About this file

This document contains questions and answers from a site visit for the ER STARS Relocation federal contract opportunity. The opportunity involves providing labor, equipment, and materials for architectural, interiors, mechanical, fire protection and electrical work to relocate personnel offices from one facility to another at Cape Canaveral Air Force Station in Florida. Based on the questions and responses, the existing HVAC control system is Johnson Controls, and new circuit breakers must be provided for certain electrical panels as specified in the contract drawings. Pictures of the electrical room were provided. While no hazardous materials survey was conducted, offerors should include pricing for one in their proposals. The new HVAC control components do not need to interface with the Air Force's Schneider Electric SmartStruxure building automation system command center.

2) Is there an existing spare 175A breaker in Panel 2SWB1 that we are to use for the new UPS? If not, please provide the breaker make, model, and AIC rating.

Government Response: Provide new circuit breaker as instructed in contract drawings Sheet E- 102 Note 3 and Sheet E-601. Provide 3P, 175A, 35kAIC GE SFHA circuit breaker compatible with existing GE Spectra Series switchboard 2SWB1.

3) The electric room was locked during the site walkdown. Please provide a picture of the electrical room and Panel 2SWB1.

Government Response: See attached pictures.

4) Are the breakers we will be using existing in Panel 2LP1, 2PP2, and 2RP2? If not please provide the breaker make and model.

Government Response:

2LP1 – Existing spare breakers available.

2PP2 – Provide new circuit breakers, match existing GE THED, 65kAIC @240VAC breakers.

2RP2 – Existing spare breakers available.

5) There are no DIV 02 Specifications provided, will these be forthcoming?

Government Response: No DIV 02 Specifications have been prepared.

6) Is a Hazardous Materials Survey Available for this project?

Government Response: There is not a hazardous Materials Survey.

7) If a Hazardous Materials Survey is not available, should we include pricing for one?

Government Response: Hazardous Materials Survey should be included in the pricing.

8) Should we include pricing for any Hazardous Material Removal (ACM/LBP/Etc.), and if so, what types/quantities should we estimate?

Government Response: Do not estimate Hazardous Materials Removal pricing.

9) With respect to Section 23 09 13 Instrumentation and Control for HVAC, does any new DDC hardware have to meet Air Force standards and connect to a Schneider Electric SmartStruxure AS-P so I can communication to their new BAS Command Center?

Government Response:No connection to a BAS is required for this HVAC control. The new VAV boxes above ceiling associated with the existing AHU would interface with the existing facility Johnson control system like the rest of the existing facility equipment. There is currently no requirement to interface the new components of this design directly with the new BAS Command Center.”
