Responses to Questions – FA2823-16-Q-8004

1. It looks like the CRAC unit can be equipped with either a BACnet over MSTP or a BACnet over IP option, per page 11 of 16, “Select MC-2000 Options”.

In the SOW, there is a requirement “that the new system have the ability to interface over TCP/IP (network) to government owned computing assets for monitoring and control.”

Can you clarify whether it is intended for this CRAC unit to interface to the basewide EMCS Niagara server operated by the shops; or whether there is another local, internal monitoring function in this facility whereby the CRAC unit would be monitored?

Answer: It would be a local, internal monitoring function in our facility where the CRAC unit would be monitored. The contractor can provide or recommend the client S/W for this at their discretion.

It will not be interfacing to the basewide EMCS Niagara server.

2. The SOW states in section 3.6 " The existing ducting incorporates RF shielding baffles (wave guide filters) and should be reused as much as possible.”

Answer: Since room must remain an RF shielded room, any new ducting would also have to incorporate RF baffles and be recertified for RF attenuation. Any dampers in the existing ductwork shall be inspected, repaired or replaced as required to meet fire requirements and to allow for air system balancing.

3. Is the re certification for RF attenuation to be completed by the contractor, or the Government?

Answer: As long as the existing ducting RF shielding baffles are not disturbed (and there should be no technical reason to disturb them) then there is no testing requirement. If they are modified/removed/replaced etc. then the contractor is responsible for RF shielding testing. RF shielding info is attached.

4. Is test and balance required for this project?

Answer: There is no requirement for air balancing since there is very little ductwork and really nothing to balance.

5. SOW section 3.2. The contractor shall work with and comply with all requirements levied by Eglin Civil Engineering (96 CEG) which will include drawings, an engineer of record, etc.

Does this mean as-builts will be required at the end of this project?

Answer: As far as a testing requirement, there are no hard specifications that he needs to test against The contractor must demonstrate however that the CRAC functions as intended. In other words it cools, heats, dehumidifies, etc.
