Replace Bldg 1270 Chiller 12 May 17

Question 1: Based on revised SOW and Q&A dated 10 May 2017, there are additional items for clarification:

Paragraph 2.2 calls for new chiller to, “pass all available points through the BACnet controller to the Metasys system.” The integration guide for the chiller listed as the basis of design has approximately 98 points available. Are all of these required? If not, can a points list be provided?

Answer 1: The existing building does not have BACNet communications and to provide BACNet pass through of chiller points would require an overall building EMCS upgrade. The government requires BACNet capability for future HVAC renovations and not a pass through of points. The SOW has been updated to reflect this.

Question 2: Q&A received 10 May 2017, Answer 9 states, “new equipment needs to be run through the sequence of operation including using the Energy Management Control System (EMCS) to enable the unit, activating the stages of cooling and shutting down the unit.” The Contractor wants to ensure the new equipment is supplied in compliance with this requirement. Is a detailed sequence of operation available?

Answer 2: There is no detailed sequence of operation.

Question 3: On typical projects at PAFB, contractors are required to collect Colorado Springs city sales tax for material and equipment. Does this apply for this project?

Answer 3: This is NOT a tax exempt requirement.

Question 4: Is a project specific submittal register available?

Answer 4: No, a project specific submittal register is not available. Please refer to the SOW and solicitation document.
