Remove and Replace Chiller at Bldg. 1270

Questions

Question 1: Are covers, cover letters, and table of contents excluded from the 4 page limit for the Technical Proposal?

Answer 1: No.

Question 2: What is existing power provided to chiller along with breaker/panel size?

Answer 2: Existing electrical breaker is 400 A, 240 V.

Question 3: What are the training requirements, if any?

Answer 3: Training shall be provided by the manufacturer’s representative and should be approximately 2 hours.

Question 4: What is the Government schedule of work with the onset of warm weather and the lead time of the ordering of the chiller?

Answer 4: The installation of the pumps and accessories, SOW para 2.3, can be installed anytime during the performance period. Of the three dual service pumps, two pumps shall be functioning at all times.

The installation of the chiller which will include cooling system downtime should be after 4 September 2017 to minimize impact to dorm occupants. As specified in SOW para 3.9, the schedule shall be coordinated with the Facility Manager and Contracting Officer a minimum of 14 days in advance of work.

Question 5: Will government provide temporary chiller during work time? What is the plan or requirements for temp chilled water, if any?

Answer 5: See answer 4 above.

Question 6: Will there be another site visit offered?

Answer 6: No

Question 7: At the site visit, it was stated that Davis Bacon (DB) construction wages and Service Contract Act (SCA) wages were not applicable however in Amendment 03 – Q&A #1 it states that SCA wages were applicable. Please clarify.

Answer 7: Since this is a commodity (chiller) with incidental install (service), DB wages and SCA wages are NOT applicable. You must pay your employees Colorado minimum wage.

Question 8: The Statement of Work states the chiller needs to be TRANE or equivalent however Johnson Controls only works with York. Please clarify.

Answer 8: BACNet communication, which is a requirement in para 2.2 of SOW, is a universal HVAC protocol on multiple equipment vendors (Trane, York, etc.). However, the whole building is not being converted to BACNet communication protocol. We are requiring the BACNet card for future capability and for current project sequence, a proportional reset of chilled water with a 4-20 ma or 0-10 VDC signal to chiller in addition to start/stop control of chiller.

Question 9: SOW dated 24 Mar 2017, paragraph 3.3, calls for new units to tested after completion of work for full operation. Please clarify the intent/extent of required testing for the new chiller and JCI controls systems.

Answer 9: The new equipment needs to be run through the sequence of operation including using Energy Management Control System (EMCS) to enable the unit, activating the stages of cooling and shutting down unit.

Question 10: SOW dated 24 Mar 2017, paragraph 3.8 states warranty shall include less than 24 hour response from the manufacturer. Please clarify the period of time for this requirement - 1 year or 5 years.

Answer 10: Revised PWS dated 10 May 2017 has changed verbiage for PWS paragraph 3.8. See attached revised PWS.

Question 11: Solicitation documents include 21 CES Design Guide: Are there any additional specifications applicable to this project? If so, please list those documents.

Answer 11: No.
