BID SCHEDULE - SAN ANTONIO SCHEDULE III
OPTION YEAR 1: 1 JAN 16 – 31 DEC 16
DAILY CAPABILITIES
(a) Definitions.
(1) Government’s estimated maximum daily requirements. The Government’s estimated maximum daily requirements, excluding Saturday, Sunday; National, State and local holidays the quoter must agree to be able to service on any single workday
(2) Government’s minimum acceptable daily capability (MADC). The minimum weight of shipments, for each type of service and area of performance, the quoter must agree to be able to service on any single workday. This figure is based on anticipated peak demand and does not represent the daily average. For Intra City/Intra Area (Schedule III) this figure shall include the total weight of shipments scheduled by the Joint Personal Property Shipping Office San Antonio (JPPSO-SAT) for pickup that day, without regard to the weight of other shipments being packed but not picked up that same day.
(3) Quoter’s guaranteed daily capability. The maximum weight of shipments, for each type of service and area of performance, the quoter agrees to be bound to service any single workday. The contractor may, at their option, agree to service a greater amount upon request, but shall not be obligated to do so.
(b) Instructions to Quoters. Quoters are required to complete the blanks labeled “Quoter’s guaranteed daily capability” on page 3 for those schedules and areas for which they wish to be considered for award. Quoters not wishing to be considered for certain types of areas of performance shall insert the words “no quote” in the corresponding blanks and shall leave the unit and total price line for the corresponding items blank. Quoters who complete the unit and total price lines for a given schedule and area, but who leave the corresponding lines on page 3 blank shall be presumed to agree to the MADC.
(c) Schedule III (Area I) – Intra-City and Intra-Area Moves. Due to the large volume of local moves during the summer moving season (May – September) in the San Antonio area, this schedule is divided up for one primary contractor and one secondary contractors. The primary contractor will receive an estimated 75% of all annual tonnage and the secondary contractor will receive an estimated 25% of all annual tonnage. Quoters may place a quote to be either the primary contractor or a secondary contractor. Quoters placing quotes in both categories will be considered for both but will not be awarded both contracts. Quoters submitting such quotes need only to submit technical quotations supporting their primary contractor quote. Such technical quotation will be considered sufficient to meet secondary contractor requirements. All procedures indicated in the performance work statement applies to all contractors. A tonnage distribution roster will be maintained by the ordering officer to ensure that each contractor receives their required percentage monthly. This tonnage distribution roster will be made available to each contractor for review with prior notice given to the ordering office. In the event that the Government terminates a specific portion of the contract, the remaining contractors will assume the entire workload for Schedule III until another contractor can be located. The remaining contractor’s percentage of workload will increase proportionally to assume the workload of the terminated contractor. Should such a termination occur, the contracting officer will initiate contract modifications and negotiations with the remaining contractors. Remaining contractors will be required to perform at increased work levels in accordance with existing contract specifications until modifications and negotiation is complete or a new contractor is acquired.
(d) Quote Items. Labor charges are included in the complete service of a quote item ordered and not paid as an additional cost. Quote items are inclusive and are a single factor quote price for all normal services performed under this contract. Services such as stair carry, long carry, or elevator charges are considered normal services. Extra pickup/delivery, carry of piano/organs, disassembly/assembly of wall units, or other services where a third party provider is required and approved may be considered as additional or above normal services. The quantities shown below for each item in this solicitation are the Government’s estimate of requirements which may be ordered during the period of the contract. Quoters must complete the “Quoter’s Guaranteed Daily Capability”, which must equal or exceed the Government’s minimum acceptable daily capability (MADC), for all items within an area of performance for which they submit quotes. Failure to do so will render the quote nonresponsive. Quoters not wishing to be considered for certain types of areas of performance shall insert the words “no quote” in the corresponding blanks.
ESTIMATED QUANTITIES
The quantities shown by area of performance for each item in this Solicitation are the Government’s estimates of requirements, which may be ordered during the period of the contract.
The Government’s estimated maximum daily requirements, excluding Saturday, Sunday; national, state, and local holidays are listed below by area of performance within each schedule. Quoters must complete the “Quoter's Guaranteed Daily Capability,” which must equal or exceed the Government’s minimum acceptable daily capability for all items within an area of performance for which they submit quotes.
