Description: PRE-SOLICITATION NOTICE: This is NOT a request for proposal or invitation for bid. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of Solicitation number FA252120B0009 being issued as an Invitation for Bids (IFB). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the pre-solicitation notice.

This solicitation is being offered to Woman-Owned Small Business (WOSB) firms; all others will be deemed non responsive. Contract award will be based on Sealed Bid – FAR Part 14. In accordance with FAR Part 14.408(a)(3); award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation.

Title: Repair Various Lift Stations Project Number: SXHT 17-1005 Place of performance: Cape Canaveral AFS, Florida NAICS Code: 237110 Size Standard: $39.5M Magnitude of Effort: Between $500,000 and $1,000,000 Brief description of work: The contractor will be required to provide all labor, materials and equipment to repair four (4) lift stations at various locations at CCAFS. For one (1) lift station (LS 47151) repair by replacement. Install new pumps, pipes, plug valves, and check valves.

Install new wet well. Provide new electrical control cabinet, main power disconnect, and SCADA system. Provide washdown water. Conduct system tests and start-up. Once new lift station is operational, demolish existing lift station. For three (3) lift stations (LS 81726, LS 81904, and 85124), install new pipes, plug valves, and check valves; and bring all assemblies above ground. Re-line wet wells as required. Provide new electrical control cabinets, main power disconnects, and SCADA systems as required. Provide washdown water. Conduct system tests and start-up.

The IFB will be available on or about August 13, 2020.

This project has a prebid site visit scheduled for Tuesday, August 18, 2020 at 10:00 am Eastern Standard Time (EST). All bidders are highly encouraged to attend.

The performance period for this project will be two hundred and sixty (260) calendar days, to begin 10 days after issuance of the Notice to Proceed (NTP). NTP to be issued within 30 days after award.

This acquisition is being issued under FAR 19.1505 Women-Owned Small Business set-aside and solicited via Invitation for Bid.

The Invitation for Bid will be available by electronic transmission only at: https://beta.sam.gov.

Potential bidders must be currently registered in System for Award Management to be eligible for award. (See internet site: http://www.sam.gov).

Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System.

All responsible sources may submit an offer which will be considered by the 45th Space Wing.
