SAMPLE TASK ORDER 1
Performance Work Statement
For Joint Small Unmanned Aircraft Systems (SUAS) Training Center Support
21 April 2009
1.0 DESCRIPTION OF SERVICE
1.1 GENERAL TASK DESCRIPTION. This Performance-based Work Statement (PWS) describes Contractor support to the Air Force, USSOCOM, and AFSOC training/sustainment program development and technical training support. This concept proposes creation of Joint SUAS Training Center-East (JUTC-E) on the Eglin AFB range complex under HQ AFSOC/A3. This center will primarily be for Groups 1-3 “Small” Unmanned Aircraft Systems (UAS) (as identified in Joint Concept of Operations for Unmanned Aircraft Systems, November 2008) but may be used for larger systems and secondary effects training. The stand up of the JUTC-E is based on a three phased approach. Phase one will have an annual student throughput of 250 and ramping up to 500 students in phase three.
Class size is projected to be approximately 10 students a class. There is also a requirement for a deployable Mobile Training Team (MTT). It is envisioned that contract support will augment three existing full time government employees.
Curriculum will include but is not limited to:
1) General aerodynamic, including effects of controls
2) System overview
3) Aircraft and Ground Control Station (GCS) and performance
4) Base mission planning
5) Map/chart reading
6) Navigation
7) Weather considerations
8) Emergency and system malfunction procedures
9) FAA Airspace/Airfield Operations to include, but not limited to: Air Traffic Control (ATC) radio procedures, Visual Flight Rules (VFR), and airspace/frequency coordination/deconfliction procedures
10) Safety of Flight requirements
11) Operational Risk Management (ORM)
12) Hands-on flight operations
13) Maintenance appropriate to the specific UAS
14) Ground safety requirements
15) SOF-specific TTP
16) SOF-specific all-source analysis fusion production TTP
17) SOF-specific security requirements and releasability to foreign nationals
18) Flight and Sensor operations
1.2 REFERENCE. Headquarters Air Force Special Operations Command (HQ AFSOC/A7KQ), Statement of Work, Appendix A, paragraph 1.4, HQ AFSOC/A3, for HQ AFSOC Systems Engineering and Technical Assistance Services (SETA IV) Contract.
1.3 APPLICABLE STATEMENT OF WORK PARAGRAPHS. This task order invokes the provisions of paragraphs 1.3.1., Management and Professional Support Services.
1.4 SPECIFIC TRAINING SUPPORT REQUIREMENTS
1.4.1 The contractor shall provide HQ AFSOC/A3 with specific technical training to support USSOCOM/AF develop, maintain and teach a comprehensive training program for AFSOC Operations and Sustainment of AFSOC SUAS platforms.
1.4.2 The contractor shall be knowledgeable of USSOCOM/AF owned SUAS systems (Raven B, Wasp III, Scan Eagle, Puma, etc), to include both airborne and ground control components. The contractor shall possess a general knowledge of all DOD owned UAS capabilities and organizations.
1.4.3 The contractor shall be familiar with USSOCOM, AF, and AFSOC SUAS organizations, capabilities, and responsibilities. Contractor shall understand SUAS Tactics, Techniques, and Procedures (TTP) and associated security procedures, including Operations Security.
1.4.4 The contractor shall have experience and familiarity with full motion video and Imagery Intelligence
(IMINT).
1.4.5 The contractor shall be knowledgeable of SUAS sustainment, capabilities, policy and procedures.
1.4.6 The contractor shall be knowledgeable of the Instructor System Development (ISD) process and posses academic instructor experience. Contractor shall be knowledgeable in the development of visual instruction aids.
1.4.7 The contractor shall develop a training program and create courseware for training of USSOCOM/AF SUAS Operations and Sustainment in accordance with AFMAN 36-2234 (Instructional System Development). The contractor shall coordinate with the AFSOC/A3 in the development, update, and implementation of a robust and professional USSOCOM/AF SUAS operations and sustainment training program. As a minimum, POIs will include the items listed in paragraph 1.1. CDRLs A001 - Draft Work Plan; A001 – Work Plan; A003 - SUAS Training Curriculum, SUAS POIs, SUAS Visual Instruction Aids)
1.4.8 Contractor shall maintain and update a comprehensive Work Plan, Training Curriculum, and Plan of Instruction (POI) for SUAS training. These deliverables shall be reviewed and updated as required (CDRLs A001 - Draft Work Plan; A001 – Work Plan; A003 - SUAS Training Curriculum, SUAS POIs, SUAS Visual Instruction Aids)
1.4.9 The contractor shall coordinate schedules and record all formal training for the SUAS mission. (CDRL A001
– Monthly Status Report; CDRLs A001 - Draft Work Plan; CDRLs A001 - Work Plan)
1.4.10 The contractor shall maintain FAA Class II Flight Physical in order to instruct and evaluate Groups 1 through 3 SUAS and fulfill the certification requirements for: Basic SUAS Qualification (BUQ), Initial Qualification Training (IQT), Mission Qualification Training (MQT), and Instructor Upgrade Training (IUT).
1.4.11 The contractor shall instruct personnel from across USSOCOM/AF to include mission partners from worldwide locations using the contractor-developed curriculum and training materials.
1.4.12 The contractor shall keep the AFSOC Functional Area Chief (FAC), Contracting Officer’s Representative (COR), and others as designated by the FAC, informed of task status and progress by regular correspondence or meetings. (CDRL A001 – Monthly Status Report)

1.5.1 CDRL A001 Draft Work Plan. The contractor shall deliver a draft Work Plan outlining the objectives for this PWS within 20 days of award. If any subsequent draft Work Plan revisions are required, they shall be delivered within 10 working days after request. AFSOC/A3 will provide feedback for draft Work Plan within 5 working days.
1.5.2 CDRL A001 Final Work Plan. The contractor shall deliver a final Work Plan outlining the objectives for this PWS within 20 days of Draft Work Plan approval, (5 days for AFSOC/A3 to review, 10 days to finalize). If any subsequent Work Plan revisions are required, then the revised plans shall be delivered by the contractor within 20 days of request.
1.5.3 CDRL A001 Monthly Status Reports. Monthly Status Reports will be on contractor letterhead, and will list previous month’s accomplishments, identified problems/solutions, planned TDY or vacation, etc. Report will also include a summary of activity regarding the draft, update, and approval of deliverables as outlined in Table 1.5
1.5.4 CDRL A002 Trip Reports. Trip Reports will include a list of attendees for meetings, agenda items, and a summary of discussions held are due within 10 days after completion of trips.
1.5.5 CDRL A003 SUAS Training Curriculum, SUAS Plans of Instruction, SUAS Visual Instruction Aids. The contractor shall deliver updates to the SUAS Training Curriculum, SUAS Plans of Instruction, and SUAS Visual Instruction Aids as required. SUAS Visual Instruction Aids topics will include all items listed in paragraph 1.1 of this document to support SUAS training plans. The contractor shall review SUAS Visual Instruction Aids quarterly and update as required. Contractor will adhere to SOF-specific security and releasability requirements for training materials with respect to foreign nationals. Contractor will apply appropriate security markings and adhere to proper handling procedures for training curriculum, SUAS Plans of Instruction, and SUAS Visual Instruction Aids materials.
1.5.6 All CDRLS. HQ AFSOC/A3 shall review and respond with comments or approval of the submittals within 5 workdays of submission for draft and subsequent submissions of deliverables outlined in Table 1.5.
2.0 SERVICE DELIVERY SUMMARY (SDS)
2.1 The service requirements for this Task Order are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service. These thresholds are critical to mission success and acceptable (satisfactory) performance. Invoicing is covered in the Management Level SDS.

3.0 GOVERNMENT FURNISHED PROPERTY
3.1 Government Provided Equipment/Office. The government shall provide five desks, workspace, utilities, electrical power hookups, personal computers, telephone access, administrative supplies, and all audiovisual projection equipment for on-site personnel. Contractor personnel must follow the standard facility rules and regulations required of government personnel.
3.2 Title of Documentation. The Government will furnish or make available to the contractor any documentation deemed necessary by the Government to accomplish this task. Where access is determined necessary to other government activities or agencies, HQ AFSOC/A3 will resolve access issues to assist in the task accomplishment.
4.0 GENERAL INFORMATION
4.1 SCHEDULE. The contractor shall perform this task from 01 Dec 09 through 30 Nov 14, with a one-year base period and four one-year options.
4.2 DATA. The Government has unlimited rights to all deliverables of this Task Order. Specific contract efforts and accomplishments under this Task Order shall be included in the applicable CDRL(s) listed above.
4.3 MANAGEMENT
4.3.1 Functional Director (FD). The FD for this Task Order is AFSOC/A3, Hurlburt Field, FL 32544. Telephone:

4.3.2 Contracting Officer Representatives (CORs). The following individuals will perform Primary and Alternate COR duties as assigned by the FD. The contractor’s Program Manager shall take reasonable steps to allow CORs unrestricted and unhampered access to contractor employees accomplishing duties associated with this Task Order.

4.4 TRAVEL. Travel outside the local area may be required to support the requirements of this task order. All travel must be directed and approved in advance by the COR, and shall not exceed the travel line item funding for this requirement. Travel shall be reimbursed in accordance with the requirements of Special Contract Requirement H-0012, Allowable Travel Cost. Contractor personnel are not authorized to travel on Government invitational travel orders. Trip reports will be provided as required in paragraph 1.5, Deliverables.
4.5 SECURITY INSTRUCTIONS. Contractor personnel will have a minimum of a SECRET clearance at the start of performance. The contractor shall have the ability to qualify for and maintain eligibility for access to TS/Sensitive Compartmented Information (SCI); or possess a single scope background investigation (SSBI) within the last five years; or currently be indoctrinated for SCI. Refer to the DD Form 254 prepared for this requirement for additional security requirements
4.6 DUTY INFORMATION. In accordance with the Basic SETA IV Contract, paragraphs 4.1 and 4.2, the contractor's work hours and place of performance are listed below.
4.6.1 Place of Performance: Eglin Air Force Base range complex. Telephone: Commercial: (850) 884-XXXX or

4.6.2 Duty Hours: Normal duty hours are Monday - Friday 0730-1630. On occasion, the training schedule will require alternate work days and work hours. In such cases, compensatory time will be utilized as to not exceed a normal 40-hour work week.
4.7 ESSENTIAL SERVICES. The services under this task order are not essential for performance during crisis according to DODI 3020.37.
