About this file
This Scope of Services document outlines Federal Executive Advocacy Services for Los Angeles County Metropolitan Transportation Authority (Metro), effective September 21, 2026. The advocacy firm will provide comprehensive federal legislative advocacy services focused on advancing Metro's Board-approved Federal Legislative Program with the Executive Branch, including the White House and U.S. Department of Transportation. Key services include meeting annually with Metro's CEO and Board of Directors to develop legislative strategy, providing full support to Board members during Washington, DC visits, maintaining relationships with senior Executive Branch officials, and aggressively pursuing federal funding for transportation infrastructure projects including bus, transit, highway, and pedestrian initiatives. The firm will work directly with Metro's Federal Affairs Representative in Washington, DC and Deputy Executive Officer of Federal Relations to advance Metro's federal agenda with White House officials, the Office of Management and Budget, and various federal agencies. Deliverables include weekly communication and conference calls with Metro's Government Relations Department, annual written status reports on legislative activities, and representation of Metro's positions with federal agencies including the Federal Transit Administration, Federal Highway Administration, and Federal Aviation Administration.
The contract requires the advocacy firm to focus on securing federal grants including the Capital Investment Grant Program, INFRA Grants, BUILD Grants, and Bus and Bus Facilities/Low or No Emissions Grants. The firm must be creative and tenacious in pursuing greater federal resources to match local funds from Measure M and R. Travel on behalf of Metro requires prior approval from the Metro Government Relations Senior Director, with the exception of annual in-person meetings in Los Angeles County. The document does not specify pricing terms, contract duration, renewal options, set asides, funding amounts, or whether an incumbent contractor exists. All deliverables and activities are to be performed as directed by Metro's Project Manager or designated representative.
