STATEMENT OF WORK
REMOVE AND REPLACE CHILLER AT DORM B 1270
10-MAY-2017
1. Description of Services: Non-personal services to provide all labor, materials and work necessary to remove and replace the existing chiller unit and associated pumps for Dormitory Building 1270 on Peterson AFB CO in accordance with (IAW) this Statement of Work (SOW) and as shown in attached drawings.
2. Task
2.1. Remove Chiller: Contractor shall remove the existing chiller, chilled water lines to valves, heat trace on exposed piping, and insulation. Contractor shall recycle and return all refrigerant in a contractor provided 30# recovery bottle(s). Bottles shall meet DOT-4BA400 specifications and AHRI guidelines. Bottles shall have at least 4 years of service before their expiration date. Contractor shall properly weigh cleaned refrigerant in each cylinder and provide certified weight tickets with proper labeling of each cylinder for turn over to the Government. All work for recovery shall be done IAW Colorado and Federal EPA standards by a Colorado Certified Refrigerant Technician IAW 40CFR Part 82.
2.2. Replace Chiller: Provide new chiller per schedule in drawing. Chiller shall be 60 ton air-cooled packaged unit. Chiller shall have factory installed freeze protection heaters inside the unit. Chiller shall have full architectural style hail guards/louvers of maximum opening of ½” height. Provide convenience receptacle near unit. Chiller shall be piped IAW manufacturer’s recommendations, to include maintenance/flushing bypass and all manufacturer recommended accessories. Chiller shall be Trane CGAM060A2**3AXB2A1 or equal. Chiller shall be piped with tee, dual valving, and blind flange for temporary chiller connection at full size; branch leg of tees shall be directed to facilitate the connection of flexible hosing from temporary chiller (see standard 21 CES detail for additional information). Chiller controls shall accept BACnet controls for temperature water reset, enable/disable, and shall pass all available points through the BACnet controller to the Metasys system. Contractor shall provide full connection to Peterson AFB controls front-end (Metasys GGT) to include all graphics for all temperature settings and running conditions of the chilled water system to include chilled water pumps (as below) and switchover valve. Contractor shall provide heat trace on all chilled water piping exposed at the chiller. New insulation shall be provided over heat trace meeting ASHRAE 90.1 standards and specifications, with embossed aluminum jackets. All joints in insulation shall be carefully and properly sealed. Heat trace shall properly cover bypass portion of piping as well as chiller connections. Insulation shall have embossed aluminum jacket of at least 0.016in thickness H14 temper. New chilled water piping shall be either schedule 40 ASTM A53 steel or ASTM B88 Type L copper. Where differing materials are interconnected provide appropriate dielectric unions or nipples.
2.3. Remove/Replace Dual Service Pumps: Contractor shall remove existing pumps individually. At least two pumps shall be functioning at all times. Contractor shall remove pumps one at a time to maintain operation in the facility. Pump accessories shall be removed as required below for new accessories. All mounting hardware for pump skid shall be removed entirely not left abandoned in place. Provide new pumps P1, P2, and P3 for the system. Contractor shall size pumps IAW ASHRAE and pump manufacturer based first on efficiency then cost and maintenance. Pumps shall comply with ASHRAE 90.1. Pumps shall be in-line circulating style pumps. Pump sizes shall be readily available by multiple (three or more) manufacturers. Provide all new accessories as shown up to isolation valves (i.e. gauges sensors, connections, etc.). Connect pump controls to Peterson AFB Front-end (Metasys GGT) to include updates to graphics for all running conditions and temperature sensors replaced.
3. Additional Information:
3.1. All work to provide complete and usable systems (electrical, plumbing, etc.) shall be included in the project.
3.2. Refrigerant bottles shall be turned over to the Government upon completion of work. Provide a signed AF Form 1297 from the CE HVAC shop to the Contracting Officer (CO) by official transmittal to the CO.
3.3. Units shall be installed IAW the manufacturer’s installation instructions. Units shall be tested after completion of work for full operation.
3.4. Contractor shall dispose of all waste generated by this project according to all applicable local regulations.
3.5. Contractor shall be responsible to provide cleanup of worksite at the completion of the project. See drawings for specific information pertaining to each area.
3.6. Contractor shall comply with all local, state, and federal laws and regulations pertaining to the work. Environmental hazards shall be held in strict accordance with the law.
3.7. Contractor shall provide a parts and labor warranty of one year for the entire project.
3.8. Contractor shall provide a parts and labor (to include refrigerant) warranty of 5 years for the condenser compressor(s). Warranty shall come directly from the condenser manufacturer.
3.9. All work shall be coordinated with Facility Manager and CO a minimum of 14 days in advance of start of work. Work inside rooms shall be left clean with all debris and trash hauled off site. Outside work areas shall be left clean at the end of every day to prevent trash and debris from blowing off the work site.
4. Hours of Operation: The normal hours of operation will be 0700 to 1700 Monday through Friday, excluding federal holidays.
5. Security Requirements: The Contractor is responsible for obtaining all necessary passes, decals, or other items required for access to Peterson AFB. The CO will assist as required.
