FA2835-15-T-0006

Q1: Does this opportunity fall under first right of refusal?

A1: No

Q2: Is there an incumbent on this solicitation, and can name be provided?

A2: Standard Technology Incorporated

A3: FA2835-13-P-0063 (Contract included IT position with the current solicitation DOES NOT)

Q4: Can you provide current contract award amount?

Q5: For federal holidays can you clarify what constitutes a mission requirement?

A5: Mission Requirement: The mission of the education and training center is for our office to prepare military and DoD civilian employees with training, education and testing activities to enable them to do whatever their particular job/duty requires and to meet the mission of the Air Force. What may constitute the need to have contracting personnel assist in that education mission on a scheduled holiday would be any short notice/ short suspense mission or tasking to meet an identified and essential Air Force mission. For example: 1. A last minute testing requirement to support active duty or DoD civilian personnel to accomplish an Air Force identified task. 2. A last minute school TDY essential requirement in order to avoid a no-show or missed allocation. In all cases the education and training office will work to minimize any of these last minute actions.

Q6: For inclement weather are employees allowed to work remotely off base?

A6: No

Q7: What are the total yearly hours for each position?

A7: 2000 This is based on 52 weeks at 5-days per week at 8-hours per day minus the 10 listed holidays (80-hours).

Q8: Are resumes required with the submission?

A8: Yes

Q9: Paragraph #1 in the solicitation states, “Please provide your price quote on the attached bid schedule.” Should we include the MS Excel spreadsheet as a separate file attachment in the email submittal?

A10: No, Paragraph 3a is the price quote.

Q11: Paragraph #2 of the solicitation states, “The quote in its entirety shall not exceed ten

(10) pages, double sided.” Can you clarify what the technical quote consists of and its page count? Can you clarify what the price quote consists of and its page count? Paragraph #3 states the contents of the technical quote. However, Paragraph #1 of the solicitation mentions a price quote.

A11: We will amend the page count to unlimited. What we are looking for is your company’s quote for the Base and Option year plugged into the bid schedule attached to the solicitation so that the format is the same for all Offerors, resumes for each position proving required experience/certifications listed under paragraph 18 Factor 1 of the solicitation, and proof of secret clearance for the test examiner position.

Q14: In regards to paragraph #3.4 of the PWS, we understand that contractors can be assigned as an alternate in support of property control, but not the primary in support of property control. How will this determination effect the requirement in paragraphs 3.4, 3.4.1, and Appendix C?

A14: Alternates can still manage resources they just can't be the primary on the accounts but can fulfill all other functions.
