20 Jul 16
NOTE: The following response to question #24 from Attachment 12 has been revised as follows:
24. SOW/Technical Specification/Drawings paragraph/page 3, a thru f__ Question: What is the thickness of all concrete and asphalt and what is the exact location for removal.
Answer (REVISED): Thickness of rigid and flexible pavement can be found in Attachment 13 Additional As-builts for CX 17. The pavement demolition boundary is located in the second page of the aerial map of the demolition site. The title of the page is DBEH 8-1618 Demolition HLDD II CX 17B Launch Pad.
Answers to questions received continued from Attachment 12 as follows:
30. SOW/Technical Specification/Drawings paragraph/page 01000, pg 4, sec. 1.04, sub cat. B.__ Question: What license is required for the general demolition portion of the project for an out of state contractor?
Answer: Contractor must have out of state endorsement. To apply for licensure by endorsement, you must:
· Demostrate successful completion of a licensing examination that is substantially equivalent to the Florida examination; or
· Demonstrate that you have an out-of-state license, and that the license requirements were substantially equivalent to Florida’s current requirements.
31. SOW/Technical Specification/Drawings paragraph/page SOW page 3 sect. F.__ Question: 1) Is the entire site to be sod or seed when complete? 2) How long is the contractor to maintain the watering?
Answer: 1) Entire site will be sodded. 2) See Demolition Specification 1.11 Maintenance Service, section A. “Maintain sodded areas immediately after placement until grass is well established and exhibits a vigorous growing condition for three cuttings.”
32. SOW/Technical Specification/Drawings paragraph/page Drawings__ Question: Are there any available drawings for the following bldgs 28404, 28405, 28419, 28421, 28503, 28504, 36015?
Answer: All availabe drawings have been provided. There will be a second site visit available on 26 Jul 16 at 0900 should the site need to be revisited.
33. RFP Section Attachment 1 – SOW Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pages 2-3________ Question: The SOW for the various building groups reference that “CCAFS Asbestos Survey indicates the presence of Asbestos Containing Material at facility xxxx”. We have been unable to locate the CCAFS asbestos surveys referenced in the IFB package. Can these be provided, or are we only to bid on the sampling activities noted in the SOW and not on abatement?
Answer: See Attachment 14 Baseline ACM Survey for CX 17.
34. RFP Section Attachment 1 – SOW Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pages 2-3________ Question: The SOW for the various building says to “sample and abate for asbestos containing material, lead baase paint, and PCB’s. How is this to be handled for bid purposes and after award? Are we to bid the sampling only, and any hazardous abatement required based on the sampling will be handled as a change order after award? Note that the walkthrough was not sufficient to determine presence of hazardous materials as this often requires destructive testing to determine presence of asbestos in roofing, drywall, etc. Likewise, presence of lead or PCB in paint is not possible based solely on visual observation.
Answer: A baseline ACM survey has been provided. SOW does indicate to sample and test for ACM, LBP, and PCB. If found, after testing, they may result in a change order.
35. RFP Section Attachment 1 – SOW Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pages 2-3________ Question: Is PCB paint expected to be found on the MST’s or other facilities? Is there a percentage of steel structure on the MST’s that is known to have PCB’s?
Answer: PCB is likely present, but PCB % content on MST or other facilities is unknown.
36. RFP Section Attachment 1 – SOW Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pages 2-3________ Question: Is there a required sample frequency or protocol for PCB sampling on the Base?
Answer: All material containing PCB must be sampled within six months of disposal and handled in accordance to 40 CFR 761.
37. RFP Section Attachment 4 - Maps Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Various________ Question: During the walkdown it was noted that surface and “shallow” pipes would need to be completely demolished (removed from the ground), but that “deeper” pipes could be capped and abandoned. Please clarify at what depth below grade piping can be capped and abandoned.
Answer: Above ground pipes identified to be demolished that transition to underground shall be capped at first elbow below grade.
38. RFP Section Attachment 4 - Maps Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Various________ Question: There was some discussion at the pre-bid walkdown regarding extent of site asphalt removal on each pad. This was focused mostly on the Pad B asphalt to the west of the launch structure and was not entirely clear with regards to some of the small spur roads to the east of the pads. Can a map be provided similar to those already in the IFB showing extent of asphalt removal desired at each pad and between the pads?
Answer: See attached map (incorporated into the solication as Attachment 19):
39. RFP Section Attachment 4 - Maps Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page __SOW Page 2/Pad A MST Map__ Question: On pad A, is the umbilical tower to remain when the MST is demolished? The UT is attached to the top/rear of the launcher building and may be difficult to remove without damaging the launcher building. However, it appears that during HURCON conditions the MST was pulled back around the UT and it is unclear if the UT was designed to remain by itself. If the UT does need to be replaced, does it need to be removed by crane to avoid damaging the launcher building?
Answer: Please review SOW under 3. Description of Work, tab a. and c. for demolition of mobile service tower. It includes demolishing the umbilical tower. Ensure that during the demolition of the umbilical tower the launch pad is not subject to damage.
40. RFP Section Attachment 4 - Maps Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pad A MST Map________ Question: To demolish the MST without damaging the launcher building, the most efficient method would be to roll the MST to the west stops and dismantle it. Does the pavement under that area then need to be protected and/or replaced, or can damaged pavement be cut neatly back and removed?
Answer: Any and all Government property not part of the demolition contract must be protected and repaired if damaged.
41. RFP Section Attachment 4 - Maps Paragraph Various_ SOW/Technical Specification/Drawings paragraph/page ___Pad B MST Map________ Question: On Pad B, there is a cable tunnel descending from the end of the cable chase (the southeast end of the orange strip on the map) to below the launcher building. The tunnel is tall enough for a technician to walk in and 4-5 feet wide, putting the bottom of the tunnel approximately 8-10 feet below grade. Does this entire tunnel structure need to be removed with the Pad B Launcher Building work?
