About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity involving the surface preparation and painting of a Conex unit.
The work scope requires sandblasting and painting of a Conex container to address rust and corrosion. The Government clarified that only rusted or corroded areas require sandblasting per paragraph 5.6, rather than the entire unit. Paint specifications were updated to require Sherwin-Williams Pro-Cryl primer and Sherwin-Williams Acrolon 218 HS in RAL1001 color, or approved equal, suitable for application without jobsite modification. The warranty requirement is three years for labor and materials per paragraph 3.14. No structural repairs beyond surface preparation and painting are anticipated, and no work is required on the underside of the Conex. The contractor must preserve or repaint stencil markings as shown in photographic documentation provided by the Contracting Officer. Regarding items in place during painting—lightning protection systems and door seals/hardware—the contractor must coordinate with the Government for approval on removal versus masking and painting around components per paragraph 3.10. The Government will clear vehicles from the work vicinity and provide a site plan showing nearby structures requiring protection. Spray painting is permitted as the application method. All submittal requirements, including material submittals and any preconstruction plans such as Environmental Protection Plans, Application Plans, and Quality Control Plans, are specified in paragraph 3.5 of the SOW/Specs. A pre-work conference with Government participation is required for jobsite inspection and discussion of work requirements and potential conflicts per paragraph 3.13.

Q&A #3
1. Please confirm which warranty term the Government requires for this effort — three years per Paragraph 3.14, or five years per Paragraph 1.1.b — so that our quote reflects the correct requirement.
Answer: Para 1.1b states “If no warranty provisions are provided in the specification…” This is not the case. Paragraph 3.14 provides the warranty requirement of three years for labor and materials.
2. Can you please confirm if the entire Conex must be sandblasted, or only the rusted/corroded areas?
Answer: See paragraph 5.6 for surface preparation instructions.
3. The product in the SOW specifies a water-based primer and then an acrylic topcoat.
That simply will not be sufficient to protect the steel from rust. Especially with a 3 year warranty. A much more robust system includes a rust inhibiting pre prime, epoxy barrier mid coat, with a urethane topcoat. This would result in a product that is appropriate for a 3 year warranty.
Answer: After further research with Sherwin-Williams, we are updating the first paragraph of section 4.4 of the SOW-Specs as follows:
4.4 COLORS: Color and paint type shall be Sherwin-Williams Pro-Cryl primer and Sherwin-Williams Acrolon 218 HS, RAL1001, or approved equal. Products shall be suitable for application without requiring any alteration or modification at the jobsite.
4. The SOW para 1.0 states “repairs” are included in the scope. Are there known items other than the thick rust to repair that are already known?
Answer: The Government is not aware of any repairs needed, other than surface preparation and painting.
5. Is the underside of the unit in good condition or will we need to somehow lift or move the unit to be able to see the underside?
Answer: No work is required under the Conex.
6. There are several stencils on the Conex. Are any surface applied decals on there also? In the SOW 5.8 mentions leaving stencils, however nothing about anything surface applied.
Answer: The photos provided by the Contracting Officer to bidders shows all markings that shall be preserved or repainted per paragraph 5.8.
7. Will lightning protection need to be removed and reinstalled or should we mask and paint around the system components?
Answer: Per paragraph, 3.10, the contractor shall “Coordinate with and obtain approval from the Government regarding which items are to be removed and which may remain in place with suitable protection”
8. Will door seals and hardware be removed and reinstalled or should we mask and paint around them?
Answer: The Government does not anticipate the need to remove and reinstall door doors, door seals and hardware. However, as noted paragraph 3.13 of the SOW/Specs, “Prior to the pre-work conference, thoroughly review all contract and specification requirements and inspect the jobsite to verify details of the work requirements, including size and scope. Be prepared at the meeting to request clarification of any ambiguities, advise of potential conflicts, report possible discrepancies, and identify any technical requirements that appear improper or inappropriate.” The Government Representative will participate in the jobsite inspection and discuss issues and potential solutions. The contractor shall document these discussions for the pre-work conference.
9. The site location will determine if we can spray paint which is fastest and most economical way to apply the coatings. If there is a parking lot with cars or other equipment near by spraying is usually a bad idea. We have access to the base as we work there often so a map location would help us determine the best method to get this work done for you?
Answer: The Government will ensure all vehicles are cleared from the vicinity of the Conex. There are structures near the Conex the contractor must protect. See attached site plan.
10. After award what pre work submittals are required prior to starting work other than material submittals? We will have to do preconstruction plans such as a EPP, APP and Quality Control Plan?
Answer: See paragraph 3.5 for all submittal requirements.
