Summary of EXHIBIT B: Deliverables and Milestones Table for RFP 23NS0710
This document is a deliverables and milestones table establishing project requirements for the California Public Utilities Commission (CPUC) Equipment Processing Center (EPC) contract. The RFP seeks proposals to provide comprehensive equipment processing services supporting the California Connect (CAC) program, which delivers communications equipment and services to Californians with disabilities. Pre-solicitation feedback is due March 20, 2026, at 10:00 AM Pacific Standard Time. The contract encompasses twelve major deliverables spanning project management, schedule management, risk and issue management, communication management, document management, quality management, change management, contact center operations, warehouse operations, and transition-in and transition-out activities. Key operational requirements include establishing and maintaining a contact center operating Monday through Friday, 8:00 AM to 6:00 PM Pacific Time, with 24/7 automated services; establishing a warehouse distribution center physically located in California with approximately 600 rack spaces; providing multilingual customer support in English, Spanish, and other languages; and maintaining 99.9% system uptime for automated services excluding scheduled maintenance.
The contract requires the contractor to develop and maintain multiple management plans including project management, schedule, risk and issue management, communication, document management, quality management, and change control plans, all subject to CPUC review and approval. The contractor must provide comprehensive contact center services including customer inquiries, certification processing, equipment evaluation, troubleshooting, and home visit coordination, with customer service representatives performing work from California locations unless prior written approval is obtained. Warehouse operations include receiving, stocking, picking, shipping, and reverse logistics capabilities with real-time inventory tracking through a warehouse management system integrated with the enterprise resource planning platform. The contractor is responsible for all facility costs, equipment, and personnel training, including development of a Basic Curriculum for customer service representatives and ongoing annual training requirements. Mandatory-optional deliverables for transition-in and transition-out activities apply only if the CPUC exercises these options through written agreement, with detailed knowledge transfer, data migration, and contract closeout requirements specified.
