The Contractor shall be fully responsible for ensuring that its system, equipment, and operations comply with Metro’s yard traffic plan and do not impede bus movements, pedestrian circulation, or emergency vehicle access at any time. Final equipment placement/configuration is subject to LACMTA review and approval based on the Contractor’s proposed equipment configuration, required safety clearances, fire/life-safety requirements, and operational constraints.
• The Division 18 facility layout provided with this Scope is intended to support proposal development and site-fit review. Final BESS location, staging area, access path, and swap configuration shall be subject to LACMTA review and approval based on the Contractor’s proposed equipment configuration and required safety clearances.
2.2 Battery Energy Storage System (BESS)
The Contractor shall provide manufacturer technical data for the proposed mobile BESS unit, including overall dimensions, operating and transport weight, battery chemistry, enclosure type, thermal-management/HVAC system, and other key physical characteristics necessary to evaluate site placement and safe operation.
Manufacturer data sheets, technical specifications, and dimensional drawings shall be included with the proposed equipment configuration.
• Capable of delivering ≥150 kW of continuous charging power to each connected charger simultaneously.
• Capable of supporting up to one (1) full BESS swap per day, when required by LACMTA’s operational needs and the approved state-of-charge threshold. This requirement shall be met by providing a minimum of two (2) mobile BESS units to support equipment rotation and continuity of charging service, or through an alternative solution demonstrated by the Contractor and approved by LACMTA.
• The two-unit requirement is intended to support rotation, swapping, and continuity of charging service and does not require simultaneous operation of both BESS units at Division 18 unless otherwise approved by LACMTA.
• All energy contained within and delivered by the BESS units shall be included as part of the BESS lease and swap services. No separate or additional energy charges to LACMTA shall apply unless expressly approved in writing by LACMTA.
• Portable, mobile configuration enabling transport and deployment between Metro divisions or transit centers.
• Fully compliant with all LACMTA safety requirements, integrated with system telematics and monitoring systems, and designed and operated to meet all applicable local noise ordinances, including a maximum allowable sound level of 60 dBA at the site boundary, unless otherwise approved by LACMTA.

The Contractor must maintain the capability to perform up to one (1) BESS swap per day, consistent with the anticipated daily energy cycle;
however, BESS swaps shall only be performed when required based on Metro’s operational needs and the agreed-upon SOC thresholds.
• BEB charging is expected to occur primarily during nighttime hours, with an additional midday charging window as operationally required, unless otherwise approved by LACMTA. LACMTA shall have final determination and approval authority regarding when a BESS swap is required, based on Metro’s operational needs, expected charging windows, and agreed-upon SOC thresholds. The Contractor shall plan swap and logistics operations such that a fully charged or charging-ready BESS unit is available on-site by approximately 9:00 PM to support nighttime operations and, when mid-day charging is required, that a BESS unit is swapped and available on-site and ready for charging by approximately 10:00 AM.
• The BESS system and associated charging application are expected to operate in an island mode and shall not require a permanent connection to the electric utility for normal operations, unless otherwise approved by LACMTA.
LACMTA and the Contractor shall jointly establish:
• Minimum SOC Swap Threshold:
o Prior to the commencement of service, the Contractor shall propose a minimum SOC level at which a BESS swap is required (e.g., 10–20% SOC remaining), based on technical specifications, battery health considerations, and operational constraints.
o LACMTA reserves the right to approve, modify, or set the final SOC threshold, which will be incorporated into the operating procedures.
• Swap Criteria & Notification Protocol:
o The Contractor shall monitor BESS SOC in real-time or through daily reporting (as applicable).
The Contractor may monitor SOC system in real time and recommend or request a BESS swap as the SOC approaches the established threshold;
however, final determination and authorization to perform a BESS swap shall rest solely with LACMTA, including requests outside of the anticipated charging windows when deemed necessary to support operations.
o Swaps shall not occur automatically without Metro’s acknowledgment, unless otherwise authorized in writing.
• Operational Coordination:
o The Contractor shall maintain equipment, labor, and transport capacity sufficient to complete the swap within the mutually agreed service window.
o LACMTA and the Contractor shall develop a communication protocol (e.g., email, CMS alert, service ticket) outlining how swap requests are transmitted, confirmed, and logged.
o BESS units shall not be depleted to 0% SOC unless expressly approved by LACMTA, and normal operations shall maintain swaps well above absolute depletion to preserve battery health and reliability.
• The Contractor is responsible for:
o Transporting vehicle(s) to replace and remove the BESS system o Appropriately licensed driver/operator o Safe and efficient disconnect, reconnect, and commissioning procedures
3.2 Mobility Between Metro Sites
• Upon Metro’s direction, the Contractor shall relocate the mobile BESS unit between:
