ANSWERS 1-21
Refuse Collection & Disposal, PAFB & CCAFS, FL
RFP Section _Page 14________ Paragraph __Item 0021 through 0030_______
SOW/Technical Specification/Drawings paragraph/page _1.1.10 &_1.3.1_______
Other (Specify) __Landfill Tipping Fees_________________________
Question 1: According to the PWS 1.1.10, landfill tipping fees will be reimbursed for tipping fees according to submitted invoices. 1.3.1 states the contractor will be responsible for any permit and fees associated with the use of off-base disposal locations and invoice to CLIN 0021 for reimbursement. We assume this means all disposal fees will be paid based on the total of the landfills ticket fees without contractor markup and at the exact total of fees charged by the landfill. Is this correct? If so, it does not seem it would be necessary for the contractor to place a unit price per ton on the landfill reimbursement line items. For example, if we insert $0.01 per ton to keep our bid low, the government will be required to reimburse based on the landfill charges, per the PWS statements. Please clarify.
Answer 1: The Price Schedule has been updated to reflect the estimated workload for CLINS
21, 22, 23, 24, 25 and 1005. Contractor shall not input unit price these CLINS. The actual price for these CLINS will be paid in full upon receipt of the weight ticket provided with the invoices.
The Price Schedule has been updated to reflect the estimated workload for CLINS 26, 27, 28, 29, 30 and 1006. Contractor shall not input unit price into these CLINS. The actual price for any permit or fee associated with the use of off-base disposal location will be paid according to submitted invoices.

RFP Section _________ Paragraph ___________
SOW/paragraph/page: SOW, paragraph 1.1.7, pg.3
Question #21: 1.1.7 States:
“1.1.7. Cubic Yard Capacity. The contractor should assume 8CY containers are needed at all dumpster locations in Appendix A, Table A-2. The contractor is encouraged to identify changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of MSW removal..”
There are some locations at PAFB and CCAFS where other than 8CY capacity containers are currently in service, and over the last several years these have proven to be the most efficient for
MSW removal. Understanding that Performance Objective number 1 of the Service Summary requires the contractor utilize appropriately sized containers to ensure that their capacity is not exceeded, any unnecessary increase in container size at these locations would result in un-used capacity and unnecessarily increase the price of service to the Government. Could you please confirm that it is not the intent of this clause that all containers will have to be 8CY and that the currently sized containers will continue to be acceptable.
Answer #21: 8 CY containers are not required if, smaller, adequately sized containers can meet the capacity and pickup requirements for each specific location as described throughout the
PWS. The intent is to meet the capacity needs for each location. Paragraph 1.1.7 states, the contractor is encouraged to identify changes to the capacity of containers and/or frequency to improve overall efficiency.
