About this file

This is a Solicitation Addendum No. 1 issued by the Minnesota Office of State Procurement extending the submission deadline for a Request for Proposal to establish contracts for ligature-resistant fixtures designed for behavioral health environments. The fixtures will be available to Minnesota State Agencies and Cooperative Purchasing Venture members on an as-needed basis. The original solicitation due date of July 23, 2026 at 3:00 PM Central Time has been revised to July 27, 2026 at 3:00 PM Central Time. All responses must be submitted electronically through the SWIFT Supplier Portal. The contract period is anticipated to run from September 1, 2026 to February 29, 2028, with options to extend up to three additional years in increments determined by the State. The scope covers 14 primary product categories including soft safety doors, door hardware, hooks, grab bars, mirrors, dispensers, curtain rail systems, plumbing items, shelving, light fixtures, electrical and HVAC supplies, trash receptacles, television enclosures, and fire extinguisher cabinets. Questions regarding the solicitation must be submitted by July 9, 2026 at 3:00 PM Central Time to the Acquisition Management Specialist.

The estimated annual contract value is $50,000 to $75,000, though this figure does not constitute a minimum or maximum obligation. Pricing must be submitted as a percentage discount off manufacturer's list price only, with all prices FOB Destination, prepaid and allowed, including freight. Responders must be OEMs, authorized distributors, or manufacturer's representatives; brokers are not accepted. Responders are not required to offer all product categories but are encouraged to provide pricing for as many as possible. All fixtures must be ligature-resistant, tamper-resistant, impact-resistant, and comply with Minnesota restrictions on hazardous substances. Eligible preference applicants include targeted group businesses, economically disadvantaged businesses, veteran-owned businesses receiving a 12 percent preference, and DEED/DHS providers receiving a 6 percent preference. Evaluation occurs in three phases: Phase 1 addresses responsiveness and pass/fail criteria; Phase 2 covers acceptance of State terms, product evaluation, and cost detail with preference points; Phase 3 determines best-value selection. The State reserves the right to award to a single or multiple responders or to reject all responses.
