About this file
This file is a Questions and Answers document for a federal painting contract opportunity at Conex Painting, Building 417, Patrick Space Force Base. The solicitation requires contractors to repaint a Conex container that was acquired newly refurbished in 2020. The specified coating system consists of Sherwin-Williams Pro-Cryl primer and Sherwin-Williams Acrolon 218 HS in RAL1001 color, or an approved equal. Contractors must follow manufacturer's recommendations for dry film thickness, with the understanding that multiple applications may be required to achieve proper thickness. The deadline for proposal submission is 16 June.
Regarding project execution, the Government will provide water spigots and 120v/15a electrical outlets on site. Surface preparation method selection is the contractor's responsibility, with options including SSPC SP 2/SP 3, SP 6, or SP 10 standards; abrasive blasting is permitted if compliant with Federal, State, and local regulations covering worker safety, containment, weather conditions, and media disposal. Contractors must protect all Conex appurtenances and equipment from damage; signs may be removed or reinstalled, but conduit and equipment shall not be disturbed. The contractor must provide a single-source, unconditional three-year labor and materials warranty covering any defects in material or workmanship. Personnel requiring base access must submit DBIS badge request forms at least 7 working days prior to site access and provide Government-issued photo identification complying with REAL ID Act requirements. Questions & Answers
Conex Painting, Bldg 417
1. Is a site visit available before the 16 June due date? If so, what's the process to get the contractor and vehicle on base?
Answer: A site visit will not be held. Please refer to photos attached to solicitation.
2. Existing coating — Has the existing coating been tested for lead/chromium? If lead-based, is containment and hazardous disposal the contractor's responsibility, and is a test report available?
Answer: The Conex was acquired newly refurbished in 2020, meeting Federal, State and local environmental and safety requirements for coating standards. Follow specifications for waste stream testing and disposal.
3. Surface prep — What SSPC prep standard governs (e.g., SP 2/SP 3 power-tool, SP 6 commercial blast, SP 10 near-white)? Is abrasive blasting permitted on base, or is hand/power-tool prep required?
Answer: The Government provided these surface preparation standards as options for the contractor to consider. Follow manufacturer’s recommendations. No one standard governs over another. Abrasive blasting is allowed at Patrick SFB, but it must comply with Federal, State and local regulations. This includes worker safety and health, containment and shrouding, observing weather conditions and disposal of spent media, debris, grit and dust.
4. Coating system — Please confirm the required primer and topcoat (product/MPI spec), number of coats, total dry film thickness, and final color.
Answer: Reference the SOW/Specs:
Para 4.4 is amended as follows: “Color and paint type shall be Sherwin- Williams Pro-Cryl primer and Sherwin-Williams Acrolon 218 HS, RAL1001, or approved equal.”
Para 5.7: “For purposes of this specification, a "coat" of paint is defined as "A layer of coating material meeting the minimum recommended thickness specified by the manufacturer or specification documents. An acceptable coat of paint may require multiple applications in order to achieve proper dry film thickness." Follow manufacturer’s recommendations.
5. Condition/access — Roughly what percent of the surface has active rust/scale? Will the container be accessible on all sides, and are there items (signage, A/C, conduit) to mask or remove?
Answer: Bidders shall use the photos provided by the Contracting Officer to estimate percent of surface with rust/scale. The contractor shall protect all Conex appurtenances, equipment and accessories from damage. Signs may be removed, replaced or reinstalled, depending on condition, but conduit and equipment shall not be disturbed.
6. Utilities — Will the Government provide water and power at the site, or must the contractor supply them?
Answer: There are water spigots and 120v/15a outlets on site.
7. Badging — What is the base-access/badging lead time and process?
Answer: Submit PDF fillable form "45 SFS BADGE/VISITOR REQUEST" (DBIS Form) for all personnel to the Contracting Officer at least 7 working days before the individual is required access to the installation. The individual will be subject to NCIC Background Check prior to entering the installation. Badge requests are maintained for a period of 30 days at the PASS and ID office prior to being destroyed.
It is the Contractors responsibility to ensure that DBIDS forms are issued to the individuals requesting access. The Contracting Officer can remove any individual from the installation and pull the DBIDS card for non-compliance with installation standards and regulations. All badge requests must be typed or printed very legible in dark ink, preferable black (neither in red nor in pencil.
With the DBIDS FORM, the Contractor shall submit a Government issued photo identification and a form of Government issued identification that complies with the REALID Act that establish the individual is a U.S. person. Examples of acceptable forms of photo ID are a driver's license, passport, state issued photo ID, concealed carry license.
Commercial Vehicles, tractor trailers and trailers shall use the Oversized Vehicle Search Area, on State Road A1A, approximately 1 mile north of Pineda Causeway, for mandatory inspections. Operating hours are scheduled from 0600-1700, M-F;
0600-1200 Saturdays. All other passenger vehicles will be turned away from this gate and are required to enter at the Main Gate. Allow ample time for inspections.
8. Would localized mechanical surface preparation in accordance with SSPC SP-11, followed by spot priming and application of the specified coating system, be considered acceptable for this project? Or does the Government intend to require full abrasive blast cleaning, soluble salt testing, and all associated corrosion-control inspection and documentation requirements contained within the specification?
Answer: Selection of surface preparation method(s) is the responsibility of the contractor. As noted in paragraph 3.14 of the statement of work/specifications, the “Contractor shall provide the Government with a single-source, unconditional three-year labor and materials warranty fully covering any defects in material or workmanship”, regardless of surface preparation selected. It is imperative the Specifications Part 5 be followed in its entirety to ensure a quality outcome.
