SECTION 1

GENERAL REQUIREMENTS

1.1 DESCRIPTION OF WORK

The project will consist of a 145 person Temporary Modular Office Building. The scope of work will consist of Design, Construction, and Installation. The work covered by this Statement of Work (SOW) consists of all labor, tools, equipment, transportation, supervision, and materials necessary in performing all work stated in the requirements of the SOW.

Site Location: Eglin Air Force Base, Florida, Main Base. See Appendix 1 for site location.

145 person Temporary Modular Office Building will be Purchased by the contractor. It is approximately 14,700 square feet. It will have a contractor’s warranty and maintenance for one

(1) year from the time of Beneficial Occupancy.

Systems and Modular Furniture: The contractor is to design, Purchase, assemble and install the workstations, to include all supporting electrical wiring, communication and data wiring to all workstations.

Furniture: The contractor is to design, Purchase, assemble and install office furniture.

Conference tables, task chairs, filing cabinets, projector screens, etc. and install all supporting electrical wiring, communication and data wiring as required.

Site Work: The contractor will be required to design and provide all site work, utilities to include but not limited to electrical, water, sewer, and communications. Utilities will be installed on site; contractor is to make all connections to the modular facilities. Electrical (CHELCO) and Water/Sewer (ASUS) are currently privatized utilities on Eglin, coordination with these entities by the Contractor for connection requirements will be required.

Access Controls: Access Controls must be compatible and work with the current system operating from building 85. Current system in building 85 is provided by Securadyne.

PROGRAMMING REQUIREMENTS

2.1 PROGRAMMING REQUIREMENTS FOR FTFA131096 SITE SUPPORT AND

TEMPORARY MODULAR FACILITY (96 CTG)

This Project will require the Design, Purchase and Installation of one (1) pre-engineered modular building. The 96 Cyberspace Group (96 CTG) requires an interim workplace to support 145 personnel. This will require an approximately 14,700 square foot modular building. Included in these services will be the layout for 139 system workstations and six offices to fit the modular building requirements. Design, Purchase and Installation will include but not limited to all interior electrical, plumbing, communications, fire alarm, access control as well as all exterior utility requirements for the site to include electrical, plumbing, and communications. The Contractor is to Design, Procure, Construct, and Install a complete and usable project as stated in this Statement of Work.

2.1.1.1 See Appendix 8.1 for Proposed Site Layout and Appendix 8.2 for Floor Plan Diagram.

It is approximately 14,700 square feet (Final size determined by requirements included here-in). It will have a contractor’s warranty and maintenance for one (1) year from the time of Beneficial Occupancy.

Systems and Modular Furniture: The contractor is to Design, Purchase, Assemble, and

Install the System and Modular Furniture Workstations. Installation includes but not limited to the units themselves as well as all supporting electrical wiring, communication and data wiring to all workstations.

Furniture: The contractor is to Design, Purchase, Assemble, and Install the Office

Furniture. Furniture requirement includes executive office furniture, conference tables, task chairs, filing cabinets, projector screens, etc as noted herein. Installation includes but not limited to the units themselves as well as all supporting electrical wiring, communication and data wiring to all workstations.

Site Work: The contractor will be required to Design, Provide, Construct, and Install all site work and utilities (to include but not limited to electrical, water, sewer, and communications).

Requirement includes connections to the modular facility. Please note and comply with privatized utilities as noted in paragraph 1.1.6 of this SOW. Sheet C-101 of Appendix 3 shows utilities – Contractor is responsible for field verifying existing utilities and capabilities for servicing the Temporary Building.

The occupants will be divided into three (3) areas. Area 1 is the Centralized Shared Accommodations. Area 2 is the 96 CTG Open Work Space, and will consist of 139 personnel. Area 3 is the 96 CTG Offices, for 6 personnel, and Conference Room.

See Appendix 8.2, Facility Diagram.

2.2.3.1 Conference Room 1: A forty (40) person Conference Room. It will have a conference table for fourteen (14) seats and room for another twenty six (26) standard task chairs around the perimeter of the conference room. The room will have communication and electrical connections to support a wall mounted monitor, and support video telephone conference. The conference room table needs to support power outlet connections, video connection interface (SVGA, DVI, HDMI) and network connections. The conference room will need a credenza to host the video/monitor systems, VTC equipment, and computers. The room shall have a 65” computer monitor (CFCI) with dedicated computer connection. Two (2) white boards are required (4’ x 8’) and two (2) pin-up mounting boards are required (4’ x 4’). The conference room will require three (3) duplex wall outlets for power along the long walls and two (2) on the short walls around the conference room for laptops. The conference room table will require power for four (4) outlets and LAN outlets for two (2) laptops. Each wall will contain a 6-port data outlet as well. The conference room must be lockable from the inside of the room.

2.2.3.2 Conference Room 2: A twenty (20) person Conference Room. It will have a conference table for eight (8) seats and the room will accommodate twelve (12) standard task chairs around the perimeter of the conference room. The room will have communication and electrical connections to support a wall mounted monitor, and support video telephone conference. The conference room table needs to support power outlet connections, video connection interface (SVGA, DVI, HDMI) and network connections. The conference room will need a credenza to host the video/monitor systems, VTC equipment, and computers. The room shall have a 65”

Two (2) white boards are required (4’ x 8’) and two (2) pin-up mounting boards are required (4’ x 4’). 2.2.3.3 Conference Room 3: A twenty (20) person Conference Room. It will have a conference table perimeter of the conference room. The room will have communication and electrical connections to support a wall mounted monitor, and support video telephone conference. The conference room table needs to support power outlet connections, video connection interface (SVGA, DVI, HDMI) and network connections. The conference room will need a credenza to host the video/monitor systems, VTC equipment, and computers. The room shall have a 65” computer monitor (CFCI) with dedicated computer connection. 2.2.3.4 Conference Room 4: A twenty (20) person Conference Room. It will have a conference table perimeter of the conference room. The room will have communication and electrical connections to support a wall mounted monitor, and support video telephone conference. The conference room table needs to support power outlet connections, video connection interface (SVGA, DVI, HDMI) and network connections. The conference room will need a credenza to host the video/monitor systems, VTC equipment, and computers. The room shall have a 65” computer monitor (CFCI) with dedicated computer connection. Two (2) white boards are required (4’ x 8’) and two (2) pin-up mounting boards are required (4’ x 4’). The conference room table will require power for two (2) outlets and LAN outlets for two (2) laptops. Each

2.2.3.5 Break Room 1: The break room will accommodate base cabinets and upper cabinets, and pantry cabinet. The sink will be a stainless steel two compartment sink with one large goose neck faucet and garbage disposal. The breakroom will accommodate three (3) refrigerators, two (2) microwaves, two (2) coffee pots, two (2) bulletin boards, one (1) ice maker, and room for recycling bins and trash cans

2.2.3.6 Break Room 2: The break room will accommodate base cabinets and upper cabinets. The sink will be a stainless steel two compartment sink with one large goose neck faucet and garbage disposal. The breakroom will accommodate two (2) refrigerators, one (1) microwave, one (1) coffee pot, and room for recycling bins and trash cans

2.2.3.7 Men’s Restroom (Main): Provide for lavatories and water closets, and urinals. Double roll dispenser for each water closet, mirrors, soap dispensers for each lavatory, paper towel dispensers, and trash receptacle. Must meet ADA requirements. Door will be lockable from the inside with an automatic unlock mortise.

2.2.3.8 Men’s Restroom (ADA): Provide for one lavatory and water closet. Double roll dispenser for water closet, mirrors, soap dispensers for lavatory, paper towel dispensers, and trash receptacle. Must meet ADA requirements. Door will be lockable from the inside with an automatic unlock mortise.

2.2.3.9 Women’s Restroom (Main): Provide for lavatories and water closets. Double roll toilet tissue dispenser for each water closet, paper towel dispenser, soap dispenser for each lavatory, mirrors, and trash receptacle. Must meet ADA requirements. Door will be lockable from the inside with an automatic unlock mortise.

2.2.3.10 Women’s Restroom (ADA): Provide for one lavatory and water closet. Double roll dispenser for water closet, mirrors, soap dispensers for lavatory, paper towel dispensers, and trash receptacle. Must meet ADA requirements. Door will be lockable from the inside with an automatic unlock mortise.

2.2.3.11 Print/Copy Area: Space for one (1) multi-task large printers with 120V, 20 Amp electrical outlets. Space for two (2) desktop printers with 120V, 20 amp electrical outlets. Space for one (1) Shredder. Shredder will require 120V, 20 Amp electrical outlets. Provide space for three (3) cabinets, each 60” x 41” x 18”.

2.2.3.12 Janitor Closet: Provide for one mop sink, one faucet, one shelf, and mop holder.

2.2.3.13 Storage: A 280 square foot space with shelving racks for storage of materials and equipment used in the daily and routine operations of the group personnel.

2.2.3.14 Communication Room: IAW service directives. Approximately 150 square feet. This room will house the network equipment that includes equipment racks (GFCI) and equipment along with work/storage space. Space must be environmentally controlled to maintain 65 to 70 degrees Fahrenheit.

2.2.4.1 Modular Open Offices Workstations: Modular systems furniture for one hundred and thirty-nine (139) personnel. The standard workstation will be 8 feet x 6 feet. Each workstation shall have a voice drop, data drop and electrical outlets as required by code and the electrical and communications requirements in the SOW.

2.2.5.1 Private Office (GS-14): 130 square feet of office space. The office will be floor to ceiling stud walls with sound attenuation in the walls. The office will have a door and will be lockable from the inside. It will require voice drops, data drops, and electrical outlets as required by code and the electrical and communications requirements in the SOW.

PROPOSED DESIGN REQUIREMENTS

3.1 The Contractor shall be provided this Statement of Work (SOW) which incorporates Eglin’s AFB programming efforts that better define the scope and direction of the FTFA131096 Site Preparation and Temporary Building requirements. The Contractor will work with an A&E firm selected by the Contractor to consolidate these requirements into a set of Plans and Specifications for a complete and usable facility. The design of architectural, interior, structural, civil, mechanical, fire protection, electrical and other engineering features of the work shall be accomplished, reviewed, and approved by architects, engineers, and interior designers registered to practice in their respective professional fields in a State or possession of the United States, in Puerto Rico, or in the District of Columbia. All drawings and specifications shall then be stamped and sealed by that licensed A&E firm.

3.2 The Contractor’s proposal shall be based on price and value. The Contractor will include design;

site preparation for infrastructure and site utilities; installation of modular facilities, to include foundations, building utility systems and interior finishes; and install office furniture and modular office workstations to meet the requirements and intent of the design that has been provided by the Statement of Work (SOW). The Contractor will require the assistance of a registered A&E firm to design the project in accordance with the design schedule. The design and construction shall comply with the criteria contained herein in conjunction with industry standard materials and efficient practices. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications, and other documents or publications upon which the design and construction are based. The Government shall have final acceptance authority for the final overall design, materials, finishes and colors used for the project.

3.3 The following is the overall general requirements for the design and construction for the temporary modular buildings:

Exterior Requirements: The modular office building will be set on concrete footings or equivalent to meet the required wind and design loads within this SOW. The exterior walls will be wood or metal studs sized and spaced to meet the required wind and design loads within this SOW. The walls will be insulated with R-21 with kraftback, the roof area will be insulated with unfaced R-45 insulation, and the floor will be insulated with R-21. The exterior walls will be finished in the building manufacturer’s metal siding. Building color will match Federal Standard Color #37769. The roof will be the building manufacturer’s single ply EPDM membrane roof system. The windows will meet blast resistant requirements in accordance with ATFP guidelines.

Interior Requirements: The interior walls will be wood or metal studs with 5/8 inch wallboard or manufacturer’s standard vinyl covered gypsum wallboard to meet building code. All walls will be painted from floor to above the ceiling. The interior finishes will include casework in the breakroom; carpet tile in all offices, open areas of the workstations, SECTION 3: Proposed Design Requirements 9 | Page and conference rooms; vinyl composition tile on the floors of the restrooms, breakroom, janitor’s room, storage room, and communication rooms.

DISCIPLINE REQUIREMENTS AND SPECIFICATIONS

4.1 SPECIFICATIONS: More specific requirements are further detailed in the following general specifications of this section of the requirements. This SOW provides the customer’s and Eglin Air Force Base overall requirements; it does not capture all components or specification sections required for the constructability of the project and were deliberately left out. The specification sections incorporated are to give design and construction guidance to meet the requirements for this project. All required specifications, design analysis and plans will be incorporated by the A&E and the Contractor in the Design portion of this Design-Build project.

4.2 GENERAL CIVIL DESIGN REQUIREMENTS:

Design and Construction shall comply with the following technical standards and requirements, and any not listed that are required by federal, state, or local regulations/codes.

The information shall be the current edition, where there is a conflict in requirements, the most stringent shall apply.

The project is needed to offer swing space and temporary office facilities to accommodate

145 personnel and administrative requirements of the 96 CTG. The proposed site is the former Bowling Alley which has been removed. Please see Appendix 1 Proposed Site Layout as well as Appendix 3. The referenced proposed drawings are concept, which does not constitute or imply a final design based on the government’s proposal.

Design to include foundation design for modular office components, sidewalk layout, water and sewer connections, electrical, and storm water design (if applicable). The design should include the State of Florida Northwest Florida Water Management District (NWFWMD) Storm Water Permit. Permitting shall include all permit fees and surveying to design and obtain said permit. In addition, the A/E Design Engineer of Record is responsible for finalizing and closing out the permit through the permit certification of completion when project is completed which will require an as built survey.

4.3 GENERAL DESIGN REQUIREMENTS:

The Contractor shall prepare complete construction documents for all work to be demolished and constructed. The construction documents to be prepared include, but are not limited to, construction drawings, specifications, design analysis and calculations. The construction documents shall be sufficient to afford a clear understanding of the construction work required. The work shall be organized in a manner that will assure thorough coordination between engineering disciplines, between drawings and specifications, and various details on the drawings.

The Contractor shall be responsible for the professional quality, code compliance, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or

SECTION 4: Discipline Requirements and Specifications 12 | Page publications upon which the design and construction are based. The Contractor shall crosscheck all work until all conflicts have been reconciled.

The Contractor shall select an Engineering firm as Designer of Record to develop the construction documents complete, stamped and sealed by that licensed engineering firm. The design civil features of the work shall be accomplished, reviewed, and approved by engineers registered to practice in their respective professional fields in the State of Florida.

The design of the temporary office site shall be consistent with the UFC, Florida Department of Transportation and U.S. Department of Transportation Federal Highway Administration Manual on Uniform Traffic Control Devices, latest edition, and Florida Department of Environmental Regulation. The Government shall have final acceptance authority for the final overall design, materials, and layout for this project.

4.4 GENERAL PROJECT REQUIREMENTS:

Project will require layout and site work for the proposed temporary office buildings.

Project will require sodding.

Project will provide access for the physically disabled as required by ADA and Uniform Federal Accessibility Standards.

A utility site plan for the proposed siting is provided as Sheet C-101 of Appendix 3. This is for reference only, Contractor shall verify location and suitability of utilities as part of the design phase.

Project shall include any new water and sewer line extensions, tie-ins, and potential lift station design and installation which shall be designed and approved by a registered professional engineer licensed to practice engineering in the State of Florida.

Surveys to be provided by a professional land surveyor licensed to practice surveying in the State of Florida. All elevations shall be NAVD88. Construction drawings and as-built construction drawings including surveys shall also indicate all utility line locations. This shall include water, sewer, storm water, communications, fiber optic, telephone, power lines, and any other features within the construction site.

4.5 GENERAL CIVIL REQUIREMENTS

The Contactor shall determine permit requirements as part of the design process and shall submit draft applications as part of the submittal process. The permits shall be listed by title, permit number, permitting agency, effective date, and expiration date. The Contractor shall be responsible for submitting all applications and paying for all associated fees for environmental permits for the project. All environmental permits applications and construction completion certificates shall be prepared by an engineer registered in the state of Florida. The approved permit application must be provided to the Contracting Officer prior to starting construction on any of these activities. All Florida Department of Environmental Protection permits and completion certificates shall be routed through Eglin Environmental Division (CEV) during this process. The Contractor shall submit the construction completion certificate on all permit applications received by the Contractor from local, state and federal agencies within the specified time frame (according to each permit) upon completion of the permitted activity. The construction completion certificates shall be provided to the Contracting Officer.

No government borrow pits are available. Material removed must be disposed of off Government lands.

The Contractor shall provide a geotechnical investigation and shall consist of subsurface investigation, soil borings, and design. The Contractor shall provide any plans and design analysis to the Government for review.

The Contractor shall verify actual locations of all utilities. Coordination of all site work on the project, including utility work, is the responsibility of the Contractor.

All utilities which may have to be rerouted, including fiber optic, electrical service, telephone and cable TV, shall be installed underground. New underground utility lines, including appurtenant structures such as valve boxes, manholes, vaults, etc., shall not be located under pavement, road shoulders, or drainage swales to the maximum extent practicable.

The utility lines shall be marked with plastic marking tape. The tape shall be manufactured with integral wires, foil backing, or other means to enable detection by a metal detector when the tape is buried up to 3.28 feet deep. The tape shall be of a type specifically manufactured for marking and locating underground utilities. The metallic core of the tape shall be encased in a protective jacket or provided with other means to protect it from corrosion. Warning tapes shall be provided and installed directly above all buried pipes or wires, at a depth of 18-inches below finished grade. Tape color shall be as specified below and shall bear a continuous printed inscription to describe the specific utility.

Drawings shall include but not be limited to the following: Parking Lot Configuration Plan with Construction Cross Sections Utility locations and Tie Ins with respect to potable water and sewer Double Check Valve Backflow Preventer Storm Water Management Plan Consistent with the NWFWMD ERP Permit.

Design Loads: Design dead, live, and wind loads and load combinations shall be in accordance with IBC and ASCE 7-10.

Wind loads shall be based on a 150 miles/hr Basic Wind Speed, 3 second gust, exposure Category “C”, design as an “open structure.”

Specified minimum compressive strength f ‘c shall be 4,000 psi at 28 days for concrete slabs-on-grade to receive vehicular traffic. Specified minimum compressive strength f ‘c shall be 3000 psi at 28 days for all other concrete. Reinforcement shall comply with ASTM A615, Grade 60, minimum. Structural plain concrete is not permitted.

4.6 GENERAL LANDSCAPE

The Contractor shall provide Argentine Bahia sod in all disturbed areas of the project site, swales, and embankments. The Contractor shall maintain the grassed areas (cut, water, fertilize, and weed) until contract completion. Turf preparation shall include eradication of unwanted vegetation and the use of a pre-emergent granular herbicide. Provide a soil test that includes ph, potassium, phosphorus, calcium, magnesium, nematode count, and soil amendment recommendations (N-P-K). Fertilizer and other soil amendments shall be applied as recommended in the soil test.

No landscaping trees or plants are required.

No lawn and landscape irrigation system is required.

4.7 GENERAL ENVIRONMENTAL REQUIREMENTS

The Contractor shall prevent environmental pollution and damage as the result of site improvement operations under this contract. Environmental pollution and damage is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life;

affect other species of importance to human life; or degrade the utility of the environment for aesthetic, cultural and/or historical purposes. The control of environmental pollution and damage requires consideration of air, water, and land resources; and includes management of visual aesthetics; noise, solid, chemical, and liquid waste; radiant energy and radioactive materials; as well as other pollutants.

Hazardous material shall be stored in lockers specifically made for storage of hazardous materials. Material Safety Data Sheets for all hazardous materials brought on base shall be

SECTION 4: Discipline Requirements and Specifications 15 | Page submitted to the Contracting Officer. An initial inventory and a monthly usage of hazardous materials shall be submitted to the Contracting Officer quarterly during construction.

The Contractor shall comply with all applicable environmental Federal, State, and local codes, laws, and regulations. Delays resulting from failure to comply with environmental laws and regulations shall be the responsibility of the Contractor and not a reason for extension of the contract duration.

4.8 CONSTRUCTION REQUIREMENTS

The Contractor shall be responsible for site visits to obtain site conditions, dimensions, utilities, and infrastructure. Any drawings provided to the Contractor are for reference/information purposes only. The Contractor shall provide any and all deviations to accepted local, state, and federal building practices and codes to the attention of the Contracting Officer for review and consideration by the government. The Contractor shall be fully responsible for obtaining, and maintaining, utility spotting and location digging clearance by filling out the AF Form 103 – Base Civil Engineering Work Clearance Request prior to the commencement of any site work.

The Contractor Site Access, Staging Areas and Haul Routes shall be coordinated with the Contracting Officer and 96 CEG/CENM. The Contractor shall follow good housekeeping procedures and keep the construction site neat and free of trash and debris.

4.9 GENERAL STRUCTURAL DESIGN REQUIREMENTS:

Structural Drawings and Submittals shall include but not be limited to the following:

Design shall conform to Semi-Permanent facility construction level, as defined by UFC 1- 201-01: Non-Permanent DoD Facilities in Support of Military Operations. No reduction in wind loads will be allowed.

Final Design Drawings will be sealed and signed by a Professional Engineer, Registered in the State of Florida

It is the designer’s responsibility to select and use the most stringent design and construction requirements.

Special Foundation Requirements:

A. If used, all interior CMU support piers shall be reinforced and fully grouted.

B. The crawl space below pre-manufactured floor joists and top of grade shall be 18 inches minimum. Provide secure crawl space access with openings no less than 20 inches x 30 inches.

1. Option: A reinforced slab on grade with thickened edges and thickened footings below load bearing elements shall be allowed at contractor’s option. Minimum slab thickness is 4 inches.

Specifications: The SOW provides the customer’s and Eglin Air Force Base overall requirements; it does not capture all components or specification sections in the requirements for the constructability of the project and were deliberately left out, but they will be incorporated by the A&E and the Contractor in the Design/Build of the project. The Sections

4.10.3.1 Handicap Accessibility: Toilets, hardware, doors, water coolers, signage, ramps, etc. shall be designed to accommodate the physically handicapped, in accordance with applicable codes, including the Uniform Federal Accessibility Standards (UFAS) and the Americans with Disabilities Act (ADA).

4.10.3.2 Exterior Wall Finishes: Manufacturer’s metal siding. Exterior walls will match Federal Standard Color #37769.

4.10.3.3 Roof Material: Manufacturer’s standard EPDM single-ply membrane system is acceptable.

4.10.3.4 Exterior Windows and Glazing: Provide windows in the conference rooms and open areas where it is permitted.

4.10.3.5 Exterior Doors: Metal Doors and Frames for all exterior door locations.

4.10.3.6 Front Entry Canopy: Provide an aluminum canopy cover at all entrances.

4.10.3.7 Interior Wall Construction: All interior walls shall be constructed of 5/8-inch gypsum board on galvanized metal stud wall framing. Interior side of exterior wall shall be constructed of gypsum board on galvanized metal or wood stud framing. Interior walls shall be supported by intermediate supports back to the roof framing to stabilize the walls. Wood blocking or metal supports will be located where support of grab bars, lavatories, shelving, cabinetry, doors, and windows, etc. are required for additional support. Manufacturer’s Vinyl Faced Gypsum Board on wood studs is acceptable.

4.10.3.8 Interior Doors: Interior doors shall be solid stave core with hardwood veneer. Door facing’s shall be of sound grade hardwood or hardboard for painted or stained finish. Hardwood veneers shall be rotary cut. All interior doors shall have hollow metal frames.

4.10.3.9 Door Hardware: Hardware will be provided for all exterior and interior doors. Hardware components shall meet ADAGG and UFAS requirements for accessibility, and NFPA requirements for life safety. Provide lever handles in lieu of knobs.

4.10.3.10 Locksets: All lock sets and latch sets shall be extra-heavy duty lever cylindrical with Best 7-pin interchangeable core. Lockset and cores to be of the same manufacturer to maintain complete lockset warranty. Locks shall have solid shank with no opening for access to keyed lever keeper. The Keyed Lever to be protected by means of a break-away mechanism to prevent forced entry, when excessive torque is applied, a replaceable part will shear.

Lock chassis must be through-bolted (outside of the lock chassis prep) to prevent rotation of chassis after installation. Lock manufacturer shall provide a three-year warranty to the Government.

4.10.3.11 Cylinders and Cores: Provide cylinders for new locks, including locks provided under other sections of this specification. Cylinders shall be fully compatible with products of the Best Lock Corporation and shall have interchangeable cores which are removable by a special

SECTION 4: Discipline Requirements and Specifications 19 | Page control key. The cores shall have seven pin tumblers and shall be factory set using the A4 system and F keyway. Submit a core code sheet with the cores. The cores shall be master keyed in one system for this project. Provide construction interchangeable cores. The Government, or the Government’s agent, will install permanent cores and return the construction cores to the Best Access Systems Factory Representative. All Construction cores and keys remain the property of Best Access Systems.

4.10.3.12 Keying System: Provide a master keying system.

4.10.3.13 Keys: Furnish one file key, one duplicate key, and one working key for each key change and for each master keying system. Furnish one additional working key for each lock of each keyed-alike group. Stamp each key with appropriate key control symbol and “U.S.

property-Do not duplicate.” Do not place room number on keys. Furnish seven change keys for each interchangeable core, furnish two control keys, six master keys, and six construction keys.

4.10.3.14 Hardware Finishes: Hardware shall have BHMA 639 finish (satin stainless steel), unless specified otherwise. Provide items not manufactured in stainless steel in BHMA 626 finish (satin chromium plated) over brass or bronze, except surface door closers which shall have aluminum painted finish, and except steel hinges which shall have BHMA 652 finish (satin chromium plated). Hinges for exterior doors shall be stainless steel with BHMA 630 finish.

Exit devices may be provided in BHMA 626 finish in lieu of BHMA 630 finish. Exposed parts of concealed closers shall have finish to match lock and door trim. Hardware for Aluminum doors shall be finished to match the doors.

4.10.3.15 Exterior Door Hinges: Provide stainless steel, heavy duty hinges with non-removable pins.

4.10.3.16 Building Number Signage and Facility Signage: Building Number Signs: 4” x 16” aluminum metal plate with 4” high numbers painted on the sign. The sign colors will meet the base standards. Building number signs are required at all four corners of each building.

Facility Signage: 8” tall cast aluminum letters in Helvetica Style. To be mounted on the face of each building near the front entrance.

4.10.3.17 Interior Signage: Signs, plaques, and dimensional letters shall be the standard product of a manufacturer regularly engaged in the manufacture of such products. The signage system shall utilize modular components and a decorative laminate face with applied graphics including all tactile requirements in adherence to ADA specifications. Signage graphics shall be an integral graphics and Braille achieved by photomechanical stratification processes. Photopolymer used for ADA compliant graphics shall be of the type that has a minimum durometer reading of 90. Tactile graphics must be raised 1/32 inch from the first surface of plaque by photomechanical stratification process. Machined engraved letters, numbers, symbols and other graphics into panel sign on face to produce precisely formed copy and sharp images, incised to uniform depth. Melamine plastic engraving stock used

SECTION 4: Discipline Requirements and Specifications 20 | Page for ADA compliant graphic shall be three-ply lamination contrasting color core. All rooms or areas shall require signage.

4.10.3.18 Interior Finishes: In general, the Structural Interior Design (SID) involves the selection and coordination of all the building related materials and finishes. The material finishes and colors are to be durable and maintain their appearance with easy cleaning applications.

4.10.3.19 Entrance ways: All entrances will have Area Walk Off Mats.

4.10.3.20 Breakroom: Vinyl Composition Tile

4.10.3.21 Restrooms: Flooring will be vinyl composition tile (VCT) and fiberglass reinforced plastic panel for all the interior walls. Ceilings are to be either gypsum board painted ceilings or sag resistant, high humidity resistant, anti-microbial, 24” by 24” acoustical ceiling tile with square edge and a white 15/16-inch grid. Urinal and toilet partitions shall be solid phenolic.

All new toilet paper dispensers, soap dispensers, hand towel dispensers and trash cans, and mirrors shall be provided. The counter top and backsplash, for the lavatories shall be solid surface counter top.

4.10.3.22 Private Offices and Open Office Areas: Carpet Tile

4.10.3.24 Mechanical and Electrical rooms shall receive vinyl composition tile, painted walls and ceiling that are appropriate for the space.

4.10.3.25 Miscellaneous Finishes: Resilient edge strips shall match adjacent surfaces, fire extinguisher cabinets are to be factory white or brushed stainless steel, all exposed metal that is not a factory finish shall be painted to match the adjacent walls or as directed by the Contracting Officer. Metal doors and frames shall be primed and finished with a semi-gloss enamel.

THERMAL INSULATION

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Walls will be insulated with R-21 with kraftback, the roof area will be insulated with unfaced R-45 insulation, and the floor will be insulated with R-21.

2. Sound Attenuation Insulation: Provide sound attenuation insulation in all private offices, restrooms, breakroom, mechanical rooms, and conference rooms.

1.2 ACTION SUBMITTALS

A. Product Data: For each type of product indicated.

B. Spray polyurethane foam insulation manufacturer shall confirm that the spray insulation will bond to the substrate. Spray insulation contractor shall be responsible for providing bonding agent, physical anchors and/or other accessories or method necessary for spray polyurethane foam insulation system bond to existing substrate.

1.3 INFORMATIONAL SUBMITTALS

A. Product test reports.

PART 2 - PRODUCTS

A. Retain types of insulation required in insulation articles below. Coordinate selections with thicknesses and thermal resistances indicated on Drawings and with HVAC design and energy program.
