About this file
This is an Exhibit B maintenance requirements document for the Alameda County General Services Agency (GSA) Administration Building Elevator Modernization project (Project #25203, Master Contract ID #902686) located at 1221 Oak Street, Oakland, California. The document outlines comprehensive elevator maintenance, operation, testing, and emergency response requirements that the modernization contractor must assume upon issuance of the Notice to Proceed. The contractor is responsible for all interim maintenance during the phased modernization project, twelve months of warranty maintenance following substantial completion, and must maintain elevators in first-class operating condition through monthly inspections, regular cleaning and lubrication, and systematic examination and adjustment. The contractor must possess an active California C11-Elevator contractor license and employ only State-certified Competent Conveyance Mechanics and licensed journeymen elevator mechanics with a minimum of four years of experience. Additional service requirements include assigning two primary technicians with backup support, maintaining adequate spare parts inventory, providing 24-hour emergency dispatch with response times of 30 minutes for entrapped passengers during business hours and 60 minutes for after-hours calls, conducting bi-annual elevator adjustments, and submitting monthly electronic reports detailing service calls, inspections, and equipment performance.
The contract requires the contractor to furnish all materials, labor, tools, and equipment necessary for 100 percent maintenance services with no additional costs to the County for work needed to make services complete. The contractor must perform five-year load tests per elevator, monthly and yearly fire recall testing, quarterly battery-operated emergency system testing, and annual derailment device and seismic switch testing in compliance with ANSI A17.1 national elevator safety code requirements. Performance guarantees include forfeiture of monthly maintenance payments if any elevator remains out of service for longer than three consecutive workdays or experiences four callbacks within a given month. The contractor must maintain accurate on-site logs, submit comprehensive annual reports with operational performance measurements, and coordinate monthly virtual meetings with the County. After the 12-month warranty period concludes, preventative maintenance responsibility transfers to Alameda County's current elevator maintenance provider. All wiring diagrams, construction prints, and records become County property upon contract termination.
