About this file
This document is a comprehensive set of change orders and contract amendments for the Homolovi Ruins State Park Water and Wastewater Infrastructure Upgrades project in Arizona. The primary parties involved are the Arizona Department of Administration (ADOA), Standard Construction Company, Inc. as the contractor, and Valentine Environmental Engineers, LLC as the design professional. The project is located at Homolovi Ruins State Park in Winslow, Arizona, and is being executed under contract number CTR075666.
The change orders detail several significant modifications to the original project scope, including consolidating existing waterlines around a campground restroom, replacing damaged septic distribution boxes, adjusting sewer pipe sizes, modifying waterline tie-ins, and adding weather protection for a booster pump station. The total contract value has increased from $1,619,323.91 to $1,722,046.02 through four change orders totaling $102,722.11. These changes were necessitated by unforeseen site conditions, such as discovering multiple waterlines, damaged infrastructure, and the need for additional equipment protections. The changes also extended the project timeline by 2 calendar days and involved detailed investigations and modifications to existing utility systems at the park.

Re: Change Order Request #1 – Consolidation of Existing Waterlines Around CXT Homolovi Ruins State Park WWS
CTR075666
Dear Mr. Bergeron, During excavation and removal of the existing restroom building, Standard Construction discovered several unknown waterlines and waterline tie-ins that fed not only the building but the entire campground area. After further T&M investigation, Standard uncovered and found that there were 4 separate waterlines running around the existing restroom building serving separate purposes:
1. 2” Waterline that fed water to the restroom building
2. 2” Waterline that fed the west side of the campground
3. 2” waterline that fed the east side of the campground
4. 1” irrigation line that was no longer in use
These lines discovered appeared to all tie into each other, which complicated any necessary shutdowns for repairs. At an on-site meeting on 6/19/25, Standard Construction, ADOA, AZ Parks, and Valentine Engineering all observed the conditions and decided that it was necessary to consolidate the lines, add some additional shut-off valves to help isolate each individual line, and to remove any unnecessary lines or parts. Standard submitted RFI #15 proposing to install 3 New 2” valves to help isolate each waterline and remove unnecessary parts. The 3 new valves will be located in one meter box to protect the new valves.
Standard Construction herby requests that ADOA execute a change order in the amount of $12,838.73 to compensate for the changes related to RFI #15. This change order amount will compensate for the additional labor, materials, equipment, and general conditions as well as provides a credit for the 6” pipe parts that will now not be used per the plan. See attached change order breakdown and RFIs as backup for the changes to the existing waterline around the CXT.

Description: Consolidation of Existing Waterlines at Restroom/CXT
Contractor RFI:
As discussed during an on-site meeting on 6/19. Standard proposes the attached solution to consolidate and simplify the existing waterlines discovered around the campground restroom.
Standard proposes installation of 3 EA - 2" valves to isolate each line and remove unnecessary sections of the existing waterline. This will allow the park staff to isolate each line as they deem necessary without causing major disruptions to the rest of the campgrounds.
RESPONSE:
Valentine agrees to Standard’s proposal for installation of three (3) – 2-inch valves to isolate each line that feed the campsites, the line to the rest of the park, and the line going straight to the restroom building.
Valentine requests that Standard carefully track all as-builting for the demo work and the existing components that were discovered in field.
Standard indicated on-site that shut down time for the tie-ins to take place may result in a day.
Please coordinate with the Park & residents accordingly.

Re: Change Order Request #2 – Changes to Ranger Residence Booster Pump Homolovi Ruins State Park WWS
CTR075666
Dear Mr. Bergeron, On 5/23/25, Standard Construction submitted RFI #6, requesting clarification on the weather protection for the Ranger Residence Booster Pump Skid. The plans and specifications did not specify any weather protection for the system, but the pump manufacturer was concerned about having the skid system exposed to the elements. Over the next several weeks, both Standard Construction and Valentine Engineering had conversations with the manufacturer which ended up with a recommendation of an insulated enclosure for the skid with an exhaust fan and thermostat-controlled space heater. This would protect the skid package from the weather in both the extreme summer heat and the low temperatures of winter.
Valentine Engineering provided an official response to RFI #6 on 6/9/25 which included Field Directive #1, with final updated electrical drawings being provided on 6/27/25. With these RFI responses, the following changes were included:
• Widening the re-enforced concrete pad by 30 SF
• Additional 10 LF of Fencing around the Booster Pump
• Addition of an insulated enclosure for the booster pump skid package with vent fan and space heater
• Changes to the electrical tie in and power supply to the skid package to compensate for the exhaust fan and space heater inclusions
Due to these changes to the booster pump system, Standard could not get the boost pump package with changes approved and into production until 7/2/25. Per the manufacturer, there will be a 10–12-week lead time for production and delivery. Standard is projecting to be complete will all other contract work by the beginning of August, meaning a separate mobilization of crew and equipment to install the booster pump once it is ready will be necessary. An additional mobilization of the electrical subcontractor will also be necessary once the skid package is installed to connect and energize power to the system.
Standard Construction requests that ADOA execute a change order in the amount of $36,000 to compensate for the changes related to Ranger Residence Booster Pump System and Enclosure. This change order amount will compensate for the additional mobilizations, labor, materials, equipment, and general conditions. See attached change order breakdown and RFIs as backup for the changes to the booster pump skid package.

Question Question from Kyle Bowman Standard Construction Company on Friday, May 23, 2025 at 10:49 AM MST Standard's Booster Pump Skid manufacturer/supplier (PremierFlow) has brough up concerns over weather protection of booster pump skid that is currently (as per the plans) to be outdoors. The plans and specifications call out for the bladder tank at that location to be heat traced and insulated. However, the plans and specifications currently do not contain anything in regards to heat or cold weather protections for the booster pump skid.
Based on the current "approved as noted" submittal, PremeirFlow has offered the following suggestions:
• If unit is outdoor rated in AZ, panel would need to be a minimum NEMA 3R or NEMA 4 with panel mounted A/C unit as the VFD are mounted inside of the enclosure and the temp extreme heat would be a problem.
• On unit located outside it is recommended to have HMI screen cover
• Another option for Outdoor system is a fiberglass enclosure to protect the system from the elements and which could be heated to protect the tank and system
Will any heat or cold weather protections need to be taken for the exposed piping as part of the booster pump skid?
Please review and provide direction or updated plans/specifications that would protect the booster pump skid from weather damage.

Description: Ranger Residence Outdoor Booster Pump Protections
Standard's Booster Pump Skid manufacturer/supplier (PremierFlow) has brough up concerns over weather protection of booster pump skid that is currently (as per the plans) to be outdoors.
If unit is outdoor rated in AZ, panel would need to be a minimum NEMA 3R or NEMA 4 with panel mounted A/C unit as the VFD are mounted inside of the enclosure and the temp extreme heat would be a problem.
On unit located outside it is recommended to have HMI screen cover Another option for Outdoor system is a fiberglass enclosure to protect the system from the elements and which could be heated to protect the tank and system Will any heat or cold weather protections need to be taken for the exposed piping as part of the booster pump skid?
Please review and provide direction or updated plans/specifications that would protect the booster pump skid from weather damage.
RESPONSE:
The Contractor provided the quote summary from PremierFlow and Valentine confirmed the quote with the manufacturer. The quote included the cost differences between the two above options of either upgrading the panels or adding an enclosure to house all equipment. Please see attached document herein. Note that Standard indicated that these are direct material costs to
Valentine Environmental Engineers, LLC Page 2 of 2 Request for Information (RFI) Date: 6/9/2025
Premierflow and do not account for labor, equipment, or overhead costs Standard may incur for installation.
Considering the net price of the options attached, PremierFlow items 1-3, which include the NEMA 4 with A/C mounted unit, HMI screen cover, and heat tracing, the total price would amount to approximately $10,440.
The fiberglass enclosure is summarized in Premierflow Item 4 at $11,940. This option would house the booster pumps and bladder tank and provides weather protection. Valentine confirmed with PREMIER Flow that the enclosure’s exhaust fan would be sufficient enough to protect the booster pump system against standard 100°F temperatures seen in the area of Winslow. The pumps are not big enough to generate large heat loads and the exhaust fan would be sized to withstand said temperatures.
Valentine requested the cutsheet for the proposed fiberglass enclosure, Dyer Fiberglass Model D303, which is also included herein, in order to gauge the general footprint of the enclosure over the booster pump system. Please see attached Field Change Drawing No. 1 showing the proposed enclosure over the booster pump station. Note that this option requires an enlarged concrete pad and modifications to the surrounding fencing for minimum clearance.
Valentine presented this information to Parks and Parks prefers to move forward with the fiberglass enclosure.

Re: Change Order Request #3 – Changes to Ranger Residence Sewer Line, Replacement of Damaged
Distribution Boxes, and HydroVac Cleaning Homolovi Ruins State Park WWS
CTR075666
Dear Mr. Bergeron, Per ADOA’s request, Standard Construction is submitting the following change order for design changes and existing conditions discovered over the course of the project to date. The following changes are described in further detail below:
1. HydroVac Cleaning of Existing Septic Fields:
a. During construction, Standard discovered that the existing pipes and septic fields outside of the project scopes were filled with dirt and sand. The dirt and sand discovered were preventing the sewage from flowing properly and in some case causing backups.
Standard proposes to flush and clean out the existing pipes and septic fields to restore the fields to their full capacity.
2. Replace Damaged Septic Diverter Boxes:
a. Upon excavation, Standard discovered that the 4 existing septic distribution boxes (1 @
Campground and 3 @ Ranger Residence) were damaged or completely collapsed.
Standard submitted RFI #9 requesting direction as to either replace or leave the damaged boxes in place. As part of the RFI #9 response, Standard was directed by the engineer to replace the damaged Distribution Boxes to restore the septic systems to their full capacity.
3. Changes to the Sewer Pipe Sizes and Parts to Match existing conditions:
a. Per plan, Standard was to install all 6” pipe around the Ranger Residence Septic Field and Sewer service. During excavation, Standard discovered that there were sections of 8” pipe and the existing sewer service was 4”.
