About this file
This document is an evaluation criteria exhibit for RFP No. PS145468, a Community Relations Services Bench contract issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) to establish a multi-disciplinary on-call professional services contract. The RFP seeks qualified contractors to provide community engagement, research, public affairs, digital engagement, training and facilitation, and related services supporting capital projects, operational initiatives, and agency-wide programs. The evaluation criteria are structured across four primary categories with specific weightings to assess proposer qualifications and capabilities for various discipline-specific roles within the bench contract structure.
The evaluation framework allocates 30 percent weight to Teaming Effort and Key Personnel Experience and Capabilities, assessing the prime contractor's ability to assemble and manage qualified teams, establish effective partnership integration, and demonstrate relevant technical expertise among key personnel. Experience in Transportation, LA County and Working in Diverse Communities comprises 25 percent of the evaluation, focusing on demonstrated success delivering community relations and communications programs for public agencies and transportation projects in Southern California with multilingual, diverse stakeholders. Understanding of Work Scope and Approach for Implementation accounts for 30 percent, evaluating the clarity of strategic and tactical implementation plans, incorporation of innovative tools or approaches, organizational structure, and capacity to manage personnel transitions and concurrent workloads. Price Proposal represents 15 percent of the final evaluation score, calculated using a comparative pricing formula where the lowest proposed price is divided by the proposer's price and multiplied by 15.
