FA2521-14-R-0023, Repair HVAC Systems Var., Bldg 981 and 891 (Project No: 11-1066)
Site Visit 30 May 14. Questions & Answers
Q1. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) Technical Specifications Division 28 Fire Alarm
Question: Section 1.4.2, 1.4.3, and 1.4.4 require a registered professional engineer to design the fire alarm modifications as well as requiring NICET level 3 certification on the installer. In order to meet this requirement an outside fire alarm contractor will be needed. Is the current fire alarm system in building 981 maintained by Simplex or Siemens and if maintained in house which fire alarm contractor will needed to do the design.
A1.
Answer: Detailed drawings and installation can be submitted by a Registered Professional Engineer or a NICET Level 3 Fire Alarm Technician as stated in paragraph 1.4.2 (c.) and 1.4.4. The fire alarm panel in facility 891 is a Simplex panel as shown on sheet FAD-101 and FAC-10. Patrick AFB shop personnel maintain the fire alarm equipment on base. If needed, an outside fire alarm contractor should be selected by the prime contractor based upon the SOW. Suggest using the fire alarm panel manufacturer, but not required. All work shall be coordinated with the base fire department as described on sheet FA-001. New fire alarm equipment and drawings are not part of the SOW for facility 981.
Q2. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) AD-101 Note 1________________________
Question: Can you confirm the discussions from the site visit that indicated escorts will NOT be required for access to building 891? .
A2.
Answer: The user in facility 891, 45 Space Communications Squadron (SCS), will be providing an escort at the gated entrance to facility 891. The requirements for the superintendent still apply. See Spec section 01 11 00.00 55 page 16 paragraph 3.10. Superintendent will need to be onsite in facility 891 whenever work is being performed.
Q3. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) AD-101______________________
Question: What is the applicability of general note 3?
A3.
Answer: General note 3 calls for all wall mounted end items/accessories to be removed for protection during the demolition.

Q4. RFP Section: N/A Paragraph
Other (Specify) AD-101______________________
Question: Asterisk (1*) note refers to hazardous materials abatement. Specifications indicate that “the project contains no known ACM”. Are there any other hazards anticipated that would require a “hazardous materials abatement contractor” per the drawing note?
A4.
Answer: There are no known hazardous materials. Hazardous material abatement is not anticipated. If during construction, hazardous materials are found; the project manager and contracting officer shall be notified immediately.
Q5. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) FAC-101______________________
Question: Flag Notes 1 & 3-“Provide a photoelectric duct detector and AHU shutdown relay.” Are we to replace with new or reinstall the previously removed? The other fire alarm devices, such as the ceiling mounted smoke detectors, are to be re-used.
A5.
Answer: Photoelectric duct detector and AHU shutdown relays shall be replaced with new. FAC-101 shows a photoelectric duct detector and AHU shutdown relay in a Mechanical room. This is an error since the equipment in this mechanical room will be demolished as part of this contract. There should only be photoelectric duct detectors and AHU shutdown relays in the new AHU-1 and AHU-2. See attached for corrected drawing FAC-101 dtd 4/2/2014.
Q6. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) AD-101______________________
Question: Drawing AD-101 shows a considerable amount of electrical and data equipment that I assume would be a substantial obstacle. The electrical conduit and wire is shown to be removed back to the source. We would also have to remove and replace light fixtures located directly above the obstructions.
Are you including scaffolding to work above these obstacles?
A6.
Answer: Contractor will be responsible for completing the SOW identified in the drawings and specs which includes working around and protecting the existing equipment to remain in place. Means and methods of how to accomplish the SOW will be the contractor’s responsibility. Scaffolding is one acceptable method. All work must be completed within OSHA regulations and additional safety regulations/requirements as called out in the specs/drawings. As stated in the drawings and specs, facility 891 is an operational telecommunications facility that will remain in full operation throughout the duration of the project. All electrical and communications equipment will remain in place and must be protected.

Q7. RFP Section: N/A Paragraph
Other (Specify) E-601______________________
Question: We will need (2) 25 amp 3 pole breakers and (2) 60 amp 3 pole breakers. It appears that it is possible to re-use (1) 60 amp breaker from the equipment removed. Are we authorized to re-use this breaker? Are we to provide the 3 or 4 breakers? If so, I would like information on the Panel MOP.
A7.
Answer: All breakers shall be new. See note at the bottom of Modified Panel MDP-panel schedule BLDG 891” shown on E-601 that reads “BOLD INDICATES NEW CIRCUIT BREAKERS”. Circuit breakers in question are shown in bold. Information about panel MDP can be found on E-601 in the existing panel schedule and the modified panel schedule.
Q8. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) EC-101 (Flag Note 8)______________________
Question: Information regarding the service size, interrupting rating, conductor sizes and quantities For Panel MOP are needed to request cost of the smart meter.
A8.
Answer: Information regarding panel MDP can be found on the drawings, sheet E-601. MDP panel schedule shows voltage, buss capacity, Overcurrent Protection Device (OCPD) size/type , raceway size, number of conductors and size of conductors
Q9. RFP Section: N/A Paragraph SOW Paragraph _NA__________ Other (Specify) AD-101______________________
Question I see no electrical scope associated with Building 981. Can you confirm?
A9.
Answer: The SOW intended for facility 981 is shown on sheet MC-102 and described in the specs. The primary scope for facility 981 is cleaning ductwork as described in the drawings and specs. No new electrical work or equipment is anticipated. Any electrical work would be a byproduct of the duct cleaning.
Q10. RFP Section: I Paragraph SOW Paragraph __________ Other (Specify) __________
Question: FAR clauses 52.219-6 and 52.219.14 are not applicable to this solicitation. The requirements are captured in 52.219-29 (already included).
A9.
Answer: The clauses 52.219 -6 and 52.219.14 were removed via Amendment 0001.
