FA2823‐10‐R‐0011 PACKING AND CRATING SOLICITATION

QUESTIONS AND ANSWERS

QUESTIONS #1 – The solicitation references OCONUS and CONUS. According to the option years and the work beginning on August 1, 2010, the area of performance is CONUS. IV Appendix G‐3 paragraph 4 references OCONUS. Will all work be performed in CONUS?

ANSWER

The work is going to be performed in CONUS (Continental US); however, shipping will be performed CONUS and OCONUS (Outside Continental US).

QUESTIONS #2 – According to the solicitation, the member/employee supplies the contractor with orders. What if the employee/member is unable to produce the orders and has to have them reprinted?

What alternative does the CONTRACTOR have if their employees are at the member/employee’s home ready to move and has to wait for the orders?

ANSWER

The member will schedule an appointment with ordering office (TMO). A copy of the orders is mandatory when scheduling the appointment.

QUESTIONS #3 – The solicitation references the assembly of government containers. It also states the CONTRACTOR will be responsible for missing nails, etc. Are these containers new? How many government containers will the CONTRACTOR be putting together?

ANSWER

The containers are built by the CONTRACTOR. The containers are made as needed per shipment.

QUESTIONS #4 – Would it be possible for the contracting office to send a copy of Solicitation F1T3AR00229999 previously awarded (FA2823‐10‐P‐6013) on January 28, 2010? A sample document would be nice to have to review.

ANSWER

Contract FA2823‐10‐P‐6013 has the same format as current solicitation. It looks exactly the same.

Pricing information is proprietary and will not be disclosed. You can request a copy through the FOIA office.

QUESTIONS #5 – Is CONTRACTOR also supposed to include reference letters from customers in addition to the Past Performance Questionnaires?

ANSWER

At CONTRACTOR’s discretion; but not to exceed page limit for Past Performance section III.

QUESTIONS #6 – For the SUBCONTRACTOR, do we only include the letter giving us permission to see the Past Performance Questionnaires? Do they submit them directly to the CONTRACTING OFFICE or do we put a copy in our RFP?

ANSWER

The CONTRACTING OFFICE needs a letter from the subcontractor and all questionnaires are submitted directly to the Contracting Office.

QUESTIONS #7 – Is the CONTRACTOR allowed to use a third party vendor or does the moving company have to disassemble and reassemble appliances? The examples referenced in paragraph A.4.b.(1) include pianos, grandfather clocks, etc. In some cases, washers have to have bolts inserted into the tubs for movement. Does a third party vendor for appliances fall into this category? If so, it does not get included in the bid.

ANSWER

No. Appliances are done by the CONTRACTOR. CONTRACTOR is allowed to use any vendors necessary but pricing for all work should be included in BID. Examples in A.4.b.(1) are unusual items and will be billed separately and will NOT be included in BID.

QUESTIONS #8 – Is the $3.M ceiling for the combined contract or is it $3.5M for each referenced schedule?

ANSWER

$3.5 is the total contract value combined.

QUESTIONS #9 – On base Schedule I, II, and III the term is 01 August 2010 thru 31 December 2010 and the estimated quantity for services is “Estimated Annual Quantity”. Would you please clarify the quantity? Is the same quantity going to be ordered for the five month term as a twelve month term?

ANSWER

Yes.

QUESTIONS #10 – Under the Past Contractor Performance section, it states the SUBCONTRACTOR may provide a letter to the Prime regarding release of their Past Performance Statements. Does the SUBCONTRACTOR have to use the same questionnaire as the Prime (the one included in the RFP)? Or may the prime use past performance forms completed by his customers for other contracts?

ANSWER

Yes, the same questionnaire shall be used. It must be sent directly to the Contracting Office.

QUESTIONS #11 – In the Statement of Work under Time Requirements, paragraph e., there is no reference to who will let the Prime Contractor know about inbound HHG or UB or pickup from commercial, air, water and military terminals. I presume it is the ordering officer, but I don’t want to assume.

ANSWER

Yes. Ordering office (TMO) schedules all work with prime contractor.
