SUMMARY OF CHANGES
a. The purpose of Amendment 0002 is to replace the verbiage within the combined synopsis/solicitation, Section 8 and 9 in its entirety and to upload industry questions and answers.
b. Paragraph 8 reads as follows:
The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.
ADDENDA TO 52.212-1 QUOTATION PREPARATION INSTRUCTIONS
(a) To assure timely and equitable evaluation of quotations, quoters must follow the instructions contained herein.
Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Quoters must clearly identify any exceptions to the solicitation terms and conditions and provide complete accompanying rationale.
(b) Multiple Awards: Due to the large volume of local moves during the summer moving season (May –
September) in the San Antonio area, two (2) awards shall be made for Schedule III Area 1. Schedule III Area 1 is divided up for one primary contractor and one secondary contractor. The primary contractor will receive an estimated 75% of all annual tonnage and the secondary contractor will receive an estimated 25% of all annual tonnage. Quoters may place a quote to be either the primary contractor or a secondary contractor for Schedule III
Area 1. Quoters placing quotes in both categories will be considered for both but will not be awarded both contracts. In the event a quoter provides the lowest pricing for both the primary and secondary, the quoter will be eligible for Schedule III Area 1, primary only.
Schedule III Area 1 (Secondary) will be evaluated separately from Schedule III Area 1 (Primary) and Schedule III
Areas 2 through 4.
Schedule III Area 2 through 4 will be evaluated separately from Schedule III Area 1 (Primary) and Schedule III
Area 1 (Secondary). Schedule III Area 2 through 4 will be evaluated collectively. The quoter selected as either the awardee for the primary or secondary contractor for Schedule III Area 1 may also be selected as the awardee to provide services for Areas 2 through 4 (See Paragraph 9, section 2(b) for price evaluation).
(1) The best value criteria and process that will be used to select awardees is described in the paragraph of provision 52.212-2.
(2) The government reserves the right to make an award of two or more areas to a single quoter if such award will result in an overall lower estimated cost to the Government (inclusion of all option years).
(3) The Government reserves the right to award additional contracts, as a result of this solicitation, to the extent necessary to meet its estimated maximum daily requirements.
(c) Submission of quotes. Submit quotes, to include all fill- in clauses to the office specified in this solicitation at or before the exact time specified in this solicitation.
(d) Address any questions, clarifications or concerns you may via email to: SSgt Nick Griswold, nicholas.griswold@us.af.mil, (210) 652-9094 and provide a copy to Ms. Gina F. Garcia, gina.garcia@us.af.mil,
(210) 652-5131.
(e) Exceptions taken to terms and conditions of the RFQ, to any of its attachments, or to other parts of the RFQ shall be identified. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost and specific requirements of the RFQ. Failure to comply with the terms and conditions of the RFQ may result in the quoter being removed from consideration for award.
c. Paragraph 9 reads as follows:
The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.
ADDENDUM TO FAR 52.212-2, EVALUATION PROCEDURES
Reference FAR 52.212-2, paragraph (a) is hereby tailored as follows:
(a) Basis for Award: Best value determination will be based on a Lowest Price Technically Acceptable approach.
The Government will award multiple contracts resulting from this RFQ to the responsible quoter(s) whose services are technically acceptable, quotes the lowest overall price with inclusion of option years, and has a past performance rating of acceptable. The following factors shall be used to evaluate quotes:
(i) Technical
(ii) Lowest Price with Inclusion of Option Years (See Paragraph 9, Section 2(b) for price evaluation)
(iii) Past Performance
If five (5) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability per area.
If more than five (5) quotes are received, the Government will then evaluate the five (5) lowest priced quotes for
Technical Acceptability (See Paragraph 9, section 1 and 2(b)). However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of increasing total evaluated price, when the agency determines that none of the initial five (5) lowest priced quotes are qualified as acceptable. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ, in the absence of discussions.
The evaluation process shall proceed as follows:
1. Technical Acceptability. The government technical evaluation team shall evaluate the quotations on a pass/fail basis, assigning ratings of Acceptable or Unacceptable. Quoters submitting quotes for the primary and secondary requirements for Schedule III Area 1 need only to submit technical information supporting their primary contractor quote. Such technical information will be considered sufficient to meet secondary contractor requirements. The quotations shall be evaluated against the following sub factors:
(a) Sub Factor 1. Capability. The quoter shall complete the Guaranteed Daily Capability on page 2 of
Attachments 2, 3, 4, 5 and 6 for each area in which the quoter proposes. Quotations not meeting minimum acceptable daily capability for an area as specified on page 2 of Attachments 2, 3, 4, 5 and 6 could indicate a lack of understanding concerning mission requirements and shall result in the entire area being determined technically unacceptable or being eliminated.
(b) Sub Factor 2 - Contractor Facilities. The quoter shall provide documentation and planned location of the facilities that will be used for storage and processing of shipments as outlined in Appendix D of DoDR 4500.9-R
(Reference PWS paragraph A.11.). The Government will review all provided documentation and perform a site visit of the proposed facilities to determine it acceptable or unacceptable.
2. Price:
(a) The quoter shall accurately complete the Bid Schedules (Reference Atchs 2-6) for the areas in which the quoter proposes for the basic and each option year. The contract will include four (4) one-year options. The
Government may determine that an quoter is unacceptable if the option prices are significantly unbalanced.
Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or sub-line item(s) appear to be significantly overstated or understated as indicated by the application of cost or price analysis techniques. Therefore, a quotation may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government. Evaluation of options shall not obligate the Government to exercise the option(s). Incomplete Bid Schedules or quotations could indicate lack of understanding of the requirement and may result in the quotation for that area being determined unacceptable and eliminated from further consideration.
(b) Price Evaluation:
Schedule III Area 1 (Primary): The Government will evaluate quotes for award purposes by adding the total estimated price for all option years for Schedule III Area 1 (Primary) to the total price for the basic requirement.
Quoters placing quotes in both the primary and secondary categories will be considered for both but will not be awarded both contracts. In the event a quoter provides the lowest overall pricing for both the primary and secondary, the quoter will be considered for the award for the primary contractor for Schedule III Area 1 requirement only.
Schedule III Area 1 (Secondary): The Government will evaluate quotes for award purposes by adding the total estimated price for all option years for Schedule III Area 1 (Secondary) to the total price for the basic requirement.
Quoters placing quotes in both the primary and secondary categories will be considered for both but will not be awarded both contracts. In the event a quoter provides the lowest overall pricing for both the primary and secondary, the quoter will be selected as the awardee for the primary contractor for Schedule III Area 1 requirement only.
Schedule III Areas 2 through 4: The Government will evaluate quotes for award purposes by adding the total estimated price for all option years for Schedule III Areas 2 through 4 collectively to the total price for the basic requirements. The quoter selected as either the awardee for the primary or secondary contractor for Schedule III
Area 1 may also be selected as the awardee to provide services for Schedule III Areas 2 through 4.
(c) Price Reasonableness: The Government may use any of the following price analysis techniques IAW
FAR 15.404-1(b) to determine price reasonableness: comparison of proposed prices received, comparison of previously proposed prices, and previous Government and commercial contract prices, use of parametric estimating/rough yardsticks, comparison with competitive published price lists or market prices, comparison with independent Government cost estimates, comparison with market research, and analysis of pricing information provided by the quoter.
3. Past Performance
Past performance will demonstrate contractor/vendor’s ability to provide the services IAW the PWS (Reference
Atch 1) and the Bid Schedules (Reference Atchs 2-6). The Government will evaluate the quality and extent of quoter’s performance deemed recent and relevant to the requirements of this RFQ. The Government will use information submitted by the quoter and any other sources of information available to the Government to access past performance. Provide at least one (1) and not more than two (2) references of the most relevant contracts performed for Federal agencies and/or commercial customers within the last three (3) years from the issue date of this RFQ or currently being performed. Relevant performance includes performance of efforts involving moving and storage services that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation.
Furnish the following information for each reference listed:
(1) Company/Division Name
(2) Product/Service
(3) Point of Contact, e-mail, and phone number
(4) Contract Number
(5) Contract Dollar Value
(6) Period of Performance
The above information shall be provided as part of the RFQ package. Past performance will be rated as acceptable/unacceptable based on the response from the references provided and any other sources of information available to the Government to access past performance. The Government reserves the right to utilize past performance information gained from other sources (i.e., past performance databases, other government sources, etc.) to aid in evaluating past performance. If you have any questions, please contact Nick Griswold at nicholas.griswold@us.af.mil.
The Government will award multiple contracts resulting from this RFQ to the responsible quoter(s) whose services are technically acceptable per areas, quotes the lowest overall price with inclusion of option years per area, and has a past performance rating of acceptable (as outlined in Paragraphs 8 and 9). The Government intends to award mulitple contracts without discussions with respective quoters. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
d. SCHEDULE III SAN ANTONIO-QUESTIONS/ANSWERS
Question 1: Regarding the paragraph below from the Combined Synopsis, there are several items I want to bid 0 on since they are not used in completion of the contract. Will that result in rejection of my bid?
“The Government may determine that an quoter is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).”
Answer 1: The following paragraph of the combined synopsis/solicitation will explain what may happen if you quoted $0 for any section with an estimated quantity.
Paragraph 9 section 2(a)- “The quoter shall accurately complete the Bid Schedules (Reference Atchs 2-6) for the areas in which the quoter proposes for the basic and each option year. The contract will include four (4) one-year options. The Government may determine that an quoter is unacceptable if the option prices are significantly unbalanced. Incomplete Bid Schedules or quotations could indicate lack of understanding of the requirement and may result in the quotation for that area being determined unacceptable and eliminated from further consideration”.
Question 2: In the past fuel surcharge was added to certain line items however there is nothing noted in the solicitation this time. “SDDC fuel surcharge will apply to XX% of the unit price for this item”.
Answer 2: There is no Fuel Surcharge requirement in DTR 4500.9R, Part IV, Appendix G for DPM contracts.
Question 3: Full Replacement Value (FRV) was included in the past, but I don’t see that it is included this time around. Are we to bid it with FRV included?
Answer 3: Clause 252.247-7016 has hereby been removed and will not be incorporated in the resultant contract.
The guidance for claims and liability procedures found in attachment G6 of the PWS will be utilized in lieu of this clause.
e. All other terms and conditions remain unchanged.
