About this file
This is a Material Source Narrative prepared by the Oregon Department of Transportation (ODOT) Region 4 Project Delivery office, dated December 1, 2025, detailing the Identifier Quarry as a prospective material source for the District 9 Chip Seal Aggregate Production project. ODOT is seeking a qualified contractor to produce approximately 6,800 to 8,000 cubic yards of graded medium chip seal aggregate from the ODOT-owned Identifier Quarry located at mile post 61.74 on US Highway 97 in Wasco County, Oregon. The quarry, mapped as Grande Ronde Basalt formation, is an existing rock quarry previously developed since 1938 for ODOT maintenance and construction projects. The excavation area, shown on plan sheets GE01 and GE02, contains adequate material for project completion and future development. Aggregate production activities are limited to daylight hours Monday through Saturday. Contractors are required to examine available information and site conditions prior to bid submittal, as specified in Oregon Standard Specifications for Construction Section 00120.15.
The material source documentation includes site exploration data from three drill holes completed in November 2017, with rock core samples analyzed by the ODOT Materials Laboratory confirming the basalt rock is acceptable for use as aggregate. The excavation strategy involves extending access to the quarry top, using stripped overburden to construct and maintain safety berms, and moving the quarry face eastward to southeast while maintaining a constant pit floor elevation. Contractors must use and process all material meeting quality requirements except for up to 20 cubic yards with maximum dimensions of 2.5 feet, potentially requiring special equipment for size reduction. Blasting operations are governed by Section 00235 of Special Provisions and Section 00335 of Standard Specifications, requiring a blasting plan submitted 14 days prior to work and written notification to the Project Manager and nearby property owners at least 48 hours in advance. The quarry has a documented history of material extraction, including 11,000 cubic yards for chip aggregate in 2019 and 7,600 cubic yards in 2024, demonstrating its proven capacity for similar work.

This memo and attachments should be duplicated and distributed to all bidders that inquire about this material source, as per Section 00120.25 of the Oregon Standard Specifications for Construction, 2024 ed. This material source is an ODOT owned source of aggregate materials.
For this project, the Identifier Quarry is being offered as a Prospective source for the production of chip aggregate material, including excavation, processing and stockpiling of the aggregate material. Aggregate production activities are limited to daylight hours Monday through Saturday.
The prospective material source is an existing rock quarry known as Identifier Quarry and is located in the SW¼ SW¼ NW¼ of Section 5 and the S½ NE¼ of Section 6, T. 7 S., R. 16 E., December 1, 2025 Page | 2
W.M., in Wasco County. This site is located at MP 61.74 on US97 (Hwy #042). Access to the site is adjacent south to the highway.
The current development plan for this source was prepared based upon the estimate of the current project requiring approximately 8,000 cubic yards of Graded Medium chip seal aggregate. The excavation area shown on the plan sheets GE01 and GE02 within the Contract plans contains adequate material necessary to complete the project with the above proposed quantity. The excavation area was also designed to prepare the quarry for future projects.
As per Oregon Standard Specifications for Construction, Section 00120.15 Examination of Work Site and Solicitation Documents; Consideration of Conditions to be Encountered, Contractors shall carefully examine the available information for the material source, and become familiar with the existing conditions, the appearance of the site, and the conditions they expect to encounter prior to bid submittal.
Source Geology Identifier Quarry is mapped as Tcr, Grande Ronde Basalt formation.1 The Grande Ronde Basalt formation is one of the four main formations that comprise the Miocene Columbia River Basalt Group that forms the Deschutes-Columbia Plateau physiographic province. 2
Site Exploration Three of the four drill holes that were completed in November of 2017 are within the proposed and future excavation areas, where rock samples were collected for laboratory testing. The drill logs and core photos are attached to this narrative. Drill hole locations are shown on plan sheet GE01 within the Contract plans. Rock core samples collected from the drilling were sent to the ODOT Materials Laboratory for aggregate compliance testing. The laboratory testing confirmed that the rock sampled is acceptable for use as ACP aggregate. Laboratory test results are attached.
Current Project-Specific Design The strategy for operations is to extend or develop access to the top of the quarry as shown.
The Contractor should use overburden stripped from the excavation area to construct and maintain the safety berms. If inadequate overburden exists, loose material from within the site can be used to enhance the safety berms.
Excavation and design strategy is to continue to move the existing quarry face to the east – southeast, maintaining a constant pit floor elevation. The excavation plan is to excavate full width across the face and moving southeast to obtain the required quantity.

The operating special provisions in Section 00235 require the Contractor to use and process all material meeting quality requirements whether existing or loosened in the excavation area including oversize materials, with the exception of 20 cubic yards of material with a maximum dimension of 2.5 feet. This quarry does not have a history of producing oversize material, but special consideration should always be given to the preparation of the bid, taking into account the need to reduce all oversize material to a usable size. Special equipment or equipment setup may be necessary for size reduction of the existing or loosened and excavated material.
This operating plan will allow for removal of the required material to produce aggregate products for this project and leave the site in a condition that will allow for systematic development in the future. It is important that access to the top of excavated slopes be constructed properly and be maintained. The quarry floor must be left in a uniform and reasonably smooth and level condition.
Blasting Blasting specifications are described in Section 00235 of the Special Provisions and 00335 of the Standard Specifications. These specifications include providing the Project Manager with a blasting plan for review 14 days prior to drilling and blasting work. Written notification of blasting dates and times are to be provided to the Project Manager and nearby property owners and residences at least 48 hours in advance and again the day of the blast. A blasting report must also be submitted detailing the blast outcome within 48 hours of the blast.
Source Use History This ODOT-owned site was originally acquired in 1938 as a material source. Since acquiring ownership, the state has removed material from Identifier Quarry for ODOT maintenance projects and STIP construction projects. Example uses at the site include:
• 1979: 17,400 cy for the Shaniko - US 197 Junction preservation project
• 1992: 12,000 cy for the Shaniko – South Junction preservation project
• 1998: 23,135 cy for the Shaniko – US 197 S. Junction Section preservation project
• 2008: 10,000 cy for pit run for Maintenance use.
• 2019: 11,000 cy for chip aggregate for Maintenance use.
• 2024: 7,600 cy for chip aggregate for Maintenance use.
Additional Information Documentation contained within this Material Source Narrative Packet is for informational purposes only. If additional information about the material source is desired, contact the Project Manager’s office. An appointment will be scheduled to view ODOT material source files and available core. Someone from the Geology staff must be present when the information is being reviewed; this is to assure accuracy and consistency in the distribution of information.
