EVALUATION--COMMERCIAL ITEMS

BASIS for Contract Award

1. This is a competitive Best Value acquisition utilizing Lowest Price Technically Acceptable (LPTA) basis

IAW FAR 15.101-2. This procurement will be conducted as a HUBZone Set-Aside. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price

ii. Technical Acceptability

2. Offerors shall propose on all items. Any offer that fails to cite a price for each item or fails to make an entry that indicates service will be provided at no charge may be rejected as nonconforming to this combined synopsis/solicitation.

3. Only Firm-Fixed-Price (FFP) offers will be evaluated. An offer using a sliding price scale or subject to escalation based on any contingency will not be accepted.

4. The evaluation process will proceed as follows:

a. Price: The proposed prices for all CLINs (including Options) will be added together to determine the Total Evaluated Price (TEP) and ranked from lowest TEP to highest TEP. Price will be evaluated for reasonableness subject to the processes described. Reasonableness will be determined based on prices submitted by the competition, current market conditions, and comparison to the Government estimate, if applicable. The Government may determine that an offer is unacceptable if the prices

(including options) are materially unbalanced. Materially unbalanced prices risk rejection. Evaluation of options shall not obligate the Government to exercise the option(s).

b. Technical Acceptability: The lowest offerer will then be ranked according to Technically

Acceptable/Unacceptable based on the following technical qualifications:

i. Management Capability

ii. Requirement Specific Abilities

If the first lowest Total Evaluated Price (TEP) offer is determined to be technically acceptable that offer represents the Best Value for the Government and the evaluation process stops at this point.

Award will be made to that offeror without further consideration of any other offers. If the first lowest

TEP offer is not deemed technically acceptable, the next lowest offer will be evaluated until an offer is deemed technically acceptable. The Government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a Technically Acceptable rating.

5. Offerors are cautioned to submit sufficient information and in the format specified in FAR 52.212-1.

Offeror’s may be asked to clarify certain aspects of their proposal.

6. Rejection of Unrealistic Offers: The Government may reject any proposal that is assessed to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost, such that the proposal is deemed to reflect lack of competence or failure to comprehend the complexity and risks of the program. Proposals that are unrealistic in terms of price may be rejected at any time during the evaluation process. Proposals are intended to be evaluated, and award made, without discussions with the offerors (other than minor clarification[s]), unless discussions are determined to be necessary. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Offerors may be required to participate in telephone discussions or in face-to-face oral discussions at the Operational Contracting Division, 308 West “D” Avenue, Suite 130, Bldg. 260, Eglin AFB FL. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial offers received, without discussion of such offers. The offeror's initial proposal should reflect their best effort.
