RFP FA2550-17-R-1018

RFIs and Responses

1. Is it still bidding on 07/17/2017 at 12:00 PM MT?

Government Response: Yes.

2. Did the pre-bid meeting scheduled on 06/28/2017 at 9:00 AM MT happen?

Government Response: Yes, a site visit was conducted on 28 June 2017.

3. Is there an addendum issued?

Government Response: No

4. Can I request a copy of the pre bid sign in sheet?

Government Response: Government Response:The sign in sheet will not be released in its entirety. The site visit attendees list was posted to FBO.gov.

5. Note 2 on Plan Sheet M-101 states for the contractor to extend the concrete equipment pad as necessary to support the new chiller. The plan set doesn’t include a detail for the concrete pad extension. Please provide.

Government Response: Construct concrete extension per F’C=4,000 PSI.

SAW joint per CDOT STD Plan M-412-1

Expansion joint per CDOT STD Plan M-412-1.

The contractor shall match the thickness, elevations and grades of the existing.

Existing sub grade material shall be brought to optimum moisture and compacted to 95% relative density.

Install 1” expansion material where the new concrete extension abuts the existing concrete equipment pads, existing wall and building.

6. What area(s) will be given to the contractor for a lay down yard?

Government Response: See SOW Para 5.2.6.1

7. What is the daily site access procedure for contract employees? What is the security badging procedure for contractor employees?

Government Response: See SOW Appendix 3 and 4.

8. Will the contractor have to provide their own security escorts? If so, please advise what companies are approved by the government to provide security escorts at the facility.

Government Response: Yes, the contractor has to provide their own security escort. Only known company is Security Escort, Veda Ming, 719-331-3281. There is not a list of of approved escort contractors for the base.

For additional security companies, the contractor has to research.

9. The current wage decision for this project is Building CO32 dated 6‐2‐2017 but there has been an update which is dated 6‐9‐2017. Will there be an amendment to revise the wage decision?

Government Response: Yes, the latest Davis Bacon Wage Determination will be included in this amendment.

10. Are we restricted to using York units only?

Government Response: No. Refer to the contract drawing M-101, Keyed Note 1. “Install new air-cooled chillers, York Model YVAA0248CS or Equivalent.” Also refer the SOW Para 5.2.2.a.

11. Please provide crane pick locations for each project.

Government Response: the location is up to the contractor. The contractor shall submit a request for approval of locating crane at a proposed location to the CO and 50 CES

12. What are the TAB requirements on this project?

Government Response: Refer to the contract drawings, specifications and scope of works.

13. Which Buy American act does this project fall under?

Government Response: See clauses 52.225-10, 52.225-2, 52.225-4, and 52.225-9 included in the SF 1442 for Buy American applicability.

14. Can crew trucks come into the mechanical yard?

Government Response: Yes, but the contractor has to coordinate with the building manager and 50 CES. Refer to SOW Para. 5.3.

15. Please provide photos of the following: mechanical yard, each unit, each name plate of each unit, all electrical boxes, nameplates of all electrical boxes, and control valves, and control panels.

Government Response: The Government will not provide this information. This information should have been acquired during the site survey or from the contract documents.

16. Is the contractor required to upgrade pipe supports to meet current size requirements? Or shall we reuse existing?

Government Response: Refer to drawing M-101. “….Provide additional pipe supports as necessary…”

17. Who does water treatment currently on the contract? If contractors required to provide water treatment please supply the name of the current company that does this for the base?

Government Response: There is no water treatment requirement in the contract documents.

18. Does the system currently have glycol in it?

Government Response: Refer to the SOW Para 5.2.1.a.

19. What are the piping insulation requirements? What extent do we have to replace?

Government Response: Refer to the contract documents and submit an RFI if there is a certain question.

20. Please provide existing control system as-builds?

Government Response: 50 CES will provide at Pre-construction meeting.

21. Please provide a site plan showing the proposed contractor laydown yard as well as overall site layout.

Government Response: See SOW Para 5.2.6.1. Refer to the contract drawings.

22. Does the Government have a hazardous materials survey for the areas that will be disturbed during construction? Are there any hazardous materials or environmental conditions that the contractor needs to be made aware of prior to estimating this project?

Government Response: There is no hazardous materials in the construction areas that will be disturbed during construction.

Guidance on handling hazardous materials can be found in the contract Specification Section 01 57 20.00 10, Environmental Protection. Per paragraph 5.2.1.a of the SOW, any glycol recovered needs to be placed back into the chilled water system and the contractor is to dispose of the refrigerant.

23. Are there any site work restrictions that the contractor needs to be made aware of prior to bidding?

Government Response: Refer to the SOW.

24. Are there any phasing requirements that the contractor needs to be made aware of prior to bidding?

Government Response: The contractor shall meet the special condition in the SOW Para. 5.3.3. and the SAFB security requirements working in the restricted areas. It is up to the contractor how the work is phased.
