About this file
This is a Cost Workbook (Exhibit D) for RFP 23NS0710, a California Public Utilities Commission (CPUC) equipment processing center (EPC) solicitation providing contact center and warehouse services for the California Telephone Access Program (CTAP). The workbook establishes pricing structure across six cost categories: Transition-In (first six months), EPC Contact Center operations (inbound/outbound calls, certification correspondence, and American Sign Language video services), Warehouse operations (inbound/outbound materials, storage, returns management, and shipping), Labor and Non-Labor costs, Transition-Out (final six months), and Unanticipated Tasks. Bidders must enter unit prices and quantities in green cells for a base contract term of 24 months with three optional one-year renewal periods. The contact center pricing is structured by service type and measured in minutes or transaction counts, while warehouse pricing is measured by pallet, unit, transaction, or package depending on the service. Pre-solicitation feedback is due March 20, 2026, at 10:00 AM Pacific Standard Time.
Pricing must be submitted in U.S. dollars with all-inclusive unit costs covering labor, overhead, and materials unless explicitly stated otherwise in the proposal narrative. The base contract term cannot exceed $9,600,000, with individual optional years capped at $5,000,000 each, and unanticipated tasks limited to $400,000, for a total program cost not to exceed $25,000,000. Bidders are responsible for completing all green cells with numeric values only; blank cells must be populated with $0 if line items do not apply. The workbook contains automatic calculations for subtotals and grand totals across all contract periods. Bidders must maintain worksheet structure and formulas, save files in .xlsx format, and avoid overwriting calculated cells or adding/deleting rows or columns except in the Direct-to-Consumer Equipment Distribution section.

Instructions
| Instructions for Completing the Cost Workbook |
| General Rules |
| • Enter values only in GREEN cells labeled “(bidder input)”. |
• Do NOT change formulas, totals/subtotals, or any YELLOW cells (auto-calculated).
• Except for "G) Direct-to-Consumer Equipment Distribution (Mandatory Optional (MO))" in the "Cost" tab, do NOT add/delete rows or columns; keep the worksheet structure intact.
• Use numeric values only (no text like “TBD”). Use US Dollars; the workbook applies formatting.
• Your unit price should be all‑inclusive for the activity described (labor, overhead, materials, etc.) unless your proposal explicitly states otherwise.
| Color Legend Used in this Workbook | |||||
| Green cells | Bidder enters a value (price and/or volumes, depending on the tab). | ||||
| Yellow cells | Calculated fields (do not edit). | ||||
| Tab-Specific Instructions | |||||
| Tab | Explanation | What to fill out | How calculations work | What to check | Do not edit |
| Cost | Bidder input worksheet (detailed pricing). Use this tab to enter your proposed unit prices and any required quantities in GREEN cells. Subtotals and the grand total(s) calculate automatically. | Complete every GREEN “(bidder input)” cell in the pricing columns for each applicable line item. If a line item does not apply, enter $0 (do not leave blanks). |
For any areas that have "Range of Units" columns, the left (bidder input) cell is the "Minimum" and the right (bidder input) cell is the "Maximum". Bid Amounts are calculated as Units × Unit Price at the line-item level. Section subtotals and the grand total roll up automatically from the line items. • Confirm Units align with your approach and assumptions.
• Check that any $0 entries are intentional and explained in your proposal narrative, if needed.
• Avoid overwriting subtotal / total cells.
• Total Unanticipated Tasks Cost must not exceed $400,000.00. • Grey header rows.
• Any YELLOW cells.
• Any cell that already contains a formula.
| Final Checks |
| • Confirm every GREEN “(bidder input)” cell you are responsible for is filled in (no blanks). |
• Spot-check that line-item Bid Amounts look reasonable (Units × Unit Price).
• Do not paste values over formulas; if you copy/paste, use “Paste Values” only into GREEN cells.
• Save the file in .xlsx format and keep the worksheet names unchanged.
