CTG Modular Facilities at Eglin Air Force Base Solicitation No. FA2823-18-R-4014

Request for Information

1. Section L, paragraph 2.1.4.1 of the RFP states offerors are to submit one original proposal of all three volumes and two (2) additional copies of Volume I Technical Proposal (sanitized with CAGE code only). Section L, paragraph 2.2 of the RFP states to submit the original and one (1) copy (sanitized with CAGE code only). How many sanitized copies of Volume I are we to submit?

2. Section 2.4.1 states to submit one (1) original and one (1) copy of all pages originally included in the RFP. Does the Government want all 50 pages, or just the RFP documents requiring fill-in?

3. Section 2.2.1 of the RFP states to submit a hard copy practicable construction progress schedule.

Is a hard copy of the schedule required if we are submitting via AMRDEC?

4. Is a bid bond required in our proposal?

5. If a bid bond is required in our proposal, and we are submitting via AMRDEC, is a hard copy of our bid bond required to be mailed separately?

6. SSP Attachment 5 – Past Performance Project Information is included as an attachment, however this form is not mentioned in the RFP Sections L or M. Is this form required in addition to the Past Performance Questionnaire?

This is not required to be submitted to the Government, only the Questionnaire.

7. If SSP Attachment 5 - Past Performance Project Information is required, is this form to be completed by the Offeror and submitted with our proposal?

Not required

8. If SSP Attachment 5 is required, is our client to complete and submit directly to the Government?

Not required

9. Paragraph 1 (intro) of SSP Attachment 5 instructs our reference to return the completed form to “the Point of Contact listed above.” The form instructs us to list the Offeror Name in the above space. Is our reference to complete this form and return to us, for us to submit in our proposal?

10. SSP Attachment 5, Questions i.-iv. instructs our clients to describe our experience with modular facilities similar to the descriptions within the Scope of Work. Are we required to ask our clients to review the scope of work for Solicitation No. FA2823-18-R-4014?

11. Section L, paragraph 2.3.4.1 of the RFP refers to the Past Performance Questionnaire as Attachment G. In the same paragraph, it states Evaluators are only allowed to use the Attachment I, Past Performance Questionnaire. Please confirm that the form titled, “Past Performance Questionnaire” is the correct form to send to our references.

This is correct. CPARS can be used in lieu of the questionnaire.

12. Section L, paragraph 2.3.4.1 of the RFP states Offerors are to complete Attachment F Past/Present Performance References. Can you please include Attachment F?

Not required

13. What are the desired foot candles for the exterior lights?

Exterior lighting is required under the exit canopies only. Plan for 500 lumens.

14. Please confirm the quantity of cubicles required is per drawing I-101?

Drawing I-101, as well as all drawings included in Appendix 3 are reference only. Follow the requirements in the SOW for the number of cubicles.

15. Please confirm the windows need to be last resistant per section 3.3.1?

For ATFP requirements, the building is a temporary structure; the windows do not need to be blast, but must meet Miami-Dade requirements for impact.

16. Is testing required for the aluminum windows per section 4.10.7, item #1.3.4?

Building manufacturer will need to provided certification that the windows meet Miami-Dade impact.

17. Will cable tray be required for the telecommunications pathway?

Telecommunication pathways will be compliant to Eglin Communication Standards

18. 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 calendar days* The time stated for completion shall include final cleanup of the premises Statement of Work

7.9 PERIOD OF PERFORMANCE:

7.9.1 The period of performance for this contract shall be 90 calendar days for design and 120 calendar days for construction from the NTP.

The above clauses are in conflict. Please provide clarification.

The Period of Performance from NTP is 180; SOW section 7.3.1 provides design scheduling for 86 calendar days from NTP.

19. Page 41 - In Section L, 2.3 Volume II (a) – Past Performance, 2.3.4. Past/Present Performance Questionnaires, 2.3.4.1. it states: “Offerors shall complete Attachment F, Past/Present Performance References and mail or email the attached Past/Present Performance Questionnaire (Attachment G)…” RFI: We cannot find Attachment F in the documents on FBO for download. There is an SSP Attachment 5 – Past Performance Project Information sheet. Is this Attachment F?

Not required. Only submit questionnaire

20. SSP Attachment 5 – Past Performance Project Information sheet RFI: It is challenging to get Client POCs to complete the PPQs that contractors send, if we are sending this sheet as well for a project completed 5 years ago, they won’t know if the contractor has the prior experience with removal and replacement of modular bldgs. Nor do they know if this prior experience met the schedule. They also won’t have a copy of this project’s SOW to compare and wouldn’t read it anyway.

If they don’t answer these questions because they don’t know and haven’t worked with the contractor for a while, will the contractor lose points on the proposal review?

Not required, only submit questionnaire.

Past Performance evaluations are not given “points”. They are assessed and given a rating for quality (Satisfactory, Unsatisfactory, or Not Available) and confidence (Acceptable or Unacceptable). This information is provided more in detail under Sections L and M.

21. SSP Attachment 5 – Past Performance Project Information sheet RFI: Does the Client POC send this sheet back to us, the Contractor? Or do they send it with the PPQ back to you? Also on the top of the form, do we put our POC information or the CO on this

RFP?

22. RFI: When putting Volume II Past Performance together, do we have to include the Attachment 5, Past Performance Information sheet and the PPQ and the CPARs (if applicable) for each submitted project?

The questionnaire is to be mailed in from your customer. You can include a copy of what you sent to your customer (not filled in). The summary of reference and CPARS should be included in Volume II.

23. 2.4 Volume III – Cost/Price Proposal & Contractor Responsibility. It states: “Submit the Standard Form 1442 and all pages originally included in the RFP”.

RFI: Do we submit the entire 50 pages of the RFP in the proposal?

No, Only provide the pages that require response (for example pricing information/reps and certs)

24. FTFA13-1096 SOW 8.17.18 document has references in Design (4.9 pg. 15), Glazing (4.10.18-1.2

pg. 46) and AT/FP (4.16 pg. 162) that require AT/FP compliance. On the site visit it was stated that AT/FP will NOT be required for this project; please confirm that there will be NO AT/FP requirements for the project and these sections will be removed from the scope.

For ATFP requirements, the building is a temporary structure; the windows/glazing must meet Miami-Dade requirements for impact.

25. On the site visit it was stated that there will be no SCIF or secure network requirements in the building, please confirm this.

There are no SCIF requirements for the project.

26. FTFA13-1096 SOW 8.17.18 Section 4.15-1.2-B-3 outlines comm requirements and states that contractor shall run 24 stands SM fiber are 50 pair copper from Building 59 through manhole “MH XX” to the new facility. Please answer the following:

a. Is “MH XX” the manhole to the north of Building 59 shown in the aerial picture on page 159 and Drawing C-101? If not, please identify the location of “MH XX” MH XX is the manhole to the north of B59 as noted on the C-101.

b. May the contractor assume that there is already a usable conduit path from the comm room in B 59 to “MH XX”? If not please advise where the comm room is in B59 so the contractor can determine how the conduit is routed inside and outside the building to get from the comm room to the manhole, and additional site visit may be needed to evaluate the construction requirements.

For bidding purposes, assume the pathway is available; contractor is still required to provide a final design to include telecommunications after award.

c. Can the contractor assume that other communication equipment or systems are included other than the cable, racks and patch panels?

Yes

d. FTFA13-1096 SOW 8.17.18 Section 4.15-1.2-B-4 indicates that there will be 300 NIPR Drops and 150 VoIP drops for the new facility. Please confirm that it is the contractor’s responsibility to provide communication runs with cat6e cable and terminate this at outlets throughout the new facility. Please also confirm that drops will be run to all of the cubicles.

Yes

e. Please advise if plenum rated cable to can be used and run above .

If the question was to be finished with, “above ceiling.” Yes, plenum rated cable can be used.

f. Will a RCDD be required for the communication plan in the new facility?

Yes

27. FTFA13-1096 SOW 8.17.18 Section 1.1.7 indicates that access controls which are compatible with B85 provided by Securadyne must be provided.

a. Please confirm that a complete access control system is to be provided by the contractor as part of the contract, not just rough in for a system provided by the Government.

Yes, contractor is to provide for the design, installation and testing as well as rough-in for the access control system.

b. Please confirm that no direct connection or conduit path will be required between B85 and the new jobsite.

No direct connection or conduit will be required for the access controls

28. It was discussed on the site walk that security or intrusion detection system will need to be provided; the scope will only include an access control system compatible with the Securadyne system at B85, please confirm.

There is no Intrusion Detection System required for this contract.

29. Should the contractor assume that a geotechnical report will be required and at SWPP plan will be required based on the size of the site?

This is a Design-Build project; the awarded contractor is responsible for ensuring the final project design and construction meets all applicable codes and permits.

30. On the site walk it was mentioned that sidewalks would be required, shall the contractor assume that a sidewalk path should be provided from each door way to the closest sidewalk that runs around the perimeter of the lot?

Final location of sidewalks will be determined during the design phase, for purposes of this RFP, provide for a sidewalk path from each door to the nearest existing sidewalk. The north access will allow for ADA access to a crosswalk across Georgia Ave. Crosswalk by others.

31. On the site walk it was mentioned that no poles for outside area lighting were required but exterior lights were required on the building. Please advise if this will be lights over entrance doors only, or if lighting is required to illuminate the area all around the building. If this is required provide minimum illumination requirements and what area around the building should be covered.

32. On the site walk it was stated that the furniture listed in the solicitation was a sample only for reference and that any furniture brand of similar style could be used; please confirm and please advise if contractors should include the of furniture they are providing in the proposal.

Furniture must be same or equal to that suggested in the SOW. Preliminary Furniture information is not requested for this proposal.

33. FTFA13-1096 SOW 8.17.18 Section 2.1.1 indicates that fire alarm system will be included and there are some references to a mass notification system on pages 142-146. Please advise if a mass notification system is required in addition to the fire alarm system.

Mass Notification is required.

34. FTFA13-1096 SOW 8.17.18 Section 4.13.2 requires fire suppression system; for pricing purposes, may the contractor assume that the water service adjacent to the site has sufficient pressure/volume for the system that will be installed? If flow testing shows that water storage tanks or pumps are required for the system will this be considered out of scope and would a change order be provided by the Government?

Final design rests with the awarded contractor, but until a flow test is performed during design, it is expected that the system will not require pumps or tanks.

35. May contractor assume that the water line shown on drawing C-101 will be sufficient to supply the building and outside of tapping into this line that no other upgrades to the water service will need to be done as part of this contract?

Refer to the answer to question #34.

36. The SOW did not seem to provide any requirements for site supervision, please advise if the contractor will be required to provide a specific number of supervisors, or if (1) individual on site may be responsible for supervision, quality, and safety. Please clarify the number of supervisors from the contractor that will be required when the work is in progress and if there will be any specific qualifications or experience needed for the positions that are required.

A Site Superintendent working directly for the awarded contractor may serve the additional roles of Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO). Personnel serving any role (Superintendent, QCM, and SSHO) must show a minimum of five years’ experience on project of similar magnitude ($1-$5M) and scope (underground site utilities, vertical construction and systems furniture) in that specific role. If one person, must show five years’ experience in that combined role on projects of similar size and scope.

37. Sheet C101 did not include the location of the nearest sanitary sewer connection. Please provide this information for pricing purposes.

Final tie-in location will be determined during design, but C-101 shows a sanitary sewer running along the east side of the site.

38. Sheet C101 does not show any underground utilities in the footprint of the proposed building location. May the contractor assume that no existing utilities will need to be relocated and if utilities are discovered that need to be relocated this will be considered a change order?

Preliminary survey of the proposed area indicates no utility relocations required. Contractors are reminded that these are reference files only and the awarded contractor is responsible for the completed design and construction requirements.

39. The site is generally level and sloping to the southeast, please advise if there are any requirements for the finished elevation of the building that would require extensive fill to be brought into the site or if the building set at any elevation approved by the designer of record on the grading plan.

Final elevation to be set during design and in conjunction with building manufacturer requirements.

40. It was discussed on the site that the area had been tested by Eglin based environmental and there were no contaminated soils; please confirm that the contractor will NOT need to perform, and additional soil contamination test or surveys and no allowance needs to be made for the disposal of contaminated soils.

Eglin Environmental has reviewed the site location and did not make any reference to contaminated soils or remediation.

41. Please confirm that the contractor may assume that there are no buried structures on the site and if any are encountered and need to be removed this can be considered a change order?

Preliminary survey of the proposed area indicates no buried structures. Contractors are reminded that these are reference files only and the awarded contractor is responsible for the completed design and construction requirements.

42. The SOW calls for 139 work stations however the layout provided in the “Tab 04 FTFA131096 SOW Appendix 3” drawing only shows 112. Shall the contractor follow this layout and provide 112 workstations, instead of the 139 required in the scope, or shall the contractor expand the building beyond 14,700 SF to accommodate the additional cubicles required?

43. FTFA13-1096 SOW 8.17.18 Section 3.2 requires specifications, however all of the architectural materials will be selected by the building manufacture and submitted as part of the building design. Can contractors assume that architectural specifications will not be required as part of the design process and only provide specification for the site civil and utilities work portion of the design?

The awarded contractor is responsible for the final design that will provide a completed project as required by the SOW; as such, the contractor’s plans and specifications are required to show that compliance.

44. Is the SF listed in the RFP the maximum allowed size for the building or should the size be adjusted to accommodate the program requirements listed in the RFP?

The SF is listed as approximate, the facility is to meet the personnel requirements of the SOW.

45. Does this building need to meet all ATFP requirements? If not, which of the requirements must the building meet? Will blast resistant doors and windows be required?

The temporary structure of this RFP falls under section 1-9.6 and 1-9.7 of UFC 04 -010-01.

Refer to the answer to question #24 regarding windows. Refer to Section 4.10.5 of the SOW for Door requirements.

46. Are fire extinguishers required in each finished room?

Quantity of Fire Extinguishers must meet UFC and NFPA requirements.

47. Is kraft back insulation required in walls? Not all modular companies use kraft back insulation.

If not kraft back, design and installation must show some form of moisture barrier for the exterior wall.

48. Is there any soundproofing requirements for the conference room or office walls? STC rating?

SOW Section 4.10.4, par 1.1.A.2 provides guidance on Sound Attenuation. No STC rating beyond building to the requirements of the SOW.

49. Does Eglin AFB have any specification requirements for the systems furniture or freestanding furniture regarding electrical needs to support intended functions? (number or receptacles and data needed at the workstations) Refer to Sections 2 and 5 of the SOW for power and communication requirements for the furniture.

50. Is there a need to distance classified and non-classified computers and printers?

There are no classified network requirements in the SOW.

51. Are there materials requirements for the systems and freestanding furniture (wood, plastic laminate, metal, etc.) which will affect the pricing of the furniture? Any specifications that indicate the level of quality or construction, warranty, etc.?

Refer to the answer for question #32

52. What are the storage requirements for the workstations, offices, and any other areas (file cabinets, wardrobes, equipment storage)?

Refer to Sections 5 and 6 of the RFP for storage requirements

53. Are task chairs needed at the workstations?

Refer to Section 6 of the SOW.

54. Does Eglin AFB have a minium standard for interior finishes that will need to be followed?

The individual interior finishes of section 4 10 of the SOW provide the requirements.

55. Will the UFC-3-120-10 be used as the standard for interior design qualifications and interior design submittals?

No, follow the SOW; during design UFSG 01 33 00 will be clarified for submittal requirements as will the UFGS for furnishings.

56. Is an existing survey of the site available in CAD format?

Appendix 3 files in CAD will be made available to the awarded contractor.

57. Can the government provide existing potable water flow and pressure (from the nearest hydrant flow test)? This is needed to determine if a booster pump will be required for the fire suppression system.

58. Please confirm that the contractor is responsible for providing utility connections (potable water, fire water, sewer, electrical) to 5 ft outside the building and CHELCO and ASUS will make the connections with the existing infrastructure. Is the contractor responsible for providing the complete connections for communication (between the facility and the existing infrastructure) since those utilities are not privatized?

Refer to section 1.1.6 of the SOW.

59. Please confirm the AHJ is requiring a fire sprinkler system for this facility.

Yes

60. Is the government aware of any asbestos in the soil which would require remediation at this site?

Refer to the answer to question #40

61. Is the government aware of any buried utilities or structures under the site that would need to be removed? The design drawings from the bowling alley demolition would be helpful.

Refer to the answers to question #38 and 41.

62. The government representative said no access control is required for the facility; however, Section 1.1.7 of the General Requirements states, “Access Controls must be compatible and work with the current system operations from Building 85. Current system in Building 85 is provided by Securadyne. Please confirm a new access control system is required for this facility.

Access controls are required per SOW. Access controls are required for the exterior entrances as well as the interior offices and conference rooms

63. Is a executed teaming agreement and PPQ Consent Form required if we intend to use subcontractor past performance?

PPQ is not required if submitting a CPAR

64. Can subcontractor past performance CPARs/PPIRS be used if available in lien of PPQ form?

Yes

65. Does past performance have to include all elements of the proposed project scope?

Past performance looks at the relevancy related to the scope. The scope of the project is design, construction and installation.

66. Can Site Super serve as the QCM and/or SSHO concurrently?

Refer to the answer to question #36

67. Please confirm no SCIF is required.

Refer to the answer to question #25 Will fire sprinkler be required?

Refer to the answer to question #59 A building slab or foundation was mentioned to be existing but none found. Where is it and can dimensions and composition be provided?

Refer to the answer to question #41

68. Please confirm Eglin Exterior Architectural Plan must be followed and what is date on latest version?

This is a temporary facility, the requirements of the 2012 ACP are guidelines, not must requirements, to be followed. Efforts should be made to incorporate the ACP requirements, but where there is a conflict between the ACP and the SOW, the requirements in the SOW prevail.

69. Please confirm no parking is required.

No parking is required per this RFP.

70. FTFA13-1096 SOW 8.17.18 Section 4.10.10 Section 4.2.4 states a requirement for State of Florida Northwest Florida Water Management District (NWFWMD) Storm Water Permit. Section 4.5.2.

sates that “The Contactor shall determine permit requirements as part of the design process and shall submit draft applications as part of the submittal process. The permits shall be listed by title, permit number, permitting agency, effective date, and expiration date. The Contractor shall be responsible for submitting all applications and paying for all associated fees for environmental permits for the project.” Please confirm that this is intended to apply to stormwater/environmental permits only, and that this does NOT include local building or construction permits Sections 4.2.4 and 4.5.2 of question #72 refers to Stormwater/Environmental permitting.

Contractor is reminded they are responsible for all permitting.

71. Based on the initial scope development by the Government, is it anticipated that if onsite stormwater detention will be required for this project?.

Refer to section 4.2.4 of the SOW.

72. FTFA13-1096 SOW 8.17.18 Section 4.13 - 5.11.4 States that NFPA 10 shall be followed for fire extinguishers, but then lists the extinguishers that will be required which appear to be in excess of the actual requiremnets of NFPA 10. Shall the contractor provide all the fire extinguishers listed in the scope or follow the requiremnets of NFPA 10?

73. In our initial design analysis of the conceptual drawings, it appears toilet fixtures are insufficient in number for the occupancy load of the building. Is the contractor to follow the layout provided or is the contractor responsible to provide the correct number of fixtures according to code?

All drawings included in Appendix 3 are reference only. Follow the requirements in the SOW.

74. In our initial design analysis of the conceptual drawings, it appears large conference room is of insufficient size for the occupancy stated in SOW. Is the contractor to follow the layout provided or is the contractor responsible to size the conference room per code?

75. In our initial design analysis of the conceptual drawings, it appears the breakrooms are of insufficient size to accommodate equipment required in SOW. Is the contractor to follow the layout provided or is the contractor responsible to size the breakroom to accommodate the items listed in the scope?

76. FTFA13-1096 SOW 8.17.18 Section 4.10.4 – 1.1 pg 21 requires kraftback insulation in the walls and roof. Modular building manufacturers generally use unfaced insulation in their building process, is this acceptable for this project?

77. FTFA13-1096 SOW 8.17.18 Section 4.10.4 – 2.3 pg 22 and 3.2.L and O seem to reference spray foam insulation in addition to the fiberglass. Generally one system or the other is used, please advise which insulation system is desired or advise if the intention of the scope is to seal around the penetrations, boxes, etc with spray foam insulation from a can and then insulate the walls with fiberglass.

Section includes types of insulation approved; final determination of type used rests with the awarded contractor’s design which is based on this SOW and the applicable codes identified herein.

78. FTFA13-1096 SOW 8.17.18 Section 2.5.5 – section references “sound attenuation in the walls” of the offices, section 4.10.3.8 pg 18 states “sound grade hardwood” on the doors, section 4.10.4 –

1.1 pg 21 references sound attenuation insulation in the walls, pg 24 reference spray foam insulation for sound attenuation with voids, 4.10.9-2.8 G pg 65 references sound attenuation blankets in the walls.

a. Please advise if there is a specific STC rating number that will be required for these rooms.

No STC rating, however wall construction will meet the requirements of the SOW

b. Please advise if the contractor is responsible to provide independent, third party testing to very this performance or if scope will be limited to using the prescribed construction methods only.

No third party testing is required, design and build to SOW.

79. FTFA13-1096 SOW 8.17.18 Section 4.10.10 references Acoustical Sealant for Exposed and

Concealed Joints – please the extend the drop ceiling is to be sealed? Is this for the edge on the perimeter of the room and joints in the track only?

No Acoustical Sealant is required for the joints, comply with section 4.10.10 for the ceiling.

80. FTFA13-1096 SOW 8.17.18 Section 4.10.19 references an aluminum canopy system, but it is not clear if or where this is required. On the preliminary drawing there are (3) exit doors, please advise which of these will have the canopy system and where it will extend to from each door.

Also please advise which doors should receive and aluminum ADA compatible ramp.

SOW section 4.10.3.6 identifies that all entrance will have canopies. The north double doors will have the ADA access ramp and be treated as the primary entrance.

81. FTFA13-1096 SOW 8.17.18 Section 4.11 notes that Single Packaged Vertical Air Conditioning (SPVAC) DX type units can be used and should not be roof mounted. The scope also mentions mechanical rooms and ductwork but no mechanical rooms are shown on the floorplan provided.

Shall contractor assume that the intent is to have multiple wall or ground mounted units around the exterior perimeter of the facility? Should these units be ducted to distribute the air more evenly in the facility? Or should the contractor add mechanical rooms for the installation air handlers to be installed inside of the facility?

Final design rests with the awarded contractor, however, in reference to the questions: Yes – it is the intent to have multiple wall or ground units around the perimeter. Yes – the units should be ducted to evenly distribute the air. No – the SOW does not intend for a mechanical room inside the facility.

82. FTFA13-1096 SOW 8.17.18 Section 4.12 – The section seems to note options for piping, i.e.

4.12.6.3 Water Piping Above Grade list A – Copper and B – CPVC For all of these sections, may the contractor assume that any of the materials listed in this section may be used at the contractors discretion? For above grade water line may polypropylene (PEX type A or B) be used?

Section 4.12.6.3 limits above grade water piping to A. Copper or B. CPVC – refer to the SOW for requirements for Fire Suppression.

83. FTFA13-1096 SOW 8.17.18 Section 4.13 – Please confirm that full fire suppression is to be provide, and if so there does not appear to be a mechanical room for the fire suppression riser.

Please advise if this can be placed in an exposed location in the general work area, or if a room needs to be added for the fire suppression riser.

A wet-pipe fire suppression system is required. Final design and location rests with the awarded contractor, but reference drawing A-101 sows a “FIRE” room.

84. FTFA13-1096 SOW 8.17.18 Section 7.3.1 pg 181 list a design scheudle with dates and Govt review days, but when these are added together, they total 96 days which is more than half of the POP for the project and will may allow enough time for the manufacture, shipment and delivery within the POP. Please advise if the government is open to fast-tracking the building design so that production can start sooner, or if the design review periods can be reduced.

85. In the SOW the restroom call for a main and an ADA restroom for both genders. It call for all restroom to meet the ADA requirements. Can the restrooms be 2 large restroom as the counts for the building require to have 6 water closets?

Final design must meet the SOW, however it must be code compliant. This could include increasing the size of the two smaller restrooms.

86. In the Specification section of the SOW it call for 2003 IMC & IPC but it call for the current codes in section 4.9. What is the current code for Eglin AFB?

Design will be based on the most current code as of the date of the RFP.

87. With the project being on federal land does the Florida code apply to this project are does the UFC codes?

Refer to the SOW for the applicable codes.

88. Section 4.10.7 calls for Aluminum windows will vinyl windows be acceptable?

No

89. Reviewing the site plan that was provide it appears the building to be square. This is do able but not typical for modular construction. Can the building be long and narrow in design?

Provided drawings are reference only, final design rests with the awarded contractor.

90. Is wood construction acceptable for all walls, and structure of the building?

Refer to SOW section 3.3; specifications for use of wood construction will be required for design as will any testing and load calculations.

91. What voltage does the temporary facility need to be (ie: 120/240v 1ph, 120/208 3ph)?

The user has no special load requirements beyond administrative office requirements (i.e.

120/single phase). Final design will need to incorporate all aspects of all systems required in the SOW (i.e HVAC, lighting, plumbing etc).

92. Are there any floor live load requirements for the building and/or specific rooms of the temporary facility?

The building is administrative with no special loads above the IBC and ASCE requirements

93. What is the sound attenuation required for the office and conference rooms?

94. Please confirm that the temporary space is exempt from the ATFP requirements, and that the HVAC units will not need to be wired to an emergency shut off switch Refer to the answer to question #45

95. Does the temporary facility (or any portion thereof) need to be wired for emergency power? If so, is the contractor to provide a generator?

There is no requirement for emergency power in the SOW.

96. Will any exterior doors or specific room’s interior doors of the temporary space need any type of security (i.e. card readers) All three exterior doors and the interior offices will require access controls.

97. Are any additional exterior lights required on the temporary facility (ie: perimeter for security)?

Foundation has to be designed to meet the structural requirements of the SOW, a reinforced slab was provided as an option.

104. Section 1.1.7 states that access control is to be compatible with the current system operating from building 85. Can you provide more information on the existing system, for example, the specific manufacturer and/or components that are in use in building 85?

The access control systems are maintained by Securadyne.

105. Are there any specific requirements or codes for sustainable or green construction to be met for this project?

106. Section 7.9.1 states period of performance for this contract shall be 90 calendar days for design and 120 calendar days for construction from the NTP. However, Form 1442 states 180 days.

Base Fire Dept Furniture Questions

112. Can substitution be made on any of the furniture that is called out for in the specifications?

113. The systems furniture contradicts on the height of the panels under the standard modifications. Will there be any admin height workstations?

Contractor to base design and bid on requirements in 5.1.1. There are no Admin Height Workstations required.

114. Do we base the workstations on the information listed under 5.1.1 on page 164 or do we go by the Information listed on the CLIN on page 165?

115. Do you require CAT5 or CAT6 for the data plates? Can you elaborate on the exact number of data/voice drops for each workstation? Do you need 1 voice and (4) additional data drops?

Addenda #1 to the SOW (section 2) provides further clarification of the voice and data requirements at each work station, office and conference room. Final design rests with the awarded contractor, but for bidding purposes plan for CAT6.

116. Will the voice receptacle be an RJ11 or RJ45?

130. Please confirm that a sprinkler system is required, regardless of the building construction type and square footage. UFC 3-600-01 calls for a sprinkler when the structure is over 5,000 sq. Ft and of type V construction; however if we were to go to type II construction (in a non-mission essential facility) a sprinkler would not be required until we reach 15,000 sq ft.

131. Please confirm the desired wall mounted packaged HVAC Units. This seems to contradict AF requirements of a DOAS system. Also the RH% listed may not be attainable even with the very best units available on the market.
