About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation for corrosion control painting services on a CONEX container at Building 417 for the Space Force.
The work involves surface preparation and painting of a container using Sherwin-Williams Pro-Cryl primer and Sherwin-Williams Acrolon 218 HS in RAL1001 color with a satin finish. The contractor is responsible for conducting all soluble salt testing using CHLOR*TEST or approved equal, and for all paint thickness measurements in compliance with the SOW/Specs and manufacturer recommendations. Existing labels, decals, and stickers require coordination with the Government Representative to determine which items should be removed and which should remain with suitable protection; all current facility markings must be preserved or repainted as directed. The Space Force will provide a water spigot and 120v/15a electrical power on site. Proposal submissions must include drawings are not required, but submittals must comply with paragraph 3.5 of the SOW/Specs and demonstrate technical capability including product characteristics and installation services. The schedule may be submitted in MS Word, Excel, or Project format and should include specific project phases: submittal, mobilization, surface preparation, painting, and cleanup. Award decisions will be based on technical acceptability, price, and schedule, with the final selection representing best value to the Government and not necessarily the lowest priced offer. Answers to questions regarding bid bond requirements and site visit scheduling are "Pending Knowledge Build" (PKB), as is the requirement for the SF1449 form.
