About this file
This document is a Scope of Services (Exhibit A) for the Los Angeles County Metropolitan Transportation Authority (LACMTA/Metro) C/K Line Mainline Fastener Replacement Project. The project requires the contractor to procure and install 53,530 new Direct Fixation Rail Fastener Assemblies across two light rail segments totaling 19.3 miles—the El Segundo K-Line Southern Segment (approximately 3.6 miles) and the Century C-Line Segment (approximately 16.5 miles). The work includes removing existing worn fasteners, installing new fasteners using existing anchor inserts, measuring and correcting track gauge, replacing embedded inserts as needed, and performing quality assurance inspections with Metro's Maintenance-of-Way team. The contract period of performance commences upon full contract execution and must be completed no later than December 28, 2029, with a mandatory work suspension from June 30, 2028, through August 6, 2028, to accommodate the 2028 Summer Olympic Games. Contractor preliminary project schedules and Quality Assurance Plan drafts must be submitted with bids, with refined schedules due within 20 calendar days of Notice to Proceed and final Quality Assurance Plans due within 20 days of NTP.
The contractor must be qualified with a minimum of three light-rail or heavy-rail direct fixation fastener replacement projects completed within the last ten years, with at least one valued at $5 million or greater, and must assign dedicated project management personnel including a Project Manager with ten years of operational railroad or transit maintenance experience and a half-time Project Safety Representative holding current First Aid/CPR certification. Work will be allocated primarily during nighttime hours (Sunday-Thursday 9:00 PM to 3:00 AM, Friday-Saturday 9:00 PM to 8:00 AM) with actual work hours subject to track allocation availability and estimated at up to 40 hours per week; Metro retains discretionary cancellation rights with compensation limited to $2,500 per cancellation for up to five cancellations. The contractor is responsible for all labor, materials, equipment, hi-rail vehicles, and on-track construction equipment meeting Tier 4 diesel emissions compliance; Metro will provide Material Delivery logistics coordination, MOW support staff (track inspectors, traction power inspectors, signal inspectors), and designated storage and equipment access locations at Division 22, Division 16, Division 11, and other Metro facilities. The contractor must maintain a comprehensive Quality Assurance Program complying with Metro Section 34 11 36 specifications, submit daily and monthly progress reports documenting fastener replacement quantities and torque verification for 100 percent of installations, and provide as-built documentation for Metro's asset management inventory.

1. Introduction
1.1 Project Description
The Los Angeles County Metropolitan Transportation Authority (“LACMTA” or “Metro”) provides public transit services to Los Angeles (LA) County through its Metro transit system.
This Scope of Services (SOS) details the requirements for the Metro C (Green) Line and K (Crenshaw LAX) Line Fastener Replacement Project. Contractor shall procure 53,530 new Direct Fixation Rail Fastener Assemblies (“DF Fasteners”). DF Fasteners product requirements are described in Section 5.1. Contractor shall remove existing worn fasteners and install new DF Fasteners within designated areas of the Metro C/K Line system. DF Fastener installation work shall be performed in accordance with manufacturer specifications, Section 34 11 00 – General Track Construction, Section 34 11 24, Direct Fixation Track Construction, and other applicable referenced Metro technical specifications.
1.2 Background
The Metro C Line and the southern segment of the K Line make up a 19.3-mile double-track light rail line operating between Redondo Beach and Norwalk. This track between these two points went into service in 1995 and consists of two segments:
• El Segundo K-Line Southern Segment: Extends from Aviation/LAX Station to Redondo Beach Station, covering approximately 3.6 miles. In November 2024, the C and K Lines underwent service changes to accommodate LAX/Metro Transit Center, which opened in June 2025. The El Segundo Segment between Aviation/Century Station and Redondo Beach Station, formerly part of the C Line, is now the southern segment of the K Line.
• Century C-Line Segment: Runs from Aviation/LAX Station to Norwalk Station, spanning roughly 16.5 miles.
A non-revenue connector at Willowbrook/Rosa Parks Station links the C Line to the A Line, enabling train transfers for maintenance and other non-revenue activities.
The rail infrastructure includes both ballasted track and direct fixation (DF) track. A system diagram of the existing C/K Line is provided in Figure 1, with detailed alignment schematics for the El Segundo and Century segments in Figures 3 and 4.
