Performance Work Statement
For SOF Mobility Aircraft Program Support
21 April 2009
1.0 DESCRIPTION OF SERVICE
1.1 GENERAL BACKGROUND AND TASK DESCRIPTION. AFSOC as the air component of USSOCOM is tasked with providing air mobility for joint Special Operations Forces (SOF) throughout an area of operations. In many cases SOF mobility requires a platform capable of operating as a quick reaction vehicle into short, undeveloped air strips in an austere environment. This requirement is continually evolving and must be adapted to various theaters/situations. SOF mobility within an area of operations is also requiring a smaller platform than AFSOC’s existing MC-130 fleet, yet requires the same intense training relationship with special operations ground forces. This emerging mobility requirement is urgent and may require purchase or lease and subsequent modification of existing commercial/military/foreign airframes to provide a warfighting capability in minimal time.
This Performance-based Work Statement (PWS) describes contractor support for functions relating to the acquisition of a SOF Mobility Aircraft. The contractor shall support the definition of operational requirements, translation of requirements to systems capabilities, and subsequent operational evaluation of new or modified systems. The contractor shall assist in the development of policies, procedures, and planning related to these operational requirements, and operational test and evaluation (OT&E). The contractor shall aid in the conversion of AFSOC concepts, roles, and missions into qualitative operational requirements for a SOF Mobility Aircraft and associated support systems. The contractor shall support the development of concepts, policies, and doctrine for joint and unilateral employment of SOF Mobility Aircraft. Work performed shall be within the scope of the task areas defined below in paragraph 1.4, Specific Requirements.
1.2 REFERENCE. Headquarters Air Force Special Operations Command (HQ AFSOC/A7KQ), Statement of Work, Appendix A, paragraph 1.6, HQ AFSOC/A5, for the HQ AFSOC Systems Engineering and Technical Assistance Services (SETA IV) Contract.
1.3 APPLICABLE STATEMENT OF WORK PARAGRAPHS. This task order invokes the provisions of paragraphs 1.3.1, Management and Professional Support Services.
1.4 SPECIFIC TASK REQUIREMENTS. The contractor shall conduct studies, analyses, and evaluations in support of the SOF Mobility Aircraft Program as follows:
1.4.1 The contractor shall examine current requirements and capabilities documentation for a SOF Mobility Aircraft Program and recommend modifications to enhance the clarity of AFSOC requirements. The Contractor shall support design reviews, source selections, Analysis of Alternatives (AOAs), and technical reviews during the fielding of a SOF Mobility Aircraft.
1.4.2 The Contractor shall support AFSOC’s role as focal point with industry, civil and military research agencies.
The Contractor shall aid in AFSOC’s participation in development, testing and evaluation (DT&E).
1.4.3 The Contractor shall assist AFSOC in managing the OT&E of the SOF Mobility Aircraft and support systems.
1.4.4 The Contractor shall recommend modifications to existing SOF Mobility Aircraft weapon and support systems based on advanced capabilities.
1.4.5 The Contractor shall provide support necessary toward achieving initial operational capability (IOC) for the SOF Mobility Aircraft.
1.4.6 The Contractor shall define a team of personnel to provide expertise in the following functional areas related to a SOF Mobility Aircraft: requirements definition, aircrew and aircraft training, aircraft systems maintenance and logistics/sustainment and operational systems employment.
1.5 DELIVERABLES. The contractor shall provide the following:

1.5.1 CDRL A001 Monthly Status Reports. Monthly Status Reports will be on contractor letterhead, and will list previous month’s accomplishments, identified problems/solutions, planned TDY or vacation, etc. Report will also include a summary of activity regarding the draft, update, and approval of deliverables as outlined in Table 1.5
1.5.2 CDRL A002 Trip Reports. Trip Reports will include a list of attendees for meetings, agenda items, and a summary of discussions held are due within 10 days after completion of trips.
1.5.3 CDRL A006 Conference Minutes. Conference Minutes will include a list of attendees for meetings, agenda items, and a summary of discussions held are due within 10 days after completion of conference.
1.5.4 All CDRLS. HQ AFSOC/A5 shall review and respond with comments or approval of the submittals within 5 workdays of submission for draft and subsequent submissions of deliverables outlined in Table 1.5.
1.5.5 Deliverable Format. The contractor shall produce and provide reports in soft copy. Monthly Status Reports, Trip Reports, and Conference Minutes should be submitted electronically.
2.0 SERVICE DELIVERY SUMMARY (SDS). The service requirements for this Task Order are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service. These thresholds are critical to mission success and acceptable (satisfactory) performance. Invoicing is covered in the Management Level SDS.

3.0 GOVERNMENT FURNISHED PROPERTY
3.1 Government Provided Equipment/Office. The government will provide the base support as specified in the special provisions in Section H of the SETA IV Basic Contract. The government will provide Automated Information System (AIS) for each contractor with the peripherals, hardware, software, and connectivity to accomplish the requirements of this task order. The government will provide sufficient computer(s) approved for classified processing and SIPRNET access to meet requirements of this task. All required telephones, fax, and copier access will also be provided. Contractor personnel must follow the standard facility rules and regulations required of government personnel.
3.2 Title of Documentation. The Government will furnish or make available to the contractor any documentation deemed necessary by the Government to accomplish this task. Where access is determined necessary to other government activities or agencies, HQ AFSOC/A5 will resolve access issues to assist in the task accomplishment.
4.0 GENERAL INFORMATION
4.1 SCHEDULE. The contractor shall perform this task from 31 January 2010 through 30 January 2015, with a one-year base period and four one-year options..
4.2 DATA. The Government has unlimited rights to all deliverables and contractor produced documentation under this Task Order. Specific contract efforts and accomplishments under this Task Order shall be included in the applicable CDRL(s) listed above.

4.3.2 Contracting Officer Representatives (CORs). The following individuals will perform Primary and Alternate COR duties as assigned by the FD. The contractor’s Program Manager shall take reasonable steps to allow CORs unrestricted and unhampered access to contractor employees accomplishing duties associated with this Task Order.

4.4 TRAVEL. Travel outside the local area may be required to support the requirements of this task order. All travel must be directed and approved in advance by the COR, and shall not exceed the travel line item funding for this requirement. Travel shall be reimbursed in accordance with the requirements of Special Contract Requirement H-0012, Allowable Travel Cost. Contractor personnel are not authorized to travel on Government invitational travel orders. Trip reports will be provided as required in paragraph 1.5, Deliverables.
4.5 SECURITY INSTRUCTIONS. Contractor personnel will have a minimum of a SECRET clearance at the start of performance. The contractor shall have the ability to qualify for and maintain eligibility for access to TS/Sensitive Compartmented Information (SCI); or possess a single scope background investigation (SSBI) within the last five years; or currently be indoctrinated for SCI. Refer to the DD Form 254 prepared for this requirement for additional security requirements.
4.6 DUTY INFORMATION. In accordance with the Basic SETA IV Contract, paragraphs 4.1 and 4.2, the contractor's work hours and place of performance are listed below.
4.6.1 Place of Performance: HQ AFSOC, Hurlburt Field, FL
4.6.2 Duty Hours: Normal duty hours are Monday - Friday 0730-1630. On occasion the training schedule will require alternative work days and hours. In such cases, compensatory time will be utilized as not to exceed a normal 40-hour work week.
4.7 ESSENTIAL SERVICES. The services under this task order are not essential for performance during crisis according to DODI 3020.37.
