STATEMENT OF WORK FOR

REPLACEMENT OF COMPUTER ROOM HVAC SYSTEM IN

BUILDING , EGLIN AFB FLORIDA.

1. BACKGROUND:

The seeks to replace a non-functional A/C unit located in room building Eglin AFB. The A/C unit is an old standalone unit made by DATAC that has failed and is no longer supportable.

2. EXISTING SYSTEM:

The existing system specifications were taken from the name plates and are shown below for reference. To date, no documentation on the existing system has been located; the new system must meet the capability of this current unit in terms of the following, although the new system does not need to be from the same manufacturer:

36lbs of R22 refrigerant, low side 150 PSIG, high side 350 PSIG

Reheat #1, 7KW, 60 Hz, 3 phase Reheat #2, 7KW, 60 Hz, 3 phase

Humidifier:

Condair model MES-10, serial number 84HF859303, 3.4KW, 60 Hz, single phase, 460VAC, 6.5 F.L.A., 8.1 Max fuse, 10 lbs/hr

The system consists of the air handler and an outside chiller/condenser unit. The air handler is mounted in the entryway to the facility and is adjacent to and connected to room through short supply and return ducting directly through the wall into the room. The existing ducting incorporates RF shielding baffles and should be reused if possible. Since room must remain an RF shielded room, any new ducting would also have to incorporate RF baffles and be recertified for RF attenuation.

3. SCOPE

AFTC/PZIOA, intends to solicit, negotiate, and award a contract for the replacement of the computer room HVAC system for room . The new HVAC system must provide the same capability in terms of the amount of heat, cooling, humidification and dehumidification as the existing system did. The new HVAC system shall incorporate technology that will supply the correct amount of heating and/or cooling required by the changing thermal load in the room. (For example variable speed compressors and/or blower fans). The system can be all Freon based or Freon/water based or any other technology that meets the requirements. It is desired that the new system be energy efficient. It is also desired that the new system have the ability to interface over TCP/IP (network) to government owned computing assets for monitoring and control.

3.1. The contractor shall be responsible for managing the entire project (i.e. turn-key).

3.2. The contractor shall work with and comply with all requirements levied by Eglin Civil Engineering (96 CEG) which will include drawings, an engineer of record, etc.

3.3. The contractor shall comply with all requirements for integration of the HVAC system to the building fire alarm system. There is a fire alarm panel located in the room where the CRAC will be located. According the base alarm shop, there should be plenty of space to tie in the smoke detector that will be required with the new AC unit. The recommended alarm contractor is Securadyne (888-409- 2224 Pensacola Office) as they are the fire alarm contractor doing the current work for HVAC project and are very experienced with the system.

The contractor will need to provide a shop drawing from a Nicet IV technician to 96 CEG showing the alarm tie-in plans. Securadyne is very familiar with this process and is the recommended vendor for the winning contractor to work with for compatibility with the existing alarm system.

3.4. The contractor shall remove and dispose of the existing HVAC system (air handler, outside unit, old electrical and plumbing hardware, etc.). The contractor can re-use what is salvageable to complete this project.

3.5. The contractor shall identify and procure a new HVAC system that meets the requirements.

3.6. The contractor shall install the new HVAC system, which includes all required components (inside and outside), electrical work, plumbing work, mechanical work, ducting work, control installation, fire alarm interfacing or any other work necessary to bring the new system into operation and in compliance with Eglin AFB Civil Engineering requirements. The existing ducting incorporates RF shielding baffles (wave guide filters) and should be reused as much as possible.

Since room must remain an RF shielded room, any new ducting would also have to incorporate RF baffles and be recertified for RF attenuation. Any dampers in the existing ductwork shall be inspected, repaired or replaced as required to meet fire requirements and to allow for air system balancing.

3.7. The contractor shall start up and verify operation of the new system and correct any problems found.

3.8. The contractor shall provide training to personnel on the operation of the system.

3.9. The contractor shall supply a copy of the system manuals to .

Contractor format is acceptable.

4. SPECIAL NOTES:

is a secure facility; therefore no foreign nationals can be utilized at or near the facility on this project.

EAFB access is required and can be worked through the base affidavit/DBIDS process. Anyone not possessing a security clearance must be escorted in facilities at all times.

Normal operating hours are 0700-1700 M-F. The facility is closed weekends and government holidays. The facility may also be closed on a TBD basis due to mission support activities. Working outside of these hours or days may be possible on a case by case basis with 48 hours advanced notice and depending on availability of personnel for escort.
