About this file
This is a Technical Requirements Specification document (Exhibit A.1) for Specification Number MA-25-09 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of Skid Steer Loaders. The specification outlines detailed technical requirements for one skid steer loader unit with three attachments (a 74-inch construction/industrial bucket with bolt-on teeth, a 74-inch combination bucket, and a 48-inch hydraulic pallet fork) and one flatbed trailer for equipment transport. The requested delivery timeline is within 180 days of the contract effective date. Bidders must respond to all yellow-highlighted line items with "In compliance" statements or provide specific values for minimum or maximum requirements. The specification permits bidders to propose approved equal substitutions for the specified models (Bobcat S86, Gehl V360, or equivalent) provided they submit written requests with supporting documentation demonstrating equal quality and compatibility with all specified attachments and accessories.
The technical specifications establish detailed performance parameters including a 3,400-pound minimum rated operating capacity, a 55-inch maximum wheelbase, 95-inch maximum turning radius, and a Tier 4 Final turbo diesel engine with 100-115 horsepower compliant with EPA, CARB, California Title 13, and SCAQMD Rule 1196 requirements. The loader must feature an enclosed cab with ROPS and FOPS Level II standards compliance, joystick steering controls, standard or high-flow auxiliary hydraulic systems, and manufacturer's standard accessories including backup alarm, advanced display with rear-view camera, and LED lights. Warranty coverage must commence from the acceptance date with zero deductible and include manufacturer's standard terms for both the loader and trailer. Bidders located more than 60 miles from Los Angeles must certify that full warranty service coverage is available through local authorized dealers within the Los Angeles area with 24-hour service capability. All deliverables must include complete operator manuals, OEM training kits, service documentation on hard copy and CD format, electrical schematics, and an electronic diagnostic tool by the delivery date or accompanied by a due bill with a specific alternative delivery date.
