About this file
This is an Evaluation Criteria document for a state and local contract opportunity involving federal government relations and transportation advocacy services. The evaluation process consists of two phases: Phase I establishes minimum qualification requirements on a pass/fail basis, requiring proposers to demonstrate current registration as a lobbyist with either the Clerk of the U.S. House of Representatives or the Secretary of the U.S. Senate's Office of Public Records. Only proposers achieving a passing score advance to Phase II for further consideration. No specific response dates, due dates, site visits, bidder meetings, award dates, or contract terms are identified in this evaluation criteria document.
Phase II evaluation comprises six weighted criteria totaling 100 points. Proposers are assessed on their prime firm's experience with the Executive Branch of the Federal Government over the last decade in transportation advocacy (15 points); the subject matter expert's experience with transportation legislative issues and Executive Branch capabilities (15 points); the firm's demonstrated ability to access high-level Executive Branch officials, particularly at the U.S. Department of Transportation (20 points); understanding of Congressional authorization and appropriations processes and their intersection with Executive Branch agencies (15 points); ability and experience in securing federal grant funding from the Executive Branch to leverage local transportation funds for mobility projects and programs (10 points); and cost proposal evaluation (25 points), calculated using a formula where the lowest cost proposal receives full points and other proposers are scored proportionally based on their submitted costs.
