REQUEST FOR INFORMATION
Contract Number: FA2823-12-R-4002 Contract Name: Portable Latrines
Request for Information Date: 3/12/2012
TO: Karen Wagner, Contracting Officer
Please respond to the following questions regarding the above referenced project.
Question 1: The Bid Schedule states: “Monthly 1X service per week” should the toilets be serviced 4X a month or 1X a month.
Response 1: On the bid schedule, Monthly service means the latrine is rented for a month and is serviced X amount times a week.
CLIN AB – We would rent the latrine for one month, and it would be serviced 2x a week.
CLIN AF – We would rent for a week and service it 1x a week.
Question 2: On the PWS it has us giving a price for an Air Show every year. Wasn't sure if my assessment was correct or PWS was not changed to reflect the alternating years?
Response 2: The PWS (Appendix A, Page 14) states that the Air Show is an Annual Requirement. However, this is a misprint. Please follow the bid schedule for the quantities required. The Air Show bid is required on Option Year 1 and Option Year 3.
Question 3: Is a man lift required for Fleet Services? If so does the Government or Contractor supply it?
Response 3: A man lift is not required for servicing aircraft.
Question 4: Can a copy be provided of a route sheets of where the Portable Chemical Toilets are located on the base. Duke, Eglin, 7th Group.
Response 4: A route sheet cannot be provided for the solicitation of portable latrines. The location of latrines changes frequently and can be any place on the main base or any of the sites and ranges. The quantity gives an estimate of how many and how often they are serviced. It will be up to the contractor to determine the best route based upon how they are staffed and/or the capacity of their truck.
Question 5: Is this a re-bid of the services that were awarded last year under solicitation FA2823-11-R-4000? While that one called itself "portable latrines" they appear to have identical performance work statements. And while MCS was awarded contract # FA2823-12-D-4000. I saw that Major Contracting Services (MCS) is providing portable latrine service under a sole source contract FA2823-12-M-S006. Is this follow-on to those services?
Response 5: Yes, Solicitation FA2823-11-R-4000 was awarded to MCS under the contract FA2823-12-D-4000. This contract was canceled. A Sole source contract was issued under FA2823-12-M-S006 to allow the government to re-compete the requirement. This solicitation, when awarded will replace the above mentioned contract.
Question 6: May I please get the current Contractor name and last full year price, not the 6 month extension price?
Response 6: The current contract servicing portable latrines is MCS. Although the contract is structure in several month(s) options if all options are exercised the 12 month value will be $144,886.50.
