The RFP seeks qualified organizations to serve as Navigator Entities, which oversee individual Navigators and conduct education and outreach to help uninsured and underserved Oklahomans access health insurance through the Oklahoma Health Insurance Marketplace. Navigator Entities will help consumers apply for and understand coverage options, provide education on health care basics, plan options, and available financial assistance, while ensuring all consumer interactions are conducted by human personnel without artificial intelligence assistance. The RFP was released on August 14, 2026, with RFP questions due by August 19, 2026, OID responses provided on August 21, 2026, and applications due by August 26, 2026 at 1:00 PM. For Plan Year 2027, OID will select up to three Navigator Entity awardees to share up to $350,000 in total program funding, with distribution proportionate to each awardee's approved detailed budget and proposed project scope. Eligible applicants must be private or public entities with a physical location in Oklahoma and may apply individually or as a consortium with a designated lead applicant. All Navigator Entities must comply with federal regulations (45 CFR 155.210 and 155.215), Oklahoma Administrative Code 365:10-31, and federal non-discrimination laws including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act, the Age Discrimination Act, the Americans with Disabilities Act, and Section 1557 of the Affordable Care Act. Navigator funding is restricted to direct program activities and cannot be used for health care services, matching other federal or state funds, staff retreats, promotional items, or lobbying. Selected Navigator Entities must register with OID (including a $50 annual registration fee), maintain affiliated certified Navigators, submit monthly reports by the fifteenth of each month, and invoice monthly to receive proportionate funding. Individual Navigators must complete federal CMS certification training and OID registration (including a $25 fee and criminal background check) within 60 days of the Navigator Entity Agreement execution before assisting consumers.

Oklahoma’s Health Insurance Marketplace Plan Year 2027 Navigator Program RFP

Part 1: Overview

1.1 Oklahoma’s Health Insurance Marketplace

The Oklahoma Insurance Department (OID) is a state agency responsible for enforcing Oklahoma’s insurance laws, protecting consumers, and overseeing a competitive insurance marketplace. House Bill 1512, signed into law on May 15, 2025, provided OID with the authority to establish and operate a Health Insurance Marketplace. Oklahoma transitioned from the Federally-facilitated Exchange (FFE) to a State-based Exchange on the Federal Platform (SBE-FP) on May 1, 2026 for the remainder of plan year (PY) 2026 and for all of PY 2027.

Oklahoma’s SBE-FP has multiple enrollment options including HealthCare.gov or directly through insurance companies, agents, or web brokers certified to operate in the federal Marketplace. As an SBE-FP, consumers continue to use one of these enrollment options to enroll in, renew, and manage their health coverage.

1.2 Oklahoma’s Health Insurance Marketplace Navigator Program The Navigator Program was created under the Affordable Care Act (ACA) to support community organizations in reaching underserved and uninsured populations. In accordance with 45 CFR § 155.210, Navigator Programs help consumers understand their coverage options and assist them in finding and applying for health insurance coverage.

The ACA requires SBE-FPs to operate and fund a Navigator Program.

Organizations that participate in the Navigator Program are designated as SBE-FP Navigator Entities. Navigators are individuals who are affiliated with Navigator Entities, either as employees or volunteers. To be considered for selection as a PY 2027 SBE-FP Navigator Entity on Oklahoma’s Marketplace and to receive Navigator program funding, interested organizations must submit the required application materials, including the Navigator Program Application Form, Business Assessment & Mandatory Disclosure of Risk Form, Detailed Budget, and signed Navigator Entity Agreement. Refer to Part 4:

Proposal Submission Requirements for more details.

1.3 Organizations Eligible to Apply

Organizations eligible to serve as an SBE-FP Navigator Entity include private and public entities that are able to carry out the duties and program requirements set forth in statutes, regulations, and this document. To be eligible, an organization must have a physical location or business address in Oklahoma and submit all required documentation.

Organizations may submit only one Navigator Program Application, either individually or as a part of a consortium. Applicants may choose to partner with other entities to form a consortium of subrecipients to target a larger share of underserved or vulnerable populations.

For consortiums, applicants must designate a lead applicant that will serve as the primary contact for, and recipient of, program funding, and that will serve as the pass-through entity for making program funds awarded available to other consortium subrecipients. The lead organization must contract with consortium members and is responsible for meeting program requirements and passing required assurances to members as subrecipients.

1.4 PY 2027 Navigator Program Performance Period & Funding

The performance period for Oklahoma’s PY 2027 SBE-FP Navigator Program is 12 months, beginning September 1, 2026 and ending August 31, 2027.

For PY 2027, OID will select up to three awardees to share up to $350,000 in program funding, with the total amount distributed across the selected awardees based on RFP responses. A consortium constitutes one awardee.

Organizations will be evaluated based on their proposed consumer outreach plan, personnel qualifications, and geographic service area in alignment with the scoring rubric (refer to Section 4.2 Scoring Criteria).

• Comply with all requests from the State for additional information.

2.2 Navigator Entity Responsibilities

Navigator Entities must be capable of carrying out all duties required by the ACA, federal regulations (45 CFR § 155.210(e)), and Oklahoma Administrative Code 365:10-31. All consumer interaction must be carried out as a human-only service. Navigators are to be prohibited from using AI for consumer interactions and a bid will be found as non-responsive if any of the consumer assistance services provided will be assisted or completed by AI. These duties include, but are not limited to, the following requirements.

Registration and Certification

Consumer Assistance

• Maintain expertise on eligibility, enrollment, and program rules and educate the public to increase awareness of the Marketplace.

• Provide information and services fairly, accurately, and impartially to help consumers apply, understand coverage options including Qualified Health Plans (QHPs), and make informed choices while acknowledging other health programs.

• Maintain records of consumer authorization, in either hard copy or electronic format, for no less than six years, unless a different or longer retention period is applicable based on law or regulations. Navigator Entities may use the existing FFE Consumer Consent form or develop their own form, provided it includes all required fields. Access to these records should be limited to Navigator Entity personnel who need them to perform their duties. The State reserves the right to terminate a Navigator Entity Agreement if the associated Navigator Entity fails to protect consumer data.

Program Requirements https://www.healthcare.gov/

• Execute and maintain compliance with the Navigator Entity Agreement.

• Monitor Navigator compliance with conflict-of-interest requirements.

• Have at least one representative attend recurring meetings with OID.

• Host or participate in outreach events to reach consumers; the number of outreach events must be reasonable and commensurate with the program funding awarded.

o Hosting an outreach event means the organization plans and leads the event end-to-end, including logistics, promotion, staffing, and delivery.

o Participating in an outreach event means another organization is the primary host/organizer, and the Navigator Entity has a documented, attendee-facing role (e.g., presenting, tabling, or sharing information) to provide outreach/assistance.

• Complete and submit all required reports to the State; see Section 3.1.3 Navigator Entity Reporting and Payment Schedule for more details.

• Demonstrate continued effort towards reaching stated project goals.

Part 3: Post-Award Responsibilities

3.1 Navigator Entity Funding

3.1.1 Requirements and Conditions

Navigator Program payments are contingent upon the Navigator Entities’ performance and compliance with Navigator Entity Agreement terms and conditions. If a Navigator Entity or an individual Navigator affiliated with the Navigator Entity commits fraud, misuses funds, or is out of compliance with their signed Navigator Entity Agreement, the following consequences may occur:

• Termination of the Navigator Entity Agreement.

• Withholding of all remaining funding.

• Suspension from program participation for a defined period.

3.1.2 Navigator Entity Funding Restrictions

Navigator funding must be used exclusively for the project goals outlined in the Navigator Program Application Form and agreed upon with the State. Navigator funding issued by the State may not be used for any of the following purposes:

• To cover the costs to provide direct health care services to individuals.

• To match any other federal or state funds.

• To provide services, equipment, or support that are the legal responsibility of another party under federal or state law (such as vocational rehabilitation or education services) or under any civil rights laws; such legal responsibilities include, but are not limited to, modifications of a workplace or other reasonable accommodations that are a specific obligation of the employer or other party.

• To supplant existing state, local, or private funding of infrastructure or services such as staff salaries, except for Navigators’ salaries.

• To cover any pre-award costs.

• To carry out services such as conducting eligibility determinations or transferring consumer enrollment information to HealthCare.gov.

• To assist consumers outside of Oklahoma. Oklahoma’s Health Insurance

Marketplace Navigators should refer consumers outside of Oklahoma to Navigators in their state, the applicable Marketplace Call Center, and/or other resources within the state where the consumer resides for assistance.

• To fund staff retreats or promotional giveaways.

• To lobby; organizations can lobby at their own expense if they segregate state funds from other financial resources used for that purpose.

• Any other goods, services, or activities prohibited by the terms and conditions of the Navigator Entity Agreement.

3.1.3 Navigator Entity Reporting and Payment Schedule

Navigator Entities must cooperate with the State’s program evaluation and may be audited by the State in accordance with state regulations (Okla. Stat. tit. 36.). Navigator Entities must also submit the required reports to the State, and any additional information requested to evaluate program performance against project goals. Reports capture progress, challenges, outreach metrics, consumers served, and how Navigator Program funds are used. Reports may include, but are not limited to, the following qualitative and quantitative metrics.

• Performance metrics for affiliated Navigators and the consumer assistance provided.

• Number of consumers who received assistance across various categories.

• A current list of affiliated Navigators.
