Demolish HLDD CX 17 Facilities
QUESTIONS AND ANSWERS #3
26 Jul 16 NOTE: The following response to question #94 from Attachment 18 has been revised as follows:
94. Other (Specify) __SOW_________________________ Question: Please clarify what buildings are not in contract.
Answer (REVISED): Attachment #4 Maps lists the buildings to be demolished. The only exception to this is Facility 28420 (listed on page 6 of the attachment) which was identified during the site visit on 08 Jul 16 as no longer to be demolished/included in the contract. The Statement of Work, revised 27 Jul 16 (Attachment #1), also lists the facilities to be demolished (See sec. 3.A.a through f., pages 2-3).
Answers to questions received continued from Attachment 18 are as follows:
95. Other (Specify) __Responses to Questions and Answers_____________ Question: _In reference to the answers provided for question #20, #40, and #66 about protecting pavement / repairing concrete. Since it was assumed the pavement areas might get worse after demolition and they eventually are going to be removed, do we still have to repair? What would be considered damaged if it is going to be removed eventually? It can be assumed most Contractors will be using track equipment / excavators and some cosmetic damage could occur.
Answer: The scope of work for this project does not include the demolition of building 28501, therefore the need to protect the building and any other facility not intended for demolition is a must. The Air Force occasionally repurposes facilities currently included in the Demolition Program. This enables other DoD agencies and commercial launch customers to reutilize them for specific missions.
96. Other (Specify) __Responses to Questions and Answers_____________ Question: Does the asbestos that was identified already in the baseline survey have to be removed or will that be also included in the change order for any remaining such materials?
Answer: All construction material shall be sampled for ACM and abated if present.
97. Other (Specify) __Responses to Questions and Answers_____________ Question: It was stated the Contractor has to perform all utility disconnects. Would the overall scope for the actual disconnects be expounded on? Even with the layout of utilities, it still remains unclear where and how the utilities need to be disconnected and at what points. Do some utilities on site need to remain active?
Answer: See section 3.2 Demolition Requirements:
· Tab A. “Building Demolition: Disconnect, remove or cap, and identify designated utilities a minimum of five feet from building perimeter; remove. Disconnect aerial utilities and remove to source. Remove exterior mechanical/electrical equipment and associated foundations.”
· Tab G. “Misc. Utility Demolition: Remove abandoned above ground piping (steam, chilled water, fuel, etc.), 1/2 to 12 diameter. Remove pipe supports, support bases, and all associated hardware.”
· Tab H. “Misc. Utility Demolition: Underground utilities beyond five feet from building perimeter:
a. Remove designated utility lines and associated valves, fittings, etc. in their entirety. Cap within 18 inches from mains which have been designated to remain.
· Tab I. Misc. Utility Demolition: conform to the requirements of the Standard Plumbing Code (SBCCI).
The utilities will be located and marked by the Government. Utilities outside of the project boundary shall remain active.
No further questions will be answered.
