shall be forwarded to the individuals not later than (NLT) five (5) workdays prior to departure date.

1.6.3. Specialized Formal Training
The service provider shall support HAFB customers with processing specialized training applications to meet the requirements of AFI 36-2205 - Applying for Flying Training, Air Battle Manager, and Astronaut Programs; and applicable guidelines including, but not limited to: Air Force Internship, Astronauts, Test Piloting, Undergraduate Flying, Undergraduate Space, and Weapons Instruction. The service provider shall support units and nominees with completion of the Professional Military Education/Air Force Institute of Technology/Return-to-Flying Board package (AF Form 3849 - PME/AFIT/RTFB Officer Worksheet), as required. The service provider shall review the AF Form 3849 and required documentation, and forward nomination packages to the Education and Training Center Director for higher level approval. The service provider shall receive and process approved selection packages, as required.
1.6.4. Formal Mandatory Training Course Requirements
The service provider shall support the monitoring of formal mandatory training course requirements and names of individuals required to attend. Formal mandatory training includes, but is not limited to: USAF Supervisor’s Course (USAFSC), USAF Civilian Personnel Management Course (CPMC), and USAF Military Personnel Management Course (MPMC). The service provider shall ensure that personnel data systems are updated within two (2) workdays of receipt of a completion certificate of formal mandatory training. Reference Exhibit A - CDRL A002.
1.6.5. Professional Military Education (PME) In-Residence Program The service provider shall support the monitoring of in-residence Officer and Enlisted Military PME Programs to meet the intent of the requirements identified in AFI 36-2301 - Developmental Education.
1.6.5.1. Squadron Officer School In-Residence
The service provider shall support the process for nomination packages for Squadron Officer School (SOS) in-residence, as directed by HQ AFMC. The service provider will update the MilPDS OTA with selectees; distribute, track, and conduct follow-up actions for SOS formal training allocations to ensure the quota confirmation suspense date is met and no quota allocation is unfilled, as required. The service provider shall notify the Unit Commanders/Directors of the allocation and the established suspense, as required.
Formal Training TDY orders shall be forwarded to the individuals not later than five (5) calendar days prior to departure date. The service provider shall maintain a list of alternates and process cancellation/substitution actions, as required.
1.6.5.2. Senior Non-Commissioned and Non-Commissioned Officer Academy The service provider shall distribute, track, and conduct follow-up actions for Senior Non- Commissioned Officer Academy (SNCOA) and Non-Commissioned Officer Academy (NCOA) formal training allocations received through the MilPDS OTA to ensure the quota confirmation suspense date is met and no allocation is unfilled. The service provider shall establish a suspense date and forward the allocation to the individual’s First Sergeant. The
Contract # July 2015 Page 13 of 61 service provider shall process cancellation or deferment requests, and conduct substitution actions as required. The service provider shall coordinate the selection of primary and alternate NCOA attendees with the HAFB Chief Master Sergeant (CCM) and First Sergeants. If alternates are not available, the service provider shall return quotas to MAJCOM. Formal Training TDY orders shall be forwarded to the individual not later than five (5) calendar days prior to departure date.
1.6.6. Professional Military Education Correspondence/Seminar The service provider shall support the administration of Professional Military Education correspondence/seminar programs to include, but not limited to: Air Command and Staff College (ACSC), Air War College (AWC), and Squadron Officer School.
1.6.6.1. ACSC, AWC, and SOS Correspondence Program
The service provider shall support the administration of the AFIADL correspondence course programs in accordance with the AFIADL Catalog and College for Enlisted Professional Military Education (CEPME) published policy to include, but not limited to:
ACSC, AWC, and SOS correspondence programs, and work with agencies to resolve questions or discrepancies.
1.7. On-The-Job Training (OJT) Programs
The objective of OJT programs are to ensure military members obtain and maintain proficiency in their respective career field and assigned duty position. The service provider shall serve as the Base Training Manager for HAFB and serviced units. The responsibilities of the Base Training Manager are contained in AFI 36-2201 - Air Force Training Program. The service provider shall accomplish training related enlisted member classification actions IAW AFI 36-2101 - Classifying Military Personnel (Officer and Enlisted). The service provider shall provide advisory, consultation, evaluation and training program development services. The service provider shall proactively provide guidance and assistance to enlisted personnel; unit enlisted training monitors; and unit Commanders/Directors as requested and as needed to ensure the quality and integrity of the Air Force Training Program.
1.7.1. OJT Staff Assistance Visits
The purpose of the Staff Assistance Visit (SAV) is to ensure the unit Commander’s/ Director’s program meets the requirements of AFI 36-2201. The service provider shall conduct SAVs as requested by units assigned to Hanscom AFB to meet the requirements of AFI 36-2201. The service provider shall evaluate the Unit Training Program and report findings and recommendations to the unit Commander/Director. A written report shall be provided to the Education and Training Center Director within 30 calendar days following completion of the visit. Reference Exhibit A - CDRL A005.
1.7.2. OJT Program Changes
The service provider shall ensure Unit Training Monitors and Commanders/Directors are promptly apprised of the latest information on training policy and program changes within five (5) workdays of receipt from the MAJCOM. The service provider shall conduct training
Contract # July 2015 Page 14 of 61 meetings to meet the requirements of AFI 36-2201. The service provider shall inform Commanders/Directors and Headquarters quarterly of training trends including, but not limited to: Career Development Course (CDC) failure rates; time in training; review and recommend approval/disapproval for reactivations, reenrollments, extensions, and waivers. When trends indicate corrective actions are needed, the service provider shall coordinate corrective actions among the units involved and forward associated reports to the Education and Training Center Director; and MAJCOM Functional Manager by the last duty day of January, April, July and October.
1.7.3. Enlisted Training Data Maintenance
The service provider shall validate data to ensure that CDC transactions entered by the Unit Training Monitor are accurate, complete and forwarded to the AFIADL. The service provider shall ensure enlisted specialty training and OJT information in the MilPDS is accurate, valid, and current; coordinate and forward actions, coordinate corrective actions with the appropriate chain of command, request enlisted OJT rosters from the Military Personnel Section and provide rosters to units who lack access to the MilPDS or equivalent; update training status code changes; order Career Development Course materials and course exams; and process extensions.
1.7.4. Enlisted 7-Level School Program
The service provider shall administer the base 7-level school program. The service provider shall establish procedures to coordinate with Unit Training Monitors to ensure all eligible personnel attend 7-level school prior to upgrade. The service provider shall identify trends, such as: Unnecessary replacements and cancellations, provide date, and recommend correction actions to Commanders/Directors. The service provider shall distribute, track, and conduct follow-up actions for formal training allocations received through the MilPDS OTA to ensure the quota confirmation suspense date is met and no quota allocation is unfilled. The service provider shall establish an appropriate suspense and forward the allocation to the Unit Training Monitor. Formal Training TDY orders shall be forwarded to individuals not later than five (5) calendar days prior to departure date.
The service provider shall process cancellation, deferment, or substitution requests and forward to MAJCOM.
1.7.5. Air Force Training Course
The service provider is responsible for local instruction of the Air Force Training Course (AFTC) to unit training monitors and alternates, supervisors, trainers, and task certifiers.
To be qualified to conduct this course, the service provider shall have successfully completed the course. When conducting the Air Force Training Course, the service provider shall use the latest curriculum provided by the Air Force Education and Training Command. The service provider will canvas feedback from students and a consolidated report will be submitted to the Education and Training Center Director within two (2) workday of class completion date. The service provider will monitor and document course completion in the MilPDS or equivalent.

1.7.6. Enlisted Survey Program
The service provider shall serve as the Base Survey Program Office of Primary Responsibility (OPR). The service provider shall process and track all training surveys upon receipt as required by the survey originator.
1.7.7. OJT Reports
The service provider shall produce base specific reports monthly to include the monthly On-the-Job Training Priority Listing, and Commander’s Management Review (CMR) charts that include data on the number of individuals from Hanscom AFB on extended training.
The service provider shall produce higher headquarters directed statistical data reports quarterly to meet the requirements of AFI 36-2201. These reports and CMR charts shall be submitted to the Education and Training Center Director for approval a minimum of four
(4) workdays prior to distribution. Reference Exhibit A - CDRL A006.
1.7.8. Enlisted Status of Training Briefings
The service provider shall conduct a quarterly Status of Training (SOT) briefing with the HAFB Commander to meet the requirements of AFI 36-2201. Quarterly briefings shall contain data current to within 10 calendar days of the actual briefing. Briefing charts shall be coordinated and approved by the Education and Training Center Director a minimum of four (4) workdays prior to the meeting. Reference Exhibit A - CDRL A007.
1.8. Civilian Education and Training
The service provider shall support the administration of the civilian education and training program for serviced organizations by providing customer service, processing training requests, and updating the DCPDS.
1.8.1. Competitive Civilian Developmental Education Programs
The service provider shall support the administration of Civilian Developmental Education (CDE) calls for nominations from Air Force/MAJCOM/local competitive programs (e.g., Long-Term Training Programs). Review nomination packages, obtain required Continued Service Agreement (CSA) from selected applicants and update the CSA in DCPDS, and prepare and maintain files for civilian competitive leadership programs, if required.
1.8.2. Civilian Training Requirements
The service provider shall support the utilization of the ETMS to identify annual training or special program requirements to include governmental and nongovernmental sponsored training courses. The data shall be compiled as required by the requesting organization and submitted through the Education and Training Center Director to the requesting organization.
1.9. Non-Formal Training Services
1.9.1. Non-Formal Training Program Administration
The service provider shall support the administration of non-formal education and training requirements through the ETMS; support customers in the development of Individual

Development Plans in the ETMS; support in the maintenance of civilian intern program training plans in accordance with AFI 36-401 - Employee Training and Development. The service provider shall review Standard Forms 182 - Authorization, Agreement, and Certification Training; and Reimbursement for military and civilian training in accordance with AFI 36-401; statutory, legal, and administrative requirements; local policy; and regardless of funding source. The service provider shall support customers to ensure Standard Forms 182 are generated through the ETMS and will obtain Education and Training Center Director or Designated Representative approval prior to customer attending training or education programs within 10 workdays of receipt or prior to the commencement date, whichever is soonest. Upon Education and Training Center Director or Designated Representative approval, the service provider shall provide a Letter of Authorization (LA) to military and civilian personnel attending training. The service provider shall update CSA for civilians, if the course is over 80 hours, or when tuition cost exceeds allowable limit; or IAW AFI 36-401; and will update the CSA in the DCPDS or equivalent.
1.10. Acquisition Professional Development Program
The Acquisition Professional Development Program (APDP) is mandated by Defense Acquisition Workforce Improvement Act (DAWIA). The purpose of the APDP is to improve the effectiveness of the military and civilian acquisition workforce and thereby improve the acquisition process. The legislation is specific on the minimum qualification standards of those performing functions integral to the acquisition process, and defines critical acquisition positions. The law requires Department of Defense to formalize career paths for personnel who wish to pursue careers in acquisition to develop a skilled, professional workforce. DODD 5000.52 - Defense Acquisition, Technology, and Logistics Workforce Education, Training, and Career Development Program; and DODI 5000.55 - Reporting Management Information on DoD Military and Civilian Acquisition Personnel and Positions;
defines a certification process, as well as career paths with specific education, training and experience requirements for those in acquisition positions.
1.10.1. APDP Administration
The service provider shall support the administration of the APDP in accordance with current law, rule, regulation, and local policy to facilitate training, documentation and award of APDP certifications to assigned acquisition personnel.
1.10.2. APDP Customer Service
The service provider shall provide customer service and program support, process training requests, and update data systems (MilPDS and DCPDS) as required.
1.10.3. APDP Requirements Call
The service provider shall support the administration of the Defense Acquisition University (DAU) requirements call to ensure APDP employee’s training needs are identified. The service provider shall ensure that all serviced organizations are informed of DAU sponsored training. The data from the surveys shall be compiled and submitted to the Education and Training Center Director for submission to higher headquarters.

1.10.4. Air Force Institute of Technology School of Logistics The service provider shall support the administration of Air Force Institute of Technology School of Logistics (AFIT/LS) on-site classes. The service provider shall support the administration of conducting a requirements call each year for AFIT/LS courses. The service provider shall notify HAFB customers of training opportunities (AFIT classes) at two-week intervals starting 60 calendar days prior to Class Start Date (CSD).
1.10.5. Defense Acquisition University Acquisition Now
The service provider shall support the administration of the Defense Acquisition University (DAU) Acquisition Now (ACQ Now) on-line system. The service provider shall follow-up with supervisors and customers to ensure actions are completed in the DAU ACQ Now system.
1.11. Testing Services
The service provider shall serve as a Test Examiner/Administrator for voluntary education, formal training, and support the military personnel testing programs, working directly with the Test Control Officer for Hanscom. The service provider will be required to maintain and process unclassified tests.
1.11.1. Testing Programs
The service provider shall be a Test Examiner/Administrator for testing programs to include, but not limited to: Air Force Officer Qualification Test (AFOQT); Air Force Reading Abilities Test (AFRAT); Armed Forces Classification Test (AFCT); Career Development Course exams; Certifications exams; College Admission exams; College Course exams;
College Level Examination Program (CLEP) exams; Defense Activity for Non-Traditional Education Support (DANTES) Subject Standardized Test (DSST); Defense Language Aptitude Battery (DLAB) test; Defense Language Proficiency Test (DLPT); Distance Learning exams; Electronic Data Processing Test (EDPT); Job Site Training (JST) exams;
Oral Proficiency Interview (OPI) test; Professional Military Education exams; Test Basic Aviation Skills (TBAS); Weighted Airman Promotion System (WAPS) Promotion Fitness Exam (PFE); and WAPS Specialty Knowledge Test (SKT). The service provider shall meet the requirements of AFI 36-2605 - Air Force Military Personnel Testing System, AFI 36-2306 - Voluntary Education Program, AFIADL Catalog; CEPME requirements, DANTES Examination Program Handbook (DEPH); Distance Learning requirements, DLPT requirements, and stated school policy and guidance. The service provider shall contact the Air Force Military Personnel Testing Office, AFIADL, DANTES, and other agencies to resolve test related issues including, but not limited to: Exam not received, wrong test received, score not received, and problems with testing materials.
1.11.2. Test Materials
The service provider shall maintain test materials in accordance with established policy and guidance, observing all security measures. The service provider shall coordinate with the Test Control Officer or Alternate Test Control Officer (TCO/ATCO) the return of damaged, unused or outdated tests prior to destruction or submission to the appropriate agency. The service provider shall proctor all applicable examinations in accordance with
Contract # July 2015 Page 18 of 61 governing directives, and educational institution or test agency requirements. The service provider shall complete requests for proctor forms, proctor testing sessions, order and store material, notify members of receipt, input into inventory, schedule and secure all testing materials to meet all governing directives, and educational institution or test agency requirements. The service provider shall support the hand delivery of packaged test materials to the OMC for military personnel testing programs, if required. The service provider shall conduct and prepare all required inventories for Air Force Military Personnel Testing materials, weekly DANTES, monthly AFIADL and quarterly DANTES and AFIADL with the TCO/ATCO. 1.11.3. Test Sessions
The service provider shall coordinate all test sessions with the TCO/ATCO. Students shall be pre-scheduled for testing and notified before test time, if test materials are not available for the test or other reasons dictate cancellation of testing student shall be notified.
1.11.4. Test Security
Testing shall be conducted in a manner to preclude potential or actual compromise of test materials. Testing shall not be conducted without a TCO/ATCO available. The service provider shall prepare report of loss, potential or actual compromise of any test material, and submit a report approved by the TCO/ATCO to the appropriate agency. The service provider shall prepare test irregularity reports and forward through the TCO/ATCO for submission to the appropriate agency. The service provider shall report test material loss or suspected compromise to the TCO/ATCO within one (1) hour of becoming aware of a possible loss or potential compromise.

3. Government Furnished Property and Services The government will provide to the service provider the facilities, equipment, information, and services listed below and in Appendix C.
3.1. Government Furnished Property
The service provider shall use general government facilities, equipment, and services as provided in this contract. The service provider will obtain approval from the government to use facilities, equipment, or services not identified in this paragraph or in Appendix C.

3.1.1. Facilities
The government will furnish and/or make available facilities described in Appendix C.
Government facilities have been inspected for compliance with the Occupational Safety and Health Act (OSHA). No hazards have been identified for which workarounds have been established. Should a hazard be identified, the government will correct OSHA hazards according to government developed and approved plans of abatement, taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contracting initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists, or that workaround procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the service provider. Prior to any modification of the facilities performed by the service provider, at service provider expense, the service provider shall furnish the government documentation describing, in detail, the modification requested. No alterations to the facilities shall be made without specific written permission from the government. However, in the case of alterations necessary for OSHA compliance, such permission shall not be unreasonably withheld. The service provider shall return the facilities to the government in the same condition as received, fair wear and tear and approved modifications excepted. These facilities shall only be used for performance of this performance work statement.
3.1.2. Safety Compliance
The Service provider is solely responsible for compliance with the OSHA Public Law 91- 596 - Occupational Safety and Health Act of 1970 and the resulting standards, OSHA Standard 29 CFR 1910 - Occupational Safety and Health Standards, OSHA Standard 29 CFR 1926 - Safety and Health Regulations for Construction, and the protection of their employees. It is the service provider’s sole responsibility to make certain that all safety requirements are met. Additionally, the service provider is responsible for the safety and health of all sub-service provider employees. The service provider shall immediately report any accidents involving Air Force property/equipment damage, or service provider personnel injuries occurring on the job to the Contracting Officer (CO). Additionally, the service provider is responsible for securing the scene and impounding evidence/wreckage until released by the contracting officer. It will be the CO’s responsibility to notify the Hanscom Safety Office. The Air Force's interest is to protect Air Force personnel working in and/or around service provider operations, and with protection of Air Force equipment/ property. In the event an unsafe condition is discovered with Air Force provided facilities or equipment the Hanscom Safety Office will be immediately notified by the CO. Air Force Safety, Fire Protection, and Bioenvironmental Engineering officials may periodically enter a service provider’s workplace to verify working conditions of Air Force personnel, provided the contracting officer authorizes such action. If an improper procedure or unsafe condition exists, which places AF personnel or equipment in jeopardy the CO shall be notified and the situation corrected. Department of Labor OSHA inspectors are authorized right of entry to inspect any place of employment operated by an Air Force service provider. They are, for the most part, “NO NOTICE” inspections. 3.1.3. Building Custodian
The service provider shall provide a point of contact to Base Civil Engineering to perform the responsibilities identified in the Hanscom Air Force Base Facility Managers Handbook reprinted from AFPAM 32-1004v3 - Working in the Operations Flight Facility Maintenance as the Education and Training Center building custodian.
3.1.4. Equipment
The government will provide the service provider the equipment listed in Appendix C. The service provider shall conduct an inventory of all government-furnished equipment listed in Appendix C with the government representative (the government representative is used throughout the remainder of the PWS and is a government person in the Education and Training Center whose tasking is outside this PWS and include; the Education and Training Center Director/designated representative, or members of the inherently government team) within the orientation period. The service provider shall sign a receipt for all equipment provided by the government. Items of equipment missing or not in working order shall be reported to the government representative in writing. Reference Exhibit A - CDRL A010.
