About this file

This document is an Exhibit detailing the evaluation criteria for RFP No. OP144780, issued by Los Angeles County Metropolitan Transportation Authority (Metro), for a Mobile Battery Energy Storage System (BESS) Charging Pilot Project. The RFP seeks a contractor to provide a temporary, operationally reliable, and safe mobile BESS charging system to support Metro's zero-emission fleet. The evaluation process occurs in two phases: Phase I requires a minimum qualifications review, while Phase II includes technical and price evaluation for firms meeting minimum requirements. Proposers must demonstrate at least one completed project reference within the last five years involving mobile BESS, temporary EV fleet charging, or comparable commercial/industrial BESS operations. The proposed equipment must include manufacturer data sheets confirming it meets minimum service capability requirements, charger compatibility documentation for CCS1 and/or J3105 protocols, safety certifications, field support capabilities, logistics and maintenance plans, and operational data reporting capabilities. Any material exceptions to the Scope of Services must be disclosed and may result in a non-responsive determination.

The technical evaluation weights emphasize non-price factors as significantly more important than cost. Technical Solution and System Capability accounts for 25 percent of the evaluation score, Project Approach and Deployment Plan comprises 20 percent, Safety, Compliance, and Risk Management represents 15 percent, Operations, Maintenance, Uptime, and Support constitutes 10 percent, Experience, Past Performance, and Key Staff comprises 10 percent, and Price accounts for 20 percent of the final score. The price proposal score is calculated using a formula where the lowest cost proposer receives the full 20-point allocation, and other proposers' scores are adjusted proportionally based on their cost relative to the lowest bid.

EXHIBIT 3 - EVALUATION CRITERIA

RFP NO. OP144780 - MOBILE BESS CHARGING PILOT PROJECT

CONTRACTOR EVALUATION CRITERIA - EXPLICIT FACTORS SCORECARD

Any proposals resulting from this RFP will be evaluated according to the following criteria. The evaluation factors other than cost or price, when combined, are significantly more important than cost or price. This evaluation is intended to select the proposer offering the best overall value for a temporary, operationally reliable, and safe mobile battery energy storage system (BESS) charging pilot for Metro zero-emission fleet support.

Proposals shall be evaluated in the following order:

Phase I Evaluation: Minimum Qualifications Review

Phase II Evaluation: Technical Evaluation and Price Evaluation

The Contractor must refer to the Scope of Services (SOS) provided by Los Angeles County Metropolitan

Transportation Authority (LACMTA), known as Metro.

PHASE I: MINIMUM QUALIFICATION REVIEW

Item Minimum Qualification Pass/Fail a

The Proposer shall provide at least one completed project reference within the last five (5) years involving mobile BESS, temporary EV fleet charging, microgrid-supported EV charging, or comparable commercial/industrial BESS operation. The reference shall include project name, client, dates, system size, charging equipment, duration, proposer role, and client reference contact.

b

The Proposer shall provide a proposed equipment configuration and manufacturer data sheets confirming the solution meets or exceeds the minimum service capability in the SOS, including usable BESS energy capacity, continuous/peak power output, required quantity and rating of chargers, and simultaneous charging capability. The submittal shall include calculations or narrative demonstrating how the proposed system supports the required charging duty cycle.

c

The Proposer shall provide charger/connector data sheets, protocol documentation, and a compatibility matrix confirming compatibility with Metro’s required vehicle charging interfaces and protocols, including CCS1 and/or J3105 as required by the SOS. Any adapter, dispenser, pantograph, connector, software, communication, or vehicle-side assumptions shall be clearly identified.

d

The Proposer shall provide documentation that the proposed BESS and EVSE are listed/certified or otherwise compliant with applicable safety standards, electrical codes, and manufacturer requirements. At a minimum, provide applicable UL/ETL/listing information, BESS safety documentation, emergency shutdown information, battery management system overview, and equipment data sheets.

e

The Proposer shall provide a field support plan demonstrating the ability to support the project in Southern California, including remote monitoring, technical support, corrective maintenance response, and escalation procedures meeting the SOS requirements.

f

The Proposer shall submit a BESS Logistics, Recharge/Swap, Maintenance, and Demobilization Plan demonstrating how the Proposer will transport, place, recharge, maintain, and remove the BESS equipment throughout the pilot. The Plan shall identify any required licenses, insurance, third-party providers, maintenance responsibilities, contingency procedures, and any Metro support or site access requirements.

g The Proposer shall provide a sample report, data dictionary, dashboard screen capture, export file, or similar

Item Minimum Qualification Pass/Fail documentation confirming the ability to provide operational data and reporting, including energy delivered, BESS state-of-charge, charger utilization, uptime/downtime, alarms/faults, maintenance actions, and exportable data in CSV, PDF, dashboard, or API format as required by the

SOS

h

The Proposer shall disclose any exceptions to the SOS, including energy supply, swap frequency, noise limit, site footprint, charger power, connector compatibility, training, reporting, or service-level requirements. Material exceptions may be deemed non-responsive.

PHASE II: TECHNICAL EVALUATION

Those firms that meet all minimum qualification requirements shall be evaluated according to the following criteria and associated weights. The recommended scoring emphasizes technical fit, safety, deployment feasibility, and operational reliability over lowest price because the pilot will support active Metro fleet charging operations.

Item Technical Evaluation Weight
