About this file
This document is the Child Specific Recruitment (CSR) Closure Report Guidelines issued by the Arizona Department of Child Safety (DCS). The guidelines outline the requirements and documentation needed when closing a child's case that does not result in guardianship or adoption, which must be reviewed by the Adoption Recruitment Team and approved by the Assistant Director of Foster Care.
The document details specific efforts that must be completed before case closure, including ensuring children have professional photos on the Children's Heart Gallery for at least 6 months, responding to all family inquiries, discussing barriers with foster families, exploring biological family connections, documenting youth's perspectives on adoption, and addressing specific scenarios such as prolonged family-like placements, out-of-state moves, or cases receiving specialized services. The guidelines provide a comprehensive framework for systematically evaluating and documenting the reasons and steps taken before closing a child's recruitment case, with an emphasis on exploring all potential permanent placement options.
